The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects
• Perform prescribed preventative maintenance procedures on all relevant equipment
• Actively participate in maintaining a clean and safe work environment
• Order necessary parts to maintain equipment or construct replacement parts
• Respond to night and weekend emergency calls as needed

In addition, the Senior Instrumentation and Electrical Technician shall:

• Train assigned employees in their areas of work
• Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications
• Supervise the use, care, and operation of process control instrumentation, electrical, and related equipment; research, evaluate, and make changes to improve the preventative maintenance program and equipment performance
• Identify safety issues and correct them and ensure adherence to a high level of safe work practices and procedures
• Oversee and participate in planning the installation of new or improved electrical and electronic systems, equipment, and machinery; lead and train City staff on operation of new or modified systems
• Provide technical advice and support to operators, supervisors, City engineering staff, and outside agency personnel; work closely with private control system design and engineering teams
•  Oversee development and oversight of a Preventative Maintenance Program including training and adherence to best standards of electrical safety principles and practices
• Direct contract employees performing electronic or electrical installations and repairs
• Program, install, maintain, modify, and upgrade Software Control Programs that are utilized in programmable logic controllers and operator interface devices, including Supervisory Control Data Acquisition (SCADA) systems

The Town of Atherton is approximately five square miles. The City is located in the San Francisco Peninsula in Southern San Mateo County. Atherton is a small, rural, and residential community, with no industrial land-use base. Native trees cover the five miles of town. Atherton’s current population is 7,133 according to the California Census in 2020.       

The Town of Atherton invites you to apply for the position of Police Sergeant. This is an internal and external opportunity. Under the general supervision of the Police Commander, the Police Sergeant plans, schedules, deploys, trains, supervises, and reviews the work of Police Officers and civilian staff.  The Sergeant performs a wide range of patrol and related duties in the prevention of crime, maintenance of public order, protection of life and property, and the enforcement of laws and ordinances.  As part of the Management Team, the Sergeant assists in the preparation of collision investigations and criminal cases, provides courtroom testimony, serves in specialized organizational roles, and assists with various administrative functions. 

A letter of interest and current resume is required. All submissions will be reviewed for relevant education, experience, training, and other job-related qualifications.. An extensive background includes a polygraph examination and/or voice stress analysis, completion of the POST Personal History Statement along with medical and psychological exams if selected.

Education & Experience

• Completion of an associate degree and 4 years’ experience as a sworn Police Officer.
• Must have applied for the Intermediate P.O.S.T. Certificate.
• Highly desirable qualifications may include: an Advanced or Supervisory Certificate from P.O.S.T.; bachelor’s degree and/or completion of the Supervisors’ Leadership Institute (SLI) Course.

To excel as a Police Sergeant, you need a comprehensive blend of knowledge, skills and experience.  A thorough understanding of law enforcement protocols, including arrest procedures, search and seizure laws, use of force policies, and evidence handling, is essential for ensuring officers operate within legal boundaries. Familiarize yourself with our department's policies, regulations, and standard operating procedures. This includes administrative procedures, disciplinary protocols, and codes of conduct. As a sergeant, you'll be responsible for leading and managing a team of officers. Knowledge of leadership theories, personnel management, conflict resolution techniques, and performance evaluation methods will help you effectively supervise and motivate your team. Understanding community policing concepts and strategies is crucial for building positive relationships with community members, addressing local concerns, and implementing proactive crime prevention initiatives. Stay updated on legal developments and ethical standards relevant to law enforcement. This includes constitutional rights, case law precedents, ethical dilemmas, and the ethical responsibilities of police officers. Effective communication is vital for a police sergeant. Have strong verbal and written communication skills to convey information clearly, resolve conflicts, and interact professionally with colleagues, community members, and stakeholders. Have the ability to assess risks, evaluate options, and make informed decisions in high-pressure situations. The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.

• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases.

• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

Temporary Maintenance Worker – Parks & Roadsides 

Salary: $20.00/hour

DEFINITION 

Perform a variety of general maintenance services for parks and roadsides and other areas as assigned within the Town.   

• This is a part-time temporary, non-benefitted position. 
• Flexible schedule up to 29 hours per week, which may include weekend work; not to exceed 950 hours per calendar year. The schedule for this position would be Friday through Monday. 

SUPERVISION RECEIVED AND EXERCISED 

General supervision is received from the Maintenance Supervisor. May exercise supervision of Work Alternative Program participants as assigned. 

ESSENTIAL JOB FUNCTIONS/DUTIES 

Essential duties are inclusive of, but not limited to the following:  

• Clean up trash in and around Town-maintained park and roadside areas. 
• Operate a variety of equipment, including: half ton and three-quarter ton trucks, Cushman and golf cart (or similar) vehicles, blowers and other two-cycle equipment, and hand tools (i.e., shovel, rake, hoe, etc.). 
• Periodically groom sports fields and bocce ball courts with equipment and/or machinery provided. 
• Prepare baseball fields and bocce ball courts for league play. 
• Assist Maintenance Services personnel on assigned projects.  

• Perform duties within OSHA standards. 

QUALIFICATIONS 

Knowledge of: 

• Construction and maintenance materials, methods, and terminology. 

• The use, purposes and maintenance of hand tools; and the operation of light and moderately heavy power-driven equipment in performing duties. 

Ability to: 

• Understand and follow oral and written directions. 
• Ability to work both in a supervised and unsupervised environment.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Applicants will be screened against the minimum requirements. Candidates who meet the minimum requirements will be invited to attend a Physical Agility Test (PAT). 

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.

• Act as liaison between the Sheriff and executive staff, advisory boards and the SAL Board of Directors, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
• Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies.
• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community needs as it pertains to youth and assist in the implementation of solutions as necessary.
• Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same.
• Act as advocate and spokesperson in the community in support of SAL and its mission.
• Prepare, administer, and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions.
• Acquire, develop, and maintain funding sources, such grants and donors.
• Provide highly complex staff assistance to the Sheriff and executive team, SAL Board of Directors and other stakeholders on program issues.
• Prepare detailed written reports, policies, procedures and contracts.
• Select, supervise, train, and evaluate civilian SAL managerial, professional, technical, and clerical subordinates.
• Perform related duties as assigned.

Three years of experience in a health, social or community services organization, including at least two years of significant responsibility for one or more of the following: program and budget development or coordination of community resources or program evaluation.

The City of Lincoln is hiring for the position of Maintenance Worker I/II within the Streets Division of the Public Works Department.  Under general supervision, this position performs the full array of duties assigned to classes in the Maintenance Worker series including maintenance, construction and equipment operation work in one or more Public Works divisions; occasionally assists in the training of lower-level Maintenance Workers; and performs other related duties as required.

Maintenance Worker I

The Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Maintenance Worker II

The Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker I receives general supervision from a Public Works Supervisor.  Incumbents of this class do not routinely exercise supervision.  The Maintenance Worker II receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff. 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.
• Water Distribution and Drainage: Constructs, maintains and repairs storm conduits, curbs, gutters and drainage facilities; installs, repairs and maintains water mains and lines; conducts maintenance at well sites; monitors pump stations; operates jack hammers and other tools and equipment; inspects tools and equipment for safety and mechanical defects; installs and repairs water service connections, meters and boxes; performs monthly meter reads; repairs, installs and tests hydrants; monitors USA’s and marks when necessary; operates trucks and other construction vehicles and equipment; locates and repairs leaks in water lines; cleans storm drains, flood control facilities and inlets; operates sewer camera and hydrovac.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower-level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.
