THE POSITION: The City Manager’s Office at the City of San Mateo has an opportunity for an intern to work on a number of projects. The Department, which has program managers that work on Sustainability, Volunteering, Economic Development, Diversity, Equity, and Inclusion, and Communications, work on special projects directed by the City Manager and Assistant City Manager. The Student Intern will receive primary supervision from the Department Head, and project specific direction from the supervisor/manager primarily responsible for each specific project. The duration and start date of the internship are flexible though summer interns typically start between mid-May and Mid-June.

MINIMUM QUALIFICATIONS:
• AA/AS degree or BA/BS Candidate, preference to those pursuing coursework that supports local government work
• Strong analytical, writing and verbal skills; effective written and oral communication
• Experience conducting research and data analyses
• Able to work independently with direction from supervisor
• Interest in learning more about a career in local government

DUTIES: The primary projects will most likely include the following:
• Volunteer Survey. Conduct a citywide volunteer survey to collect feedback on the volunteer program. Prepare a report analyzing the results of the survey work.
• Program Improvement. Research and prepare findings reports on the effectiveness of our volunteer and ESL City Government Academy programs. Identify best practices and ways to improve both programs to attract and retain more volunteers and participants.
• Age-Friendly Business Certification. Assist in administering a pilot program to promote and inform businesses about the City’s Age-Friendly Business program and certify businesses as “age-friendly”.
• Event Support Assistance. Provide on-site support to help special community events with registration, attendee questions, event setup and other work as needed.
• Emergency Preparedness Planning. Assist in the Citywide effort to plan and prepare for natural disasters, public health emergencies, and other emergencies impacting the community or region.
In addition, the intern may work on a variety of other projects depending upon their time and interests.

Planning, Building and Code Enforcement position:

The Public Information team works closely in support of each of the Department's divisions to provide information to the public and within the organization. ?The Department is currently seeking a highly qualified and experienced individual to fill the role of Public Information Manager. As the Public Information Manager, you will be responsible for developing and implementing public information strategies to effectively disseminate information to the public, media, and other stakeholders regarding the department's operations, policies, and initiatives.

Working under the direction of the Director, this includes additional aspects such as developing marketing and communication programs, developing and maintaining effective communication with media, community, and public relations sectors, developing and strengthening community partnerships and commitment to public education, as well as managing marketing and internal/external outreach strategies.

The successful candidate will demonstrate excellent writing and presentation skills and have substantial experience with developing and executing effective communication plans using a wide range of appropriate tactics, including traditional and new media. Creativity, good judgment, initiative, and a collaborative attitude are essential, as well as the skills necessary in developing strategic partnerships, including with potential partners and donors, to ensure that equitable access to recreational opportunities are provided to all San José residents.

THE POSITION

Under general supervision, the Landscape Services Worker performs a variety of landscapes and/or recreational facility maintenance and repair work; provides maintenance support to the Landscape Services Division; and performs related work as required. Examples of duties are:

• Performs a wide variety of semi-skilled tasks in the construction and repair of landscapes, and park facilities such as installing and maintaining signs, erecting safety structures (i.e., barricades), installing park structures (i.e., benches, tables, awnings), building and maintaining fences and removing and pouring concrete.
• Inspects assigned landscape areas for safety, appearance and vandalism.

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

AND

One (1) year of experience in the maintenance, modification, and repair of parks, medians, and landscaped areas.

License Requirements

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
•  A valid California Class A driver license with a satisfactory driving record is required within twelve (12) months of appointment.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• Qualified Pesticide Applicator Certificate issued by the Department of Pesticide Regulation is desirable.

 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection.  The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

 

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the
Community Services Department. The Ideal Candidate for the current vacancy is someone
who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time
management, and communication skills. The Ideal Candidate must be highly self-motivated,
able to work independently with minimal oversite, demonstrate good judgement, as well as be
organized, flexible, approachable, resourceful, and a positive team contributor on a
consistent basis. This position will also require the selected candidate work weekends,
standby and overtime as necessary.

 

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a weeklong stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

 

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

 

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

 

QUALIFICATIONS

Park Maintenance Worker I:

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License.

 

Park Maintenance Worker II:

Education:  High School Diploma or equivalent.

Experience:  One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate:  Required upon hire, possession of a California Driver’s License. It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

Future Salary COLAs:          
4% increase (eff July 2024), 1% increase (eff January 2025), 4% increase (eff July 2025) and 1% increase (eff January 2026)

Retirement:                            
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                    
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match effective July 2024.  After successful completion of probation, new hires are also eligible for a 2% City contribution.

Civic Engagement Manager

 

The City of San Rafael is seeking a dynamic and experienced Civic Engagement Manager (formal title is Civic Design Manager) to spearhead comprehensive engagement programs while coordinating the Communication Team's activities. This role will work within the City's visionary Digital Services and Open Government Department (Department), which executes pioneering strategies to build trust with the community, increase transparency, and improve access to government for all. This position is part of a strong team with a service-driven culture where each day presents fresh challenges and opportunities to tangibly impact the lives of San Rafael's residents, businesses, and visitors!

This leader will play a pivotal role in the City by enhancing outreach and engagement, fostering inclusivity, providing methods of two-way communication and helping the City tell its story to the community. Our team achieves this mission through human-centered design, process improvement, and performance measurement, all aimed at continuously enhancing service delivery and the use of digital technologies to improve the relationship between government and people. This role will oversee our Digital Analyst and entails serving as the primary communications strategist for the City. THE JOB
This is an exhilarating opportunity that puts this Civic Engagement Manager at the forefront of transforming community engagement, technology, and communication in the vibrant community of San Rafael. Reporting to the Director of Digital Service and Open Government, they will oversee the interdepartmental Communications Team and manage engagement operations in coordination with both the City Manager’s Office and other departments.

The Civic Engagement Manager will ensure that projects are completed on time, according to budget, and within the bounds of work contracts. They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Providing critical creative direction for the City’s online presence is the key responsibility of this role – seizing the opportunity to lead crucial engagement strategies that promote equitable access to services and information!
