THE DIVISION

The Sustainability Division is a division of the City Manager’s Office and is primarily geared toward addressing climate change through greenhouse gas mitigation and adaptation and resilience efforts. The Division oversees development and implementation of the City’s Climate Change Action Plan, development of plans and programs to respond to sea level rise, and community engagement efforts to ensure communitywide participation. Current projects include an Equitable Low Carbon Economy project, a Sea Level Rise Collaboration and feasibility study, and exploration of long-term climate financing.  THE POSITION

The City’s Sustainability Division is seeking a leader with strong project management skills who is collaborative, adept at building relationships internally and within the community, and who will be successful in planning, overseeing, and reviewing the City’s projects from a climate justice and community engagement lens.

This grant-funded and limited-term position is responsible for planning, developing, organizing, and implementing all activities of the City’s community engagement and project coordination efforts as they support Marin Community Foundation’s Climate Justice Initiative in the Canal neighborhood and other priority areas of the City.

This is an exempt, mid-management level position that will support the City’s Sustainability division and will be expected to coordinate with various other City departments. Under the general direction of the Sustainability Program Manager, the Climate Justice & Engagement Manager exercises independent judgment in the planning, overseeing, and reviewing the City’s projects from a climate justice and community engagement lens.

Major task areas include:

• Auditing plans and projects serving the Canal neighborhood and mapping out synergies and timelines
• Identifying opportunities for collaborative engagement between projects and timelines
• Identifying opportunities to incorporate climate justice - including equity, workforce development, sustainability, and resilience goals – into projects and deliverables of various projects
• Developing a roadmap for community engagement that weaves together these projects, deliverables, and engagement needs, and coaching staff to use it.
  • This would include best practices for engagement, including cultural competency, language access, creating feedback loops to inform community members of progress, and integrating important feedback into plans and projects.
• Supporting departments in their engagement efforts
• Making sure outside agency projects serving the Canal neighborhood are also aligned in terms of engagement, timing, and inclusion of climate justice

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to)

• Audit City plans and projects related to the Canal neighborhood to identify community engagement goals and needs as well as opportunities to elevate climate justice, resiliency, and sustainability.
• Work with various City departments to identify and include climate justice program objectives and work plan activities in current projects and planning efforts affecting the Canal neighborhood.
• Act as a liaison between City departments, the City manager’s Office and the Sustainability division to understand operational needs around engagement with the Canal neighborhood and other priority areas in the city.
• Work with community groups and nonprofits working with and representing constituencies in the Canal neighborhood and in general the City’s priority equity communities to understand the needs of the residents and businesses, and ensure that community engagement is strategic, effective, and non-extractive while also leading to measurable outcomes.
• Support the City’s goal to build engagement practices that provide equitable access to City services and information.
• Develop and helps to implement engagement strategies and plans that are culturally competent and address the needs of persons with access and functional needs and persons that are non-English speaking.
• Oversee Canal neighborhood engagement operations in coordination with the City Manager’s Office and Communications Team.
• Help to develop and execute both strategic and implementation plans for communications and engagement services, programs, and projects to support City departments in projects and planning efforts affecting the Canal neighborhood.
• Performs related duties as assigned.

IDEAL CANDIDATE

The ideal candidate has experience in bridging community and government and a demonstrated ability to connect across organizations to build collaborative partnerships. The candidate should have significant experience with government processes and be able to identify connections between plans. This person should have strong project management expertise, communications skills, and be a flexible, but strong leader. This candidate should also be skilled at communicating with people from different cultures, professional backgrounds, and different languages. Ideally, this person would be fluent in Spanish and English.

EDUCATION/EXPERIENCE

A typical way to meet the minimum qualifications for this position is listed below. Any combination of education and or experience equivalent to the minimum qualifications will be considered.

• Bachelor’s Degree from an accredited college or university with a degree in environmental science, public policy, sociology, digital engagement, communications, community engagement, marketing, public relations, public administration, or closely related field.
• Three years of progressively responsible experience in related field, including at least one year in a management capacity.
• A Master's Degree is preferred.
• Ability to communicate in Spanish and/or Vietnamese is preferred.

SALARY AND BENEFITS

The Climate Justice Engagement Manager (Advanced Professional Temp.) position is a two-year, grant funded position, with a salary range of $8,497 - $13,182 per month, *pro-rated for .72 FTE (27-hour work week), and enjoys many of the benefits of the City’s San Rafael Mid-Management Employee Association (SRMMEA), including:

• City group health, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. The 2025 monthly flex dollar allowance is (pro-rated based on FTE %):
  • Employee only:         $950.00
  • Employee plus one:  $1,900.00
  • Family:                        $2,400.00
  • Opt-out of City coverage and receive $950 cash-in-lieu (if eligible)
• Dental: Premium fully paid for employee plus eligible dependents
• Vision: Premium fully paid for employee plug eligible dependents
• Vacation: 15 days annual leave Vacation leave (hours accrued each pay period, range increases up to 25 days depending on years of service)
• Administrative leave: 10 days annually (applied every January – pro-rated based on date of hire)
• Sick leave: 12 days annual leave (hours accrued each pay period)
• 12 paid holidays, plus 1 paid floating holiday
• City-paid Life AD&D policy - $300,000
• City-paid LTD policy - $7,500
• Gym membership reimbursement – up to $198 per year
• In lieu of participation in the City’s MCERA pension program, Advance Professional Temp. positions are enrolled in PARS retirement plans, with employer contribution of 3.75% and employee contribution of 3.75% of their salary to the retirement plan.

The City of Thousand Oaks is seeking a dedicated and ambitious Strategic Communications and Public Affairs Intern to join our team! The Intern will be immersed in the practical application of legislative affairs and government relations, economic development, and strategic communication and public affairs. This is an excellent opportunity for someone eager to gain hands-on experience in a public-sector environment. 

This internship will take place during the 2025 Spring Semester (between January 22, 2025, and May 16, 2025). The internship will consist of five-hour workdays, twice per week.  The exact dates and length of the internship will be determined when the candidate has been selected.  

 

Legislative Affairs and Government Relations 

The Legislative Affairs and Government Relation’s scope of learning for is focused on policy within local government, its purpose, and its function.  The curriculum will integrate local governance  while examining legislative advocacy and government relations. The purpose of this curriculum is to better familiarize the intern with how local government fits the large scheme of government and how policy plays a large role.    

Economic Development 

The Economic Development division works to foster economic activity and advance the economic vibrancy and sustainability of our city with the purpose to uphold and enhance quality of life for our residents. The Division tracks and analyzes various data sources to identify trends and potential opportunities to inform decisions and priorities. They develop and implement a suite of programs and services to support business investment, attraction and retention in Thousand Oaks. Furthermore, the Division works in partnership with local business community organizations and institutions of higher education to leverage resources and maximize economic impact.   

Strategic Communications and Public Affairs 

The Communications and Public Affairs division ensures cohesive communication aligned with brand guidelines and maintains an engaging online presence. They manage the organization's website, develop both traditional and digital marketing campaigns, oversee social media channels, and create promotional materials. Additionally, they support city public and media relations activities, implementing brand marketing strategies to enhance the city's image and visibility.   

 

PRIMARY RESPONSIBILITIES 

• Legislative Affairs and Government Relations: Local government overview, examine city operations, observe legislative meetings and policy committees, develop advocacy letters, city council policy development, attend government relations meetings 

• Economic Development: Review strategic and responsive directions, use of GIS maps for local zoning observation, evaluate development proposals, use data sources and trends to evaluate economic climate, and internal and external partnerships overview 

• Strategic Communications and Public Affairs: SWOT analysis audit, develop and edit website content, website development, content creation, and city website comparative analysis 

We have exciting internship opportunities available at the City of Millbrae’s Public Works Department Environmental Programs Division.  Interns can work up to 1,000 hours per fiscal year. 

 

The interns would work on projects, such as assisting with the water conservation programs and reporting, implementation of Millbrae’s 2020 Climate Action Plan measures (i.e. e-bike sharing programs and Safe Routes to School projects), and community engagement support.  Interns would report to the Environmental Programs Manager located at City Hall at 621 Magnolia Avenue.

What You’ll Do

The Communications Manager will develop and execute the City of San Mateo’s communication plan, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff. You will also lead the City’s efforts to strengthen and expand its online and social media presence and work with community leaders and partners to help enhance San Mateo’s positive reputation. The Communications Manager receives general direction from the City Manager and/or Assistant City Manager, has direct supervisory responsibilities, and will lead collaborative teams.

Some duties may include: 
•    Lead the City’s social media efforts and cross departmental social media team; develop and coordinate implementation of the City’s social media strategy, policies and presence and monitor the City’s online reputation 
•    Develop and implement an integrated strategic communication plan to advance the City’s brand identity and broaden awareness of its programs, priorities and accomplishments; ensure communication strategies are consistent with the City’s strategic plan and vision. 
•    Create and manage a decentralized communications team to support the departments’ communications needs and the development and execution of the communications strategy.

This position within the Agricultural Department assists with performing a variety of tasks primarily related to agriculture and weights and measures. This includes weights and measures programs, pest detection, noxious weed control, pest exclusion, pest eradication, pesticide use enforcement, seed law, nursery, and apiary programs. This position is scheduled for forty (40) hours per week.

• Operate pest detection trapping routes and conduct pest surveys; collect and submit specimens for identification.

While performing the duties of this job, the employee is regularly required to hike, run, bend, lift, stoop, kneel, reach and climb, lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors, constantly work in outdoor weather conditions and frequently move about work sites, Incumbents should have physical strength, endurance and agility; be mentally alert and physically sound; hearing and vision sufficient to perform the essential functions of the job.

Required Hours and Location

This position is seasonal with an assigned 10-hour shift on Fridays and optional 10-hour shifts on Saturday, Sunday, or Monday as needed.  This position will terminate at or before 900 hours and is intended to run concurrently with the Background Investigation and Hiring process for Ranger Trainee, for Seasonal Ranger Assistants who communicate an interest in doing so within the introductory period of the season. Must be available to work at various locations.

 

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

MINIMUM QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the essential functions. Education and Experience

• Must be at least 18 years of age.
• Have a High School diploma or GED equivalent.
• One (1) year of experience in customer service, law enforcement, parking enforcement, EMS, or other related field is recommended for appointment.

Training and Certification

• Certificate in First Aid/CPR for the professional rescuer or equivalent, or ability to attain upon employment.

 

Knowledge of or ability to learn: 

• Common Windows-based programs including Office 365, word processing, spreadsheets, and databases.
• Proficiency in basic mathematics; basic grammar and spelling as required in preparing reports and records.

Ability to:

• Prioritize varying tasks, projects, and manage multiple projects at once.
• Work independently to handle multiple tasks under deadlines.
• Revise work approach and/or tactics to address changing conditions.
• Complete projects and follow oral and written directions.
• Quickly change tasks and focus.
• Exercise discretion and sensitivity to confidential information.
• Ability to complete the MRCA Wildland Fire training upon employment.

Competencies:

• Excellent oral and written English language skills. Not required to be a native English speaker, but fluency in English is required.
• Excellent organizational skills.
• Establish and maintain cooperative relations with those contacted in the course of work including the general public.
• Emotional maturity; tact and diplomacy; poise and self-confidence.

Other Requirements:

Candidates must have a valid California driver’s license in good standing with a satisfactory driving record (must provide DMV printout). Employees must be willing to participate in agency emergency response. Bilingual skills in English, and other locally common language, such as Spanish, Korean, Farsi, Chinese, Armenian, Yiddish, or Tagalog is desired.

All appointment offers are contingent upon the following:

• Background check including submission of fingerprints to Department of Justice, and a

  record clean of violent crimes or felonies.

• Successful completion of a physical examination including a drug test and TB test.

• Verification of the right to work in the United States.
