ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Associate or Bachelor’s Degree from an accredited college or university with major coursework in Accounting, Bookkeeping, Finance, Business Administration, Public Administration, or related field.
• Two years of increasingly responsible experience in the areas of payroll administration, accounting, finance and budgeting
• Experience working in public agencies is desirable.

The City of Healdsburg is seeking a full-time Senior Project Manager to join the Public Works Department. This position will have a primary focus on the City’s Capital Improvement Program (CIP). The salary range for the Senior Project Manager position is $118,450.43 - $144,532.78 annually. In addition to a competitive salary, retirement through CalPERS and generous benefits package, you may be eligible for a hiring incentive and relocation assistance:

• Relocation Assistance up to $2,500 for candidates outside of a 100-mile radius of the city.

A Dance Instructor (Program Specialist) will plan, prepare and instruct recreation activities. Activities may include art, cooking, dance, pre-school program and other program areas. Programs are designed for children ages 4-17 (primarily 5-12) years of age.

Dance programs may include ballet, tap, jazz, hip-hop, ballroom, folkloric, salsa, and rhythmic international styles.

• Develop and submit lesson plans including class content and material needs.
• Lead organized activities to develop and strengthen youth academic, recreational, and social skills.
• Plan lessons and activities so they are appropriate to students with various abilities.

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by a program coordinator or Recreation Supervisor. The Program Specialist may supervise a part-time aide and/or "counselor in training" in a classroom environment in daily activities.

MINIMUM QUALIFICATIONS

• Must be a minimum of eighteen (18) years of age
• Different program areas will have different skills and knowledge requirements for the position; check with Recreation Supervisor. (For example: 6 ECE unites required for pre-school instructor)
• One school year teaching experience
• At least one year's experience working with children in an academic setting
• Must be willing and able to work days, nights, weekends, and holidays as required

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Incumbents at this level are fully trained in all procedures related to their assigned area of responsibility. This classification implements solutions related to applications used in VTA's functional areas with a strong emphasis on process and flow design, custom functionality, and maintaining systems.

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;

• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;
• Reviews, analyzes and approves program designs, operational characteristics, user interfaces, reporting systems and data conversion methods;
• Reduces design projects into component analytical tasks;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

Village Park Preschool Program

Village Park Preschool is a play-based preschool program offered by the City of Burlingame Parks and Recreation Department. We offer 5 programs: Lil’ Sprouts (2 year olds), Cottage Kids (3 year olds), Playschool Villagers (3 year olds), Afternoon Owls (3 year olds), and Camp Treehouse (3-4 year olds).  The emphasis of the program is physical, social, and emotional growth in a child-centered environment. Activities are designed to foster a healthy child that develops an early love of learning. Village Park Preschool programs strive to create an environment inspiring each child’s individual creativity and self-expression. Children participate in arts/crafts, music, body movement, basic science, cognitive games, creative/dramatic play, cooking, circle and story time, fine and gross motor skill building, and phonics awareness.

Definition: Preschool Site Coordinator

The City of Burlingame is looking for an enthusiastic, organized, creative, and responsible Preschool Site Coordinator. Under direction of a Recreation Supervisor, the Preschool Site Coordinator is responsible for overseeing the day-to-day operations of Village Park Preschool ensuring a safe, nurturing, and educational environment for children. This role involves managing staff, coordinating programs, communicating with parents, and maintaining compliance with regulatory requirements.

Essential Duties

• Program Oversite
  • Coordinate with teachers and staff to ensure lesson plans, schedules, and classroom activities align with educational standards and goals.
  • Monitor and assess the effectiveness of programs and make adjustments as needed to meet the needs of children and families.
  • Manage supply lists and shop for required materials.
  • Develop, implement, and oversee age-appropriate curriculum and activities that promote children's physical, emotional, social, and cognitive development.
  • Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time.
  • Develop and plan activities for preschool summer camp
  • Change diapers and support toilet training.

• Staff Management 
  • Train and supervise teaching staff.
  • Provide ongoing support, guidance, and professional development opportunities to staff to enhance their skills and performance.

• Parent Communication 
  • Serve as the primary point of contact for parents and guardians, addressing inquiries, concerns, and feedback in a responsive and professional manner.
  • Facilitate open communication and collaboration between parents, teachers, and staff to promote a positive and supportive learning environment.
  • Send emails to parents with child and class updates.

• Administrative Duties 
  • Prepare monthly newsletter.
  • Manage Village Park Preschool Instagram.
  • Complete assigned paperwork, including timecards and incident reports.

• Safety and Compliance 
  • ​​​​​​​Enforce policies and procedures related to child supervision, hygiene, emergency preparedness, and security measures.
  • Conduct regular inspections of facilities, equipment, and materials to ensure they meet safety and quality standards.

Qualifications
