Please note: This is not a San Mateo County position. The successful candidate will be an employee of the Housing Authority.
The Position
The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.
With general direction from the Department of Housing Director and Housing Authority Board of Commissioners, the Executive Director organizes, coordinates, and directs through management staff all Housing Authority functions and activities; provides policy guidance and strategic direction regarding housing issues; fosters cooperative working relationships with the Board, HACSM staff, the public and other agencies; and performs related work as assigned. This position has overall responsibility for department administration, policy development, financial, operational and planning functions, and other activities of the Housing Authority. The incumbent is responsible for accomplishing all HACSM goals and objectives in an effective, efficient, and equitable manner.
Example of Duties
- Plan, organize, coordinate, and direct through subordinate staff, the work of the Housing Authority.
- Establish organizational priorities; schedule and monitor the quality and timeliness of the work performed.
- Work closely with and advise the DOH Director, the Board of Commissioners, Housing Authority staff, the public and other agencies to implement a variety of efficient and effective housing programs
- Ensure compliance with local-, state-, and federally mandated standards.
- Provide ongoing vision for how HACSM and its programs integrate with the County of San Mateo.
- Direct the preparation of agenda items for the Board of Commissioners.
- Interpret, analyze and defend HACSM policies, procedures and programs.
- Coordinate the preparation and presentation of a wide variety of reports to the Board, the public and other agencies.
- Direct the development and implementation of management systems, procedures and the application of standards for program evaluation on an Authority-wide basis.
- Direct the creation and administration of the comprehensive annual budget for Housing Authority operations.
- Maintain current knowledge of federal, state and local laws and ordinances affecting the Housing Authority.
- Promote racial and social equity within HACSM, its teams and processes, and through the agency’s public-facing programs.
- Provide supervision to the Housing Authority management team and advise the team on federal, state, County and Board policy.
- Foster a positive work environment valuing teamwork, equity, and high-quality work products.
- Represent the Housing Authority before the Board, and in other meetings involving local, regional, state, and federal stakeholders.
- Perform related duties as assigned.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
- Three+ years of managerial experience in a social or community service program, preferably in a housing authority program.
