Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

Benefits

• $86,683 to $105,364 annually
• Non-exempt employees assigned to a 56-hour (average) workweek schedule will receive pay for overtime as defined in the Fair Labor Standards Act (FLSA). All overtime shall be paid at a rate of one and one-half (1 ½) times the regular hourly rate of pay.
• All covered employees hired on or after December 28, 2012, who are not defined as “new members” under the Public Employees Pension Reform Act (“PEPRA”) will be covered by the 3% @ 55 retirement formula and the 36 highest consecutive months’ final compensation provision.  All covered employees hired on or after January 1, 2013, and who are defined as “new members” under PEPRA will be covered by the 2.7% at 57 retirement formula and the 36 highest consecutive months’ final compensation provision. 
• Regular employees, after completion of their probationary period, shall be eligible for the Health Care Reimbursement Program. Eligible employees receive a credit of $1300 each January 1.
• For all regular employees working full time, the District will pay 85% of the premiums currently in effect for employee and dependent coverage for the lowest cost plan available to District employees offered through the PERS system.
• For all regular employees working full-time, the District will pay 85% of the premiums for employee and dependent coverage for the lowest-cost dental plan.  In the event the employees elect a higher cost coverage, the employees shall pay the increased cost for that plan.
• A Group Life Insurance Plan will be provided with a $25,000 life insurance policy for each unit member, a $1,000 policy for each employee's spouse, and a $1,000 for each employee's dependent under the age of 21.  The CCSD will pay the full monthly premium for each unit member, spouse, and dependent children.
• Covered employees assigned to a 56-hour average workweek schedule shall accrue 4.31 hours of vacation leave biweekly (112 hrs/yr) from the date of hire to sixty (60) months of service.
• Each full-time employee, assigned to a 56-hour average workweek, shall accrue sick leave from the date of employment at the rate of 6.4 hours per 14-day payroll period (based on 120 hours per year times the conversion factor of 1.4).
• In lieu of time off on holidays, covered employees assigned to a 56-hour workweek shall accrue 5.92 hours of holiday leave per 14-day payroll period for a total of 154 hours per year (based on 110 hours per year times the conversion factor of 1.4). 
• The District shall provide covered employees with an annual boot or safety shoe allowance of $250, payable in July of each year.

The Finance Department has an opportunity to staff a Senior Info Technology Technician.  We seek a skilled individual with the competence and experience to address IT challenges confidently and professionally. Primary Responsibilities

• Responds to inquiries regarding PC systems and programs at user sites throughout the City
• Troubleshoots hardware and software problems and recommends hardware, software, and configuration changes for City-wide implementation
• Installs desktop/laptop equipment and software; customizes installed software to specific requirements of the user department; reconfigures software to correct problems or conflicts between applications and hardware

• Installs virus signature files on servers and workstations for use with an anti-virus system; responds to and troubleshoots virus invasions of the City network

Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.
• Performs continuous evaluation and assessment of all activities, providing timely reports to upper management. 
• Develops and manages the IS budget, including project management and hardware/software procurement.
• Develops and manages the Port’s technology policies, standards, and strategy, ensuring alignment with citywide technology goals and standards.
• Oversees devices and information management, security and compliance, risk management and response, and technology governance.
• Supervises, evaluates, trains, and coach staff and consultants in the performance of their assigned duties, adhering to departmental and city and county standards, policies, and procedures.

POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs.  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance. 

OTHER JOB FUNCTIONS

Assist with studies to audit and improve plant operations; conduct and assist with tours and regulatory inspection; respond to questions and requests from the general public. Ensure laboratory and pretreatment shop are maintained in a safe, clean and orderly condition. Ensure that maintenance, repair and calibration of laboratory and pretreatment equipment complies with process safety manual and manufacture recommendations. Observe safe work methods, practices and precautions; use appropriate safety devices and equipment in accordance with laboratory and pretreatment standard operating procedures. Plan safety and training programs and ensure that safety precautions and regulations are adhered to by subordinates. Perform related duties as assigned.

QUALIFICATIONS

Education: Bachelor of Science degree with major course work in chemistry and biology or a closely related field.

Experience:  Two (2) years of experience conducting chemical or biological laboratory analyses including two (2) years of experience performing laboratory analysis of water, wastewater or stormwater. Two (2) years of increasingly responsible experience in pretreatment and environmental compliance desirable.

License and Certificate:  Required upon hire, possession of a valid California Driver's License.  Possession of a current California Water Environment Association Grade II.  Laboratory Analyst certificate within 18 months of appointment.  Possession of a current California Water Environment Association Grade I Environmental Compliance Inspector certificate is desirable.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Your work will empower our team to make informed decisions that will benefit communities, meet our requirements, and advance our mission.

Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

For more information about SJC, visit http://www.flysanjose.com.San José Mineta International Airport (SJC) is currently seeking a Telecommunications Infrastructure Manager for its Airport Technology Services (ATS) section. The role involves managing the Airport's campus-wide, on-site data centers and all Main Distribution Frames (MDFs), Intermediate Distribution Frames (IDFs), and Minimum Points of Entry (MPOEs). Additionally, the position encompasses management for infrastructure improvements, including capacity planning, design, and project management for networking, power, space, and HVAC in the IT physical environments as well as the inside/outside cable plant. As SJC continues to evolve and grow, attracting more passengers and airlines, the selected candidate will act as a subject matter expert and liaison to SJC divisions, airlines, and tenants for MAC (Moves, Adds, Changes) requests, requirement analysis, RFP/Q review, and new construction projects as required. This position requires strong understanding of and working experience with project management practices. This is a leadership role with planning, designing, directing, and coordinating a work plan as well as supervising the activities and final work product of, up to two other members of the ATS Infrastructure team.

Roles & Responsibilities:

• Lead the design, planning, and management of the campus-wide cable plant and IT physical infrastructure to support the Airport improvements, airlines, and tenants, addressing both current & future needs.
• Provide a comprehensive understanding of technology offerings, implementation constraints, and costing. Ability to propose technology recommendations and solutions by providing a solid and complete justification for each solution.
• Assess the voice and data needs of the Airport, develop Airport technical standards, determine where the cable infrastructure should be installed, and oversee the installation.
• Serve as Subject Matter Expert and liaison to Airport divisions, airlines, and tenants for requests, requirements, RFP/Qs, and new construction projects as required.
• Manage stakeholder engagement acting as Point of Contact (PoC) for project activities, conducting project reviews, identifying and escalating project issues, briefing on proposed technology, organizing and conducting vendor site visits, and fostering collaborative working relationships.
• Possess a strong understanding of, and working experience with, Project Management practices and tools.
• Ability to understand your audience, negotiate with stakeholders, and clearly understand the requirements and scope.
• Coordinate project schedules, including participation in meetings, documentation, and tracking action items to ensure successful completion.
• Oversee the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participate in the negotiation of contracts & contract changes, review Statements of Work (SOWs)/Work Orders to understand commitment and expectations.
• Data Center Management of the Airport's mission critical on-site Data Centers, Main Distribution Frames (MDFs), Intermediate Distribution Frames (IDFs), and Minimum Points of Entry (MPOEs). Responsibilities include operational and capacity planning, physical security management, and setting policy on best practice use of the facility.

Highly Desirable Qualifications:

• Possess a BICSI RCDD (Registered Communications Distribution Designer) certification.
• Be an Outside/Inside Plant specialist. Airport experience preferred.
• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.
• Experience coordinating with GIS teams to ensure as-builts are reflected in existing mapping tools.
• Experience working with GIS teams to document all fiber paths, terminations, and splices for all cabling projects.

Salary Information:
The actual salary shall be determined by the final candidate's qualifications and experience. The below salary ranges include an approximate five percent (5%) ongoing non-pensionable pay.

Salary range for this classification is: $130,515.84 - $159,017.04 annually

The Paid Call Firefighter (PCF) Entry Level position is the first position in the classification of Paid Call Firefighter. This position is supervised by the Training Battalion Chief, PCF Program Manager or direct supervisor. The Entry Level PCF must successfully complete a 12-month probationary period and acquire the basic knowledge, skills and abilities required for successful performance as a PCF.  During the probationary period, the PCF will attend a Fire Academy provided by the District. Before the end of the 12-month probationary period, the PCF must be a certified Emergency Medical Technician.

Minimum Requirements:

• Must live within Santa Cruz County.
• Be at least 18 years of age by August 31, 2024.
• Possess a valid California Class C Driver's License and pass an "insurability" check by the District's insurance carrier.
• Copy of current Driving Record issued by CA DMV- available online.
• Provide proof of eligibility to work in the United States.
• Possession of a High School Diploma or equivalent by August 31, 2024.
• Must pass a District-provided medical physical exam including a drug screening and background investigation.
• Must have a valid CPAT (Candidate Physical Ability Test) certification, completed before the CalOpps application closing date August 31, 2024. 
• Must have a valid, passing score of the written exam from FCTC, completed before the CalOpps application closing date of August 31, 2024. 
• Possess and maintain a valid Basic Life Support (BLS) Certification card. Please upload a copy of your card when you apply on CalOpps.

Please note: Paid Call Firefighters must become certified as Emergency Medical Technicians within twelve (12) months of appointment. This certification course will not be provided or paid for by Central Fire District.

Typical duties, may include but not limited to:

• Respond to stations and incidents when requested.
• Attend drills and training sessions as required.
• Participate in District events such as fire prevention, public education, and community events.
• Perform work as assigned by the Fire Chief or designated representative(s) relative to firefighting, its equipment and related facilities and grounds.

Desirable Qualifications:

• EMT, or EMT-P (National Registry).
• Courses toward, or a degree in, Fire Protection Technology or a related field.
• Successful completion of a District approved, fulltime Fire Academy.
