The Ideal Candidate

Work Schedule: This is a 20-24 hours per week position. The regular work schedule is Thursday and Friday; weekend work may be occasionally required. This position is limited to up to 1000 hours per year. However, employment might end sooner, depending on the needs of the hiring department. Extra-help positions are paid hourly and are not guaranteed permanent status at the end of the extra-help assignment. 

Essential Responsibilities
Essential responsibilities and duties may include, but are not limited to, the following:

• Actively engage with the public to provide excellent customer service, anticipate customer needs and deliver services in a timely and respectful manner.

• Provide information and direct visitors to appropriate park areas.

• Perform watering, weeding, pesticide applications, pruning, trash control and perform minor repairs and custodial maintenance.
• Operate light motorized equipment including, but not limited to, pick-up trucks, dump trucks, power mowers, sprayers and tractors. 
• May occasionally operate heavier and more complex equipment.
• Ensure compliance with park rules, codes and ordinances.
• Work weekends, holidays, or other irregular hours.

Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

• Research, compile, tabulate, and analyze data for a variety of administrative and departmental matters.
• Assist department personnel in assigned administrative, planning, organizational, technical, and professional tasks.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines: 

Proof of enrollment in a college or university OR recent graduates with paid or volunteer work experience, which demonstrates the ability to successfully perform the duties of the position.  Major course of study may be in one of the following areas: Business Administration, Public Administration, Accounting, Architecture, Computer Science, Engineering, Urban Planning, Human Resources, Communications, Recreation Administration, OR a related field of study. Education and experience will be evaluated based on the actual position.

Knowledge of: 

• Principles and practices of public administration and organization applicable to a local agency.
• Administrative techniques; statistical practices and methods of graphic presentation.
• Modern office methods, practices, procedures, and equipment, including personal computers and modern software and spreadsheet programs.
• Elements of business writing and proper use of English, vocabulary, spelling, punctuation, and grammar.  

Skill in:  

• Providing efficient customer service and communicating clearly and objectively both verbally and in writing.
• Organizing with the ability to prioritize work and exercise independent judgment, wisdom, common sense, and initiative.
• Thoroughly carrying out oral and written instructions.

LICENSE AND CERTIFICATION REQUIREMENTS:

Possession of a valid Class "C" California driver's license. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.

THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

• Participates in the preparation of plans and specifications for the construction of streets, storm drains, street lighting, traffic signals, buildings and related public works and City building projects; researches project design requirements; performs calculations and prepares estimates of material costs and time considerations.
• Researches publications and industry information sources.
• Develops and revises design and construction standards.
• Participates in the implementation of the City’s traffic and transportation engineering programs; prepares and revises plans and specifications for traffic related projects; prepares special studies and reports and coordinates major projects.
• Investigates field problems affecting property owners, contractors, and maintenance operations.
• Prepares estimates and feasibility reports for new or modified services and structures.
• Administers contracts and may assist with inspection services and project management for construction and maintenance projects.
• Participates in the plan check, review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and ensures that they meet all City imposed requirements.
• Prepares special engineering studies and reports.
• Coordinates planning, design, and construction activities with other City departments, divisions, and sections, and with outside agencies.
• Attends various staff and regional technical advisory meetings.
• Provides technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

License Requirements:

A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
