The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

• Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

• Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

• Creates learning and development programs and initiatives that provide internal development opportunities for employees.

• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

CC-

• Appointed by the City Council.

• Receives general direction from the City Manager on an as need basis.

Staff Specialists perform paraprofessional administrative work of considerable complexity in various areas of public administration. A Staff Specialist may act as a lead to lower-level clerical classifications but is primarily an individual contributor with a high level of expertise in generalized office administration.
Typical duties and results may include:

• • Create surveys and compile data for general or departmental use; perform statistical and clerical work by creating, analyzing and preparing reports, and abstract written materials.
  • Participate in budget preparation and review by assembling and analyzing data of operating departments, such as staffing and equipment requests.
  • Provide assistance with personnel functions such as position control, interviewing, benefits, handling routine grievances, disciplinary actions, classification matters, claims, employee relations, and interpretation of personnel rules and procedures.
  • Supervise the maintenance of files and records, including automated recordkeeping systems; developing filing systems and procedures for file use; and ensure irretrievability of filed information.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

THE POSITION:

The City of San Rafael is recruiting for a Child Care Director.  Under the direction of the Recreation Supervisor, this position will perform responsible work in administering and managing a state-funded preschool program.  The incumbent in this position will independently oversee the program and staff at Pickleweed Preschool located in East San Rafael. 

This position performs the following essential job duties: 

• Assist with the establishment of the program budget
• Hire, train, and supervise staff
• Supervise timely completion of annual ECERS
• Supervise completion of DRDP assessments twice annually
• Supervise timely completion of parent surveys
• Supervise timely completion of two parent conferences annually
• Supervise timely ongoing child portfolios
• Supervise and implement systems for creating and maintaining regular written child observations
• Complete annual June 1st report to Department of Education
• Schedule staff and ensure appropriate staffing levels are maintained
• Facilitate parent nights for families four times per year
• Liaison with parents and school districts
• Function as classroom instructor
• Approve Child Care Instructor II curriculum and plans

Electricians are responsible for installing, maintaining, testing, troubleshooting, repairing, and operating high and low voltage/amperage electrical components, systems and equipment including locating problems; determining appropriate courses of action; and coordinating repairs with affected parties. They design, fabricate, and install electrical systems and components and install wiring and electrical equipment, ensuring code compliance. Electricians review work orders, maintain activity logs, prepare requisitions and obtain approval for various projects. Duties may also include purchasing electrical supplies, including filling out paperwork; coordinating purchases; and, choosing vendors. They are responsible for responding to occasional emergencies, evaluating and taking required actions and determining if support is needed.

Mineta San Jose International Airport
Airport electricians are responsible for a wide range of equipment and systems in a 24/7/365 operation, including repair, installation, operation, and maintenance. Responsibilities may include airfield/airport specific systems and equipment such as series lighting circuits, constant current regulators, airfield lighting control systems, and airfield lights. In addition, responsibilities may include interior and exterior lighting fixtures (including high mast ramp lighting, street lighting, parking lot lighting, etc.), lighting control systems, building management systems, access control systems, fire alarm systems, power management systems, building distribution systems and equipment up to 12kv, motor control equipment, baggage handling systems, emergency generators, vehicle gate operators, pump stations and fiber optics. Shift schedules are based upon the needs and requirements of the Airport and may require rotation assignments or assignment to a specific shift. Weekend and holiday work may be required, and standby time may be required.

Public Works Department
Public Works electrician duties include: new construction, remodels, small tenant improvement projects, lighting retrofit projects, maintenance of pump stations (includes motor controls and PLC's and computerized alarm and monitoring of pumps, etc.), emergency generators, fire alarm systems, vehicle gate operators, badge access controls, lighting control systems, electrical building distribution systems and equipment up to and including 12kv, installing cat 5 and fiber optic networks and maintenance of all City buildings. They also set up temporary power for numerous special events on weekends and public address setups. PW provides standby Electricians 24/7. Depending upon assignment, Swing Shift, Graveyard Shift, weekend, and holiday work may be required.

Department of Transportation
Department of Transportation electricians are responsible for the ongoing maintenance and improvements of San Jose's streetlight and traffic signal systems. Responsibilities may include installation and maintenance of fiber optic cable, speed radar signs, video detection, traffic monitoring cameras, and 'smart' LED streetlights.

Under direction of a Recreation Supervisor, the Preschool Site Coordinator is responsible for overseeing the day-to-day operations of Village Park Preschool ensuring a safe, nurturing, and educational environment for children. This role involves managing staff, coordinating programs, communicating with parents, and maintaining compliance with regulatory requirements.

Essential Duties

• Program Oversite

Under direction of a Recreation Coordinator, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

Essential Duties

• Plan, organize, and implement activities that support early childhood education and socialization;
• Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time;
• Ensure proper safety precautions are observed;
• Maintain and care for supplies, equipment, and the facility;
• Report any supply requests and facility maintenance needs;

Essential Duties

• Assist in implementing activities that support early childhood education and socialization;
• Assist with a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time;
• Ensure proper safety precautions are observed; maintain and care for supplies, equipment, and the facility;
• Set up daily snack; change diapers and support toilet training;
• Complete assigned paperwork, including time cards and incident and accident reports;
• Communicate with parents and staff to disseminate information and build positive relationships;
• Perform related duties and responsibilities as assigned.

Must be a dependable, responsible, and understanding person who is able to work cooperatively with children, staff and parents.   

Qualifications

Knowledge of:

• Knowledge of child development stages.
• Experience working with young children.
• Early Childhood Education units a plus.

Class Times:

School Year (August-May)

Monday/Wednesday - 9am-11:15pm (2 year olds)

Tuesday/Thursday - 9:15am-11:30am (2 year olds)

Tuesday/Wednesday/Thursday - 9am-12pm (3 year olds)

Monday/Wednesday/Friday - 8:45am-12:15pm (3 year olds)

Tuesday/Thursday - 12:30pm-3:30pm (3 year olds)

Summer Camp (June-August)

Monday- Friday - 9am-12pm (3-4 year olds)

Work Schedule:                    

8-20 Hours a week

Maximum of 960 hours per fiscal year                                                 

Note: These positions are part-time and do NOT have a benefits package. 

Salary:                   

$23.27-$28.82 per hour depending on qualifications and experience.
