The Position

The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.

With general direction from the Department of Housing Director and Housing Authority Board of Commissioners, the Executive Director organizes, coordinates, and directs through management staff all Housing Authority functions and activities; provides policy guidance and strategic direction regarding housing issues; fosters cooperative working relationships with the Board, HACSM staff, the public and other agencies; and performs related work as assigned. This position has overall responsibility for department administration, policy development, financial, operational and planning functions, and other activities of the Housing Authority. The incumbent is responsible for accomplishing all HACSM goals and objectives in an effective, efficient, and equitable manner.

Example of Duties

• Plan, organize, coordinate, and direct through subordinate staff, the work of the Housing Authority.
• Establish organizational priorities; schedule and monitor the quality and timeliness of the work performed.
• Work closely with and advise the DOH Director, the Board of Commissioners, Housing Authority staff, the public and other agencies to implement a variety of efficient and effective housing programs
• Ensure compliance with local-, state-, and federally mandated standards.
• Provide ongoing vision for how HACSM and its programs integrate with the County of San Mateo.
• Direct the preparation of agenda items for the Board of Commissioners.
• Interpret, analyze and defend HACSM policies, procedures and programs.
• Coordinate the preparation and presentation of a wide variety of reports to the Board, the public and other agencies.
• Direct the development and implementation of management systems, procedures and the application of standards for program evaluation on an Authority-wide basis.
• Direct the creation and administration of the comprehensive annual budget for Housing Authority operations.
• Maintain current knowledge of federal, state and local laws and ordinances affecting the Housing Authority.
• Promote racial and social equity within HACSM, its teams and processes, and through the agency’s public-facing programs.
• Provide supervision to the Housing Authority management team and advise the team on federal, state, County and Board policy.
• Foster a positive work environment valuing teamwork, equity, and high-quality work products.
• Represent the Housing Authority before the Board, and in other meetings involving local, regional, state, and federal stakeholders.

A Dance Instructor (Program Specialist) will plan, prepare and instruct recreation activities. Activities may include art, cooking, dance, pre-school program and other program areas. Programs are designed for children ages 4-17 (primarily 5-12) years of age.

Dance programs may include ballet, tap, jazz, hip-hop, ballroom, folkloric, salsa, and rhythmic international styles.

MINIMUM QUALIFICATIONS

• Must be a minimum of eighteen (18) years of age
• Different program areas will have different skills and knowledge requirements for the position; check with Recreation Supervisor. (For example: 6 ECE unites required for pre-school instructor)
• One school year teaching experience
• At least one year's experience working with children in an academic setting
• Must be willing and able to work days, nights, weekends, and holidays as required

Parks Planning and Design Manager Class Specification

Definition
Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

• Recommends modifications to ordinances, policies and procedures and implements after approval.

• Reviews and approves landscape proposals for private development, ensuring compliance with codes, policies, regulations and procedures.
• Prepares reports.
• Recommends approval or denial of various projects for submission to the Planning Commission and/or the City Council.
• Directs the inspection of and/or inspects public and private landscaping work for conformance with plans, specifications and ordinances.
• Administers and implements the Tree Preservation Ordinance, including recommending approval or denial of permits for tree removal.
• Administers the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serves as technical adviser to other City departments and officials on park, street tree and landscape matters.
• Reviews and analyzes federal, state and local landscape and water legislation and its implementation in the City of Fremont.
• Participates as a team member in the work of the department’s management team, understanding and then implementing assigned duties and responsibilities to support team goals and objectives.  
• Works cooperatively with other team members, receiving and sharing information, soliciting input, identifying operational and interpersonal issues, participating in the development of problem solving solutions.
• Acts as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space, trees, and landscape.
• Conducts park location studies to evaluate park site feasibility and proposed land acquisition and/or development.
• Responds to public requests and complaints regarding landscape development and tree preservation.
• Coordinates the work of the division with that of other departments and divisions.
• Maintains accurate records and files.

THE POSITION

The City of Rocklin is looking for two Maintenance Workers to assist in the Parks Division of the Parks and Recreation Department. The Maintenance Worker is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law, and there is no guarantee of future permanent employment.

An example of duties are:

• Performs flood control measures by clearing creeks of obstructions, keeping drains clean and clear, and preparing sandbags in case of emergency.
• Performs crack sealing of asphalt, and backfilling trenches and excavations on City streets; performs repair, maintenance, and construction of sidewalks, curbs, and gutters.
• Removes concrete, builds forms, pours concrete, and performs other concrete work around City buildings as required.

Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in the community services, business administration, or a related field.

Experience: Four years of increasingly responsible experience coordinating community services programs including one year of administrative and/or lead supervisory experience.

The Paid Call Firefighter (PCF) Entry Level position is the first position in the classification of Paid Call Firefighter. This position is supervised by the Training Battalion Chief, PCF Program Manager or direct supervisor. The Entry Level PCF must successfully complete a 12-month probationary period and acquire the basic knowledge, skills and abilities required for successful performance as a PCF.  During the probationary period, the PCF will attend a Fire Academy provided by the District. Before the end of the 12-month probationary period, the PCF must be a certified Emergency Medical Technician.

Minimum Requirements:

• Must live within Santa Cruz County.
• Be at least 18 years of age by August 31, 2024.
• Possess a valid California Class C Driver's License and pass an "insurability" check by the District's insurance carrier.
• Copy of current Driving Record issued by CA DMV- available online.
• Provide proof of eligibility to work in the United States.
• Possession of a High School Diploma or equivalent by August 31, 2024.
• Must pass a District-provided medical physical exam including a drug screening and background investigation.
• Must have a valid CPAT (Candidate Physical Ability Test) certification, completed before the CalOpps application closing date August 31, 2024. 
• Must have a valid, passing score of the written exam from FCTC, completed before the CalOpps application closing date of August 31, 2024. 
• Possess and maintain a valid Basic Life Support (BLS) Certification card. Please upload a copy of your card when you apply on CalOpps.

Please note: Paid Call Firefighters must become certified as Emergency Medical Technicians within twelve (12) months of appointment. This certification course will not be provided or paid for by Central Fire District.

Typical duties, may include but not limited to:

• Respond to stations and incidents when requested.
• Attend drills and training sessions as required.
• Participate in District events such as fire prevention, public education, and community events.
• Perform work as assigned by the Fire Chief or designated representative(s) relative to firefighting, its equipment and related facilities and grounds.

Desirable Qualifications:

• EMT, or EMT-P (National Registry).
• Courses toward, or a degree in, Fire Protection Technology or a related field.
• Successful completion of a District approved, fulltime Fire Academy.
