This position reports directly to the Public Works Director/City Engineer and performs a variety of field and professional engineering work with some direction and oversight. You will participate in design and construction administration of projects in the City’s Capital Improvement Program that includes work on major projects involving roadways, bridges, buildings, traffic signals, storm drains, sanitary sewers, street lighting and undergrounding of overhead utilities; manage construction inspection firms for public and private construction; and prepare construction project progress payments. Writes City Council staff reports and prepares constructions contract agreements and amendments. In addition to the above duties, individual will provide assistance in the review of improvement plans for private development projects and may make oral presentations before the City Council and various commissions and committees.

The Assistant Civil Engineer shall review utility construction, perform engineering design work, perform construction management, manage the design and construction management work provided by consulting engineering firm, provide professional and technical staff assistance to the Public Works Engineering Division.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

THE POSITION

Under supervision of the Maintenance Superintendent or designee, the Maintenance Worker II performs journey level skilled and semi-skilled labor in construction, maintenance, and related service activities in the areas of general landscaping, grounds maintenance and street maintenance. The Maintenance Worker II may exercise functional supervision over other Maintenance Workers.

TYPICAL TASKS AND RESPONSIBILITIES

Duties may include, but are not limited to, the following: 

• Perform manual unskilled, semi-skilled, and skilled tasks in street, park, tree, water and storm drain maintenance, construction and repair.
• Perform such grounds maintenance as mowing lawns, raking leaves, and planting flowers, shrubs and trees.
• Clean ditches, alleys, streets, culverts and storm drains.
• Repaint pavement markings; perform basic pothole and street repair; install and repair street sign and markers; mix and apply all classes of pesticide materials.
• Perform installation, maintenance and minor repair work on irrigation systems and time clocks.
• Assist in the care, maintenance and cleaning of vehicles, tools and equipment.
• Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs and trees.
• Operate such medium and heavy equipment as saws, sprayers, jackhammer, chipper, rollers, loader, tractor, trucks and various hand and power tools.
• Supervise the work of temporary and seasonal employees as assigned; act as lead worker over other Maintenance Workers as required.
• Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel.
• Assist supervisory personnel in preparing and maintaining proper records and logs.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Construction methods, materials and terminology.
• Standard hand tools, light equipment and light vehicles. 
• Safety precautions and practices necessary in working with hand tools, light equipment and vehicles.
• Methods and practices involved in the care of shrubs, trees and flowers.
• Methods, materials, equipment, and tools used in irrigation systems, streets, and grounds maintenance.

Ability to:

• Apply technically complex construction and maintenance procedures in irrigation systems, streets, and grounds maintenance.
• Use hand and power tools. 
• Perform heavy manual labor for extended periods of time and under inclement weather conditions.
• Understand and follow written and oral instructions.
• Operate a variety of medium and heavy equipment and power tools.
• Oversee the work of others as assigned.

SPECIAL REQUIREMENTS

Possession of or ability to obtain pesticide license and valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

• Experience: Two years’ experience performing duties comparable to those of a Maintenance Worker I with the City of Pleasant Hill. Or, two years of experience performing unskilled, semi-skilled, or skilled labor in the areas of general landscaping, grounds maintenance and/or street maintenance.
• Training: Completion of high school or its equivalent, or completion of a trade or vocation school.

COMPENSATION AND BENEFITS

• Monthly Salary: $5,433 -$7,039 per month. Placement within the range will be based upon the selected candidate’s experience and salary history. Eff. 9/1/2024: 3.25% COLA and Step G added to pay schedule ($5,620 - $7,450/month). Eff. 9/1/2025: 3.5% COLA ($5,816 - $7,710/month)
• Health/Medical Benefit: Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental Coverage: City-paid dental plan for employee and eligible dependents.
• Vision Care: City-paid vision plan for employee and eligible dependents.
• Retirement: CalPERS enrollment in either 2%@60 (Classic Member) or 2%@62 (PEPRA New Member)

SUMMARY DESCRIPTION

Under direct supervision (Assistant Engineer) or general supervision (Associate Engineer), performs professional and technical engineering work in design, land development, or capital improvements.

DISTINGUISHING CHARACTERISTICS

Assistant Engineer - This is the entry level class in the engineering series. Positions in this class possess the applicable educational and training background required of classes in the engineering series, yet typically have only limited or unrelated work experience. The Assistant Engineer class is distinguished from the Engineering Associate by the performance of less than the full range of duties as assigned to the journey level class within this series. This class is typically used as a training class. Incumbents work under direct supervision while learning job tasks.

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.       Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.

2.       Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.

3.       Answer inquiries from realtors, developers, engineers, and the general public.

The salary range for Community Programs Administrator is: $113,327.76 - $138,072.48 Annually.

This Community Programs Administrator (CPA) will be part of the Education and Learning Pathways Division of the Library Department and will be housed at the Seven Trees Branch Library.

This position will provide oversight of the Seven Trees Branch Library as well as coordinate with other City departments to provide wrap around services in the Santee neighborhood, a Children and Youth Services Master Plan (CYSMP) demonstration site. This position will function across the department to support early education, adult literacy, ESL, Citizenship, and other library services for families in the Seven Trees/Santee neighborhood. The CPA will analyze available data and work with City departments to identify service priorities, partnerships, and opportunities related to support for educational and employment attainment of community members in the Santee neighborhood.

This position will:

• Develop strategies to monitor and evaluate programs and services in alignment with adopted quality standards and ensure that all programs at Seven Trees are executed against those standards.
• Identify gaps in service and programs and develop a strategic plan to address issues.

The ideal candidate will:

• Have current knowledge of the CYSMP, collaboration models, data collection, and analysis methodology as well as the ability to lead development of enhanced service models.
• Be a self-starter who takes initiative yet seek approvals and keep leadership informed as appropriate

The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Ideal applicants are highly organized, creative, energetic, self-starters with excellent oral and written communication skills, who enjoy working in an outdoor open space setting within a collaborative group dynamic. Midpen’s Capital Project Managers foster communication and collaboration with other Midpen departments to coordinate project requirements, work with local jurisdictional agencies to fulfill project permitting requirements, interact with project design consultants and contractors, and maintain project documentation.  Midpen is looking for well-qualified applicants who have demonstrated expertise supporting projects from conceptual design through construction. The first of the two positions will focus on construction project management – evaluating the constructability of a project during design, assisting with bidding, award of contract and managing construction oversight to completion. The second position will focus on supporting senior staff with in-house conceptual design of public access improvements for Midpen.

Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

Capital Project Managers will often work in the field and hike through steep terrain and wildland areas with poison oak and wildlife.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

• Capital Project Manager II:  Three (3) years of increasingly responsible experience in project management preferably in parks, open space, or related field.

    • Master’s degree in Engineering, Architecture, or Geology discipline
    • Professional license (PE, PG, PLA)
    • Project Management Professional (PMP) certification
