The City is seeking a Division Manager to manage all services and activities in the Benefits Division of the Human Resources Department. The Benefits Manager will report to the Director of Human Resources and will be responsible for administering the City of San José's extensive benefits program, which includes insurance programs and other health, financial and professional benefits. The Director and Division Manager will work closely to make recommendations to the City Manager based on their evaluation of all benefits plans.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. Minimum Qualifications

Employment Standards

The successful candidate will be a key contributor to the Finance team, ensuring the City’s payroll operations meet all federal and state tax filing requirements and will be adept at managing tax withholdings, filings, and reporting. Duties include the processing and maintenance of the City's payroll, maintenance of employee payroll and leave records, preparing payroll reports, providing information to employees, and performing other related tasks to support the Finance Department.
