PLANNING INTERN JOB DESCRIPTION AND DUTIES

The Santa Clara County Housing Authority (SCCHA) is seeking a Senior Construction Manager to provide highly complex professional work in the planning, management and oversight of construction and rehabilitation projects and programs. The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of construction management and/or rehabilitation of affordable housing properties, development and monitoring of public project budgets, procurement and solicitation methods and professional service and contract administration in regulations, principles, practices, methods, and procedures of Low-Income Housing Tax Credit (LIHTC), tax-exempt bonds, Housing and Urban Development (HUD) and other affordable housing funding programs.

• A bachelor’s degree from an accredited four-year college or university in community or real estate development, construction management, business or public administration or related field; and

• Credentials in the following may substitute combination of education and/or experience: registration as a Certified Construction Manager (CCM); possession of a Certificate of Registration as an Architect by the California Architectural Board or as a Professional Engineer by the State Board for Professional Engineers and Land Surveyors; and a valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI).

This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). You will lead and contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies. You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to lead and conduct research, analyze issues, prepare community centered planning materials including preparing and delivering presentations, writing summaries and plan documents, and craft recommendations to support community and Air District decision making.
