The City of Berkeley is now accepting applications for the position of Health Services Program Specialist! In this role, you will plan and manage a specialized health program. Program-planning activities will include development of procedures for operation and evaluation and fiscal and budgetary administration. You will also liaise with program personnel to assure proper integration of program planning and evaluation with program operations. 

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a college or university with major course work in public health, health or social-services related field, or health-related public policy, and two years of experience as a health/social services professional.

One year supervisory experience which has included budget and program development is desirable.

Other requirements: Must be willing to work evenings and weekends and be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Incumbents at this level are fully trained in all procedures related to their assigned area of responsibility. This classification implements solutions related to applications used in VTA's functional areas with a strong emphasis on process and flow design, custom functionality, and maintaining systems.

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;

• Defines customer business needs, manages client expectations, and identifies alternative approaches and cost-benefits of automating of customer functions to assist in meeting the client's overall business goals;
• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;
• Reviews, analyzes and approves program designs, operational characteristics, user interfaces, reporting systems and data conversion methods;
• Reduces design projects into component analytical tasks;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

The Santa Clara County Housing Authority (SCCHA) is seeking an experienced leader who will lead, manage, organize, plan and oversee the staff and activities of the Agency’s Innovation and Impact team including developing housing policy, program design, implementation and evaluation. Will work collaboratively with the leadership team and the community to bring meaningful opportunities and impact to the communities SCCHA serves.

The Assistant Director of Innovation and Impact plays an important role in leading the policy work and resident community initiatives, from innovation through evaluation.  This position will oversee and manage the Agency’s Moving to Work (MTW) Plan process in partnership with the leadership team and stakeholders, and requires knowledge of local, state, and federal regulations related to housing programs. 

As a member of our team, we are looking for a candidate that has a strong understanding and connection to SCCHA’s resident community needs and its supporting partners. Direct experience in community engagement, program and policy design and implementation, and evaluation of impact is highly desired. 

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in social services, behavioral sciences, public or business administration or related field.
• Five (5) years of increasingly responsible management experience in government assistance program and resident services administration and evaluation with three (3) years in a supervisory capacity.  
• A master’s degree is preferred.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, general accounting, public employee retirement (CalPERS) reporting, and workers’ compensation pay integration. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. A senior-level accountant may also provide oversight and management of one or more District programs or processes.

To be considered for the Accountant I-II level classification, an Associate degree or higher (or equivalent) plus two or more years of increasingly responsible accounting experience is required.

To be considered for the Senior Accountant level classification, a bachelor’s degree or higher (or equivalent) plus five or more years of increasingly responsible accounting experience is required.

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.
