THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

THE POSITION

This is a full-time, management position that requires significant independence, initiative, and discretion within established guidelines.  Duties may include but are not limited to the following:

The Public Works Department is recruiting for an Operations & Maintenance Superintendent, who, under general direction from the Operations & Maintenance Manager, will oversee the operations and maintenance activities of the Facilities, Streets, Parks, and Vehicle Maintenance divisions. This position will manage budgets of the respective divisions, supervise and guide division supervisors, and advance technical knowledge and skills to affect the research, analysis, planning, and implementation of operations functions.

UPCOMING PROJECTS & INITIATIVES:

• Public Works will be implementing computerized asset and maintenance management software that will require significant change management within operations and maintenance. The superintendent will play a key role in the implementation and change management of this technology.
• It is a goal to implement safety and developmental programs that engage, educate and train staff for their current and future roles. The superintendent will assist with the development and management of these programs.
• Improving service delivery is a constant challenge. The superintendent will assist with finding creative ways to improve service delivery that benefits internal and external stakeholders.

THE POSITION:

This position is part of the Represented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

This position performs the following essential job duties (including but not limited to):

• Provide leadership, direction, and supervision to operations and maintenance staff, including assigning tasks, monitoring performance, and providing feedback and coaching.
• Foster a positive and productive work environment that encourages teamwork, collaboration, and professional growth.
• Develop and implement operational plans, policies, and procedures to ensure the efficient delivery of services.
• Coordinate with other City departments and external agencies to prioritize and schedule operations activities, including street maintenance, park maintenance/landscaping, facility upkeep/repair, fleet maintenance/replacement, and utility services.
• Oversee the planning and execution of maintenance activities for city infrastructure assets, including streets, sidewalks, parks, buildings, vehicles, and utilities.
• Coordinate with contractors, vendors, and service providers to ensure timely and cost-effective completion of maintenance projects.
• Monitor the condition of infrastructure assets and develop strategies for preventative maintenance and repairs.
• Maintain accurate records and inventory of city-owned infrastructure assets, including condition assessments, maintenance history, and replacement schedules.
• Develop and implement asset management strategies to optimize the lifecycle of infrastructure assets and maximize return on investment.
• Prepare reports and presentations on asset performance, budget projections, and recommendations for capital improvements.
• Ensure compliance with federal, state, and local regulations, codes, and standards governing public works operations and maintenance activities.
• Coordinate safety program for department staff ensuring proper training and protocol.
• Obtain necessary permits, licenses, and approvals for maintenance projects and activities, and ensure timely renewal and compliance with regulatory requirements.
• Respond to inquiries, complaints, and requests for information from the public, elected officials, and regulatory agencies regarding operations and maintenance issues.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Graduation from high school or G.E.D. equivalent, supplemented with training/education in supervisory principles.
• Five (5) years of progressively responsible experience in streets maintenance and repair, parks maintenance, facilities maintenance and/or vehicle maintenance, including a minimum of two (2) years in a supervisory capacity.
• Training/experience in database management and/or experience using database systems is highly desirable.
• Valid California Driver’s License

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;

• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

The Rent Stabilization Program provides mediation and arbitration services to landlords and tenants in rent-controlled apartments, oversees rent controlled mobile homes and provides information and referrals for non-rent controlled rental units in San José. Under the direction of a Senior Analyst, the position provides information and assistance to the public and staff on many aspects of rent stabilization and rental housing laws, regulations, and procedures. The position may prepare petitions from the public in preparation for hearings under the City's rent stabilization and related ordinances, answer public inquiries to the Rent Stabilization Program, track and analyze data and outcomes, as well as perform other complex tasks required in the administration of housing programs. This position will assist in outreach and education functions and may assist tenants and landlords in accessing eviction prevention resources, including emergency rental assistance and legal services. The position may collect documents and assess eligibility of tenants and landlords for an eviction diversion program. The incumbent will be expected to make public presentations, interact with tenants, property owners, and their representatives and must be able to communicate effectively, both orally and in writing, with persons from diverse social, cultural and economic backgrounds.

Duties of the positions may include:

• Responding to inquiries from the public regarding Apartment Rent Ordinance, Tenant Protection Ordinance, Mobile homes Ordinance, and related rules, regulations and policies and making referrals to other agencies, as appropriate.
• Processing petitions from landlords and tenants and supporting Hearing Officers and mediators throughout the hearing and mediation process. Assisting parties to the petition in developing all information needed for presentation in hearings without bias toward either party.
• Facilitating the resolution of petitions and complaints where possible through voluntary agreements between the parties that are consistent with the City's housing ordinances and policies.
• Tracking and reporting outcomes of petitions.
• Manage relationships and contracts with contract employees providing mediation and arbitration services for the Rent Stabilization Program.
• Assisting landlords in maintaining compliance with City rental housing ordinances through enrollment in the City's rental programs, maintenance of business licenses, and other city and state permit requirements as appropriate.
• Working with developers, contractors and across departments to ensure compliance with Ellis Act and other tenant displacement ordinances
• Participating with groups in analyzing and evaluating community conditions and needs; offer guidance and counsel in the establishment of goals and techniques of achievement.
• Conducting outreach to San José's diverse communities to educate landlords and tenants about their rights and responsibilities

Under supervision of the Grounds Supervisor and under direction of the Maintenance II, Parks and Grounds lead person, incumbents in this classification work individually or as a member of a parks and grounds crew in the upkeep of City parks, medians, and satellite facilities including bus, equipment, and flora; perform related work as required.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, and prune trees, shrubs, and ground covers.
• Prepare and apply pesticides, growth regulators, and fertilizers; identify and appropriately label the containers when using these materials; document materials used.
• Paint, sandblast, or otherwise remove graffiti from public properties; paint interiors/exteriors.
• Attend technical and safety on-the-job training sessions; carry out what is learned in the classroom/tailgate training on the job; fill out accident reports if involved in an accident.
• Operate and maintain a variety of hand and power tools used in landscaping, carpentry, electrical, plumbing, concrete work, and welding activities.
• Operate and maintain various pieces of medium to heavy equipment including trucks, tractors, chippers, backhoes, skiploaders, mowers, sandblasters, and trailers.
• Inspect irrigation systems; repair and renovate the systems by rebuilding and/or installing timers, clocks, wires, pipes, joints, valves, and heads.
• Control weeds throughout the City.

MAINTENANCE I – PARKS & GROUNDS

CLASS CHARACTERISTICS:

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.
