COMMUNITY SERVICE OFFICER

This is a Full Time, non-sworn, recruitment. 

Under direction of a Division Commander and supervision of a Sergeant, relieves sworn police personnel from a variety of non-hazardous tasks and responds to service calls of a non-felonious and non-violent nature, and performs other duties as assigned.

EXAMPLE OF DUTIES

• Responds to a wide variety of non-hazardous service calls and thoroughly investigates all details of incidents;
• Observe, report and may follow-up on conditions which pose potential threats to public safety, health and welfare and the quality of life;
• Read and write at the levels necessary to perform the job of a community service officer
• Write non-moving parking violations;
• Act as department liaison between homeless persons and local homeless, mental health, and social services providers;
• Investigate, report on, and arrange for towing of abandoned vehicles on public and private property;
• Provide traffic control at emergency situations, special events and at other times as assigned;
• Respond to, or assist sworn officers at accident or crime scenes by taking reports and photographs, fingerprints, prepare diagrams and other activities as assigned;
• Transport officers, equipment, witnesses, citizens as assigned;
• Provide special duties such as Court and District Attorney liaison, Crime Prevention and others as assigned.
• Operate records management systems and law enforcement databases;
• Keep confidential information obtained from law enforcement systems.

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the
Community Services Department. The Ideal Candidate for the current vacancy is someone
who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time
management, and communication skills. The Ideal Candidate must be highly self-motivated,
able to work independently with minimal oversite, demonstrate good judgement, as well as be
organized, flexible, approachable, resourceful, and a positive team contributor on a
consistent basis. This position will also require the selected candidate work weekends,
standby and overtime as necessary.

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a weeklong stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I:

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License.

Park Maintenance Worker II:

Education:  High School Diploma or equivalent.

Experience:  One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate:  Required upon hire, possession of a California Driver’s License. It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

The City of Berkeley is seeking a temporary (not to exceed 6 months) Manager of Aging Services! In this role, you will oversee four major Aging Services program areas, including senior centers, nutrition, transportation, and case management, as well as supervision of the division’s management team. Duties include planning, analyzing, and evaluating programs/services division-wide.

The Manager will also oversee Division budgets ($6.1 million), oversee management of Division facilities, and ensure the development and implementation performance goals and objectives using the newly developed results-based accountability framework. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, public health, social work, business or public administration or a related field, and five (5) years of increasingly responsible professional experience involving program planning and administration, preferably in programs for aging populations or closely related social services or public health program, of which at least two (2) years included supervisory responsibility.

A Master's Degree in any of the above disciplines is desirable.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must attend evening and weekend meetings as required.

PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. This is the entry-level class within the Accounting Technician series in the classified service.   The class is distinguished from the Accounting Technician II by the performance of more routine tasks and duties assigned to the position within the series.

Accounting Technician II

Positions in this class are flexibly staffed and are frequently filled by advancement from the Accounting Technician I class, or when filled through recruitment, require additional experience.  The appointing authority will approve appointment or promotion based on the employee's demonstrated ability to perform the full range of duties for the class and meet the qualification standards for the class.  Incumbents within this class are distinguished from the Accounting Technician I by exhibiting a higher level of judgment and independence in performing the full range of duties as assigned.

DESCRIPTION/RESPONSIBILITIES:

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. The Department is committed to treating all of San Jose's diverse community members with dignity, fairness, and respect, while protecting their rights and providing equal protection under the law.The San Jose Police Department is seeking a Division Manager for the Operations Support Services Division (OSSD) of the department. OSSD is comprised of approximately 89 employees, with a budget of approximately $9.4 million dollars. The OSSD Division Manager is an essential position within the Police Department and reports directly to the Captain of Bureau of Administration (BOA).

BOA and the OSSD operate and maintain critical systems in support of public safety on a 24/7 basis. The primary purpose of OSSD is to manage and maintain local, state and federal databases in order to assist in the identification, apprehension and prosecution of criminal offenders and to ensure officer and public safety. The Division is divided into five units, which include: Vehicle Records Unit, Report Processing Unit, Warrants Unit, Services & Communications Unit, and Fingerprints.

     * The Vehicle Records Unit processes all reports and calls related to stolen, recovered, impounded, private property towed, and repossessed vehicles. The Unit enters and updates data in all local, state, and national databases. Duties include coordinating with investigative units on the release of vehicles held for investigation or as evidence of crime.

     * The Report Processing Unit processes all incoming reports and provides a variety of services to the public, officers, and other government and law enforcement agencies.

     * The Warrants Unit processes all warrants. Duties include 24/7 "hit confirmation" for officers and other agencies checking the status of warrants, sending warrant abstracts to arresting agencies, managing "due diligence" documentation, purging expired warrants, updating local, state, and national databases, and providing services to members of the public who "self-surrender". This Unit is also responsible for processing traffic citations.

     * The Services & Communications Unit provides a variety of services to officers, other agencies and the members of the public. Services include data retrieval, requests for copies of reports, background requests and Clearance Letters for Visa & Immigration purposes. The Unit also processes subpoenas for records and Public Records requests. Duties include entries and updates of firearms and property in all local, state and national databases.

     * The Fingerprint Unit processes all "non-custodial" bookings and registrants. This Unit is also responsible for managing local, state, and national databases for all criminal citations.

This position will oversee OSSD and related issues in support of the Police Department's mission. The OSSD Division Manager will work closely with the Communications and Systems Development Division Managers and must possess strong leadership, decision-making, and collaborative skills. The Division Manager will take a critical role in developing a cohesive work environment and change management for the future.

The Division Manager will set division policy related to OSSD protocol and will ensure workforce productivity through effective interpersonal skills and adherence to instituted procedures. The Division Manager will supervise shift managers, assign and prioritize staff work, evaluate the performance of mid-level managers, act as the Custodian of Record for most records retained in the department, coordinate the release of Public Records Acts requests, and monitor the evaluation process for all of the Division employees.

The Division Manager will be responsible for preparing, administering and managing the Division budget. This will include drafting purchasing documents and maintenance of contracts. This will be accomplished by negotiating contracts, scheduling vendors and requesting services. The Division Manager will be responsible for holding contractors accountable in an expeditious and efficient manner. Additionally, the Division manager will be responsible for authorizing expenditures in compliance with City protocols and that the division budget is kept within the appropriate authorizations.

The Division Manager will oversee the management of all aspects of policy related to the Division's operation. This includes management of the Division's access to local, regional, state and nationwide databases such as the Records Management System (RMS), California Law Enforcement Telecommunications (CLETS), Sheriff's Law Enforcement Telecommunications (SLETS), National Crime Information Center (NCIC) and Criminal Justice Information Control (CJIC) systems.

The Division Manager will prepare and present Department reports for Senior Management and City Council. This will include preparing Annual Performance Plans and Quarterly Program Management Reports that encompass measures, accomplishments and needs of the Division.

The salary range for this classification is $131,187 to $207,658 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The essential functions of this position are as follows:

- A history of effectively managing staff and working in an environment in which senior department managers regularly balance competing expectations from groups with diverse points of views and interests.

-Ability to manage a complex operation, communicate well with an experienced staff, including the oversight of a police support services operation for both day-to-day operations as well as future development.

-Understand and communicate information about complex systems to individuals with varying levels of experience.

-Knowledge of modern law enforcement systems, such as: California Law Enforcement Telecommunications Systems (CLETS), Automated Field Reporting (AFR)/Records Management Systems (RMS) and Law Enforcement information sharing systems, etc..

- Reviews and interprets Federal, State, and local mandates and departmental policies and procedures. Including participating in both DOJ and FBI audits -As the Custodian of Record appear in court.

-The division operates 24 hours a day, 365 days of the year including holidays. As such, the Division Manager must be available via telephone at all times. This position will require the employee to work 5 days a week and may be scheduled to work evenings, nights and/or weekends.
