Valley Water is seeking a highly skilled and motivated individual to fill the Strategic Programs Administrator position within the Office of Integrated Water Management reporting to the Assistant Chief Executive Officer. The Strategic Programs Administrator serves as a strategic right-hand to the Assistant CEO helping to develop and maintain key agency-wide processes and procedures and oversee strategic projects and special initiatives. The ideal candidate will possess a unique blend of expertise in project management, financial analysis, and policy development. The position works closely with the Chief of Staff to the Chief Executive Officer and will regularly coordinate with the senior leadership team. This position may lead and participate in the work of staff and consultants, both internally and externally.

ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. Watershed Protection Division’s Stormwater Management Group – Trash Load Reduction Team
 
The Trash Load Reduction Team is responsible for coordinating, supporting, reporting, and implementing the Trash Load Reduction C.10 provision of the City’s National Pollutant Discharge Elimination System Stormwater Permit (Permit). This position coordinates the implementation of projects in collaboration with other City departments and external partners. Key projects of the Trash Team include trash capture projects, the Direct Discharge Trash Control Program, creek assessments, cleanup coordination, grant and contract management, and reporting. 
 
Watershed Protection Division’s Stormwater Management Group – Monitoring and Pollutants of Concern Team
 
The Monitoring and Pollutants of Concern (MPC) Team focuses on reducing pollutants to storm drains from routine municipal operations; implementing control methods for pollutants of concern, such as polychlorinated biphenyls (PCBs), mercury, trash, pesticides, etc.; and assessing exempted and conditionally exempted non-stormwater discharges. The MPC Team works collaboratively with internal and external partners to address these regulatory requirements, and team members frequently support one another in various stormwater management activities to ensure compliance with the City’s National Pollutant Discharge Elimination System Stormwater Permit.
 
Integrated Waste Management Division’s Residential Services Team
 
Residential Services oversees San José’s Residential Garbage and Recycling Program, which provides curbside garbage and recycling, yard trimmings, garbage processing, household hazardous waste drop offs, and junk pick up to approximately 331,000 households and over 140 City facilities through four contracted service providers with an annual budget in excess of $150 million. This ESS helps co-manage contractor agreements, perform data management and analysis for reports and presentations, and implement Senate Bill 1383 requirements and other state and local solid waste regulations.
 
Responsibilities include:
• Monitoring and evaluating contractor operations and performance to continuously improve service delivery and provide excellent customer service
• Providing public education and environmental advocacy

Sustainability and Compliance Division’s Sustainability & Policy Team 
The Sustainability and Policy team implements initiatives that support vital utilities for the community. This position assists the Energy and Water Building Performance Ordinance (BPO), which requires owners of large buildings in San José to benchmark energy and water use and make improvements if standards are not met. BPO staff annually assists more than 2,000 local building’ owners with compliance. Responsibilities include:
• Maintaining databases, noticing, and providing customer service for benchmarking and invoicing compliance
• Conducting data quality control, data analysis and visualization to prepare technical reports and presentations

Sustainability and Compliance Division’s Municipal Environmental Compliance Group
 
The Municipal Environmental Compliance group provides technical support in the assessment, investigation, and cleanup of environmentally impaired or potentially impaired City properties/projects. Projects include fuel leak investigations, closed landfill compliance, and property acquisition investigations.
 
Responsibilities include:
• Performing Phase I Environmental site assessments and technical report writing
• Soil and groundwater sampling and field inspections.

Salary Information
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Environmental Services Specialist Series classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

The annual salary range for the positions are presently as follows:
Assistant Environmental Services Specialist: $75,260.64 – $91,465.92
Associate Environmental Services Specialist: $87,207.12 – $105,967.68
Environmental Services Specialist: $96,139.68 – $116,844.00

Please note that the above salary ranges are inclusive of the five percent (5%) ongoing non-pensionable compensation pay.

The City of Sunnyvale is seeking a highly motivated individual for the position of Senior Water Pollution Control Operator. The ideal candidates will have a journeyman level understanding of Wastewater Treatment and the associated equipment and controls required to operate those systems. The Sunnyvale Water Pollution Control Plant is a Class V Wastewater Treatment Facility with Recycled Water production.
The Sunnyvale Water Pollution Control Plant is undergoing an exciting transition, we are replacing original processes, structures and equipment with the latest treatment technologies and we would like you to be part of that upgrade.  The SWPCP is currently constructing new Screening, Pumping, Grit Removal, Sedimentation, Odor Control, Power Distribution and SCADA system as the first major replacement effort.  The Plant is also in design for a new Secondary Treatment process with Dewatering and Thickening to carry the city forward in our on-going effort to protect the bay and provide high quality Recycled Water.

The Senior Water Pollution Control (WPC) Operator provides support for their team members on an assigned shift. The Senior WPC Operator, as the shift supervisor oversees the operation, inspection and maintenance of the treatment process, plant equipment and facilities.  The Senior WPC Operator is a reliable communicator that prioritizes tasks and ensures that Operators, Maintenance, and other team members work in a safe and productive environment.

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent, and

Three years of experience in the operation and maintenance of a wastewater treatment plant.

Possession and continued maintenance of a valid class C California driver's license and a safe driving record and possession of a valid Grade III Wastewater Treatment Plant Operators Certificate issued by the California State Water Quality Control Board is required for this position.

DESCRIPTION/RESPONSIBILITIES:
Position and Duties:
The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (closing the digital divide).  Executing this strategy requires accelerating Broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow for the City’s Small Cell and Macro Cell Teams that execute the Permitting and Inspection processes for the City.

The Broadband Permitting Project Manager (Senior Executive Analyst) works as a member of the Civic Innovation Team reporting to the Broadband Manager (Assistant to the City Manager) responsible for Broadband and Digital Inclusion.

The Broadband Permitting Project Manager directly influences over $1B in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capability, and delivers economic opportunities for the digitally under-served.

The Broadband Permitting Project Manager role requires a broad set of skills including project management, stakeholder coordination, strategic thinking, contract management, public policy, team leadership, and public collaboration. They will ensure City’s departments fulfill permitting in partnership with telecom providers demand by permitting communications facilities including cell towers, small cells, macro cells, and underground fiber optics, and conduit runs.  This role requires collaboration with various city departments including, but not limited to, other offices within the City Manager’s Office; the Emergency Operations Center; Planning, Building, and Code Enforcement; Fire; Library; Public Works; and the Office of Economic Development. Collaboration with public interest groups, community organizations, and other stakeholders will also be required.

The Broadband Permitting Project Manager responsibilities include the following:
• Execute and coordinate broadband permitting service levels across multiple departments with a balance of meeting industry needs and ensuring safe, well designed, and consistent review process.
• Coordinate with City departments involved with broadband deployment.
• Coordinate with the City’s Emergency Operations Center on telecommunications.
• Support Digital Inclusion efforts and oversight of the City’s Digital Inclusion Partnership.

Additional Information:
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

About the Positions

The Office of Racial Equity is hiring two Assistant to the City Manager positions. Each position is described below:

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

• Cross-system collaboration to achieve collective impact;

• Serving as a coalition-builder with the San José community and trusted to be a local leader of racial equity;

• General administration such as budgeting, report writing, and creating mechanisms to track performance and communicate results; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation.

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, strategic thinking, a commitment to customer service, and coalition building. The organization is looking for proven leaders, that enjoy working through complex issues to find creative and innovative solutions and process improvements.  Due to the complexity and scope of authority involved, this position requires someone who can work both independently and interdependently.

The Racial Equity Manager responsibilities include the following:

• Develop, manage, implement, and evaluate a comprehensive workplan to achieve the goals and performance measures of the Office of Racial Equity;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

• Design and implement a budgeting for equity training, tools, and process;

• Develop and implement dynamic and professional development and skill development opportunities centered on equity, in partnership with training consultants;

• Supervise and manage a Senior Executive Analyst and interns;

• Work collaboratively with the Immigrant Affairs staff to ensure alignment with access and engagement priorities; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity.

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, strategic thinking, a commitment to customer service, and coalition building. The organization is looking for proven leaders, that enjoy working through complex issues to find creative and innovative solutions and process improvements.  Due to the complexity and scope of authority involved, this position requires someone who can work both independently and interdependently.

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.
