This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment. Job Description

Under general supervision, the Tool Room Mechanic and Custodian is responsible for keeping, issuing, receiving and repairing tools and equipment utilized by the Airport’s Custodial Services unit; preventing minor losses through the safeguarding of tools and equipment; and keeping records of items received, issued and on hand; performs related duties as required.

1. Inspects tools and trouble-shoot equipment used in the cleaning maintenance program at San Francisco International Airport 
2. Maintains and repairs tools and equipment including assembly, disassembly, cleaning, ordering new parts and reassembly, including electrical and mechanical equipment.
3. Performs safety checks on tools and equipment.
4. Checks on tools and equipment returned for defective parts; orders replacements of supplies and stock items as required.
5. Repairs/replaces hoses, belts, electric plugs and electrical extension cords, on/off switches and replacing equipment fuses.
6. Repairs/replaces various wheels, filters, squeegee assemblies and squeegees on equipment.
7. Maintains custodial equipment through assisting/training staff regarding regular maintenance of janitorial equipment.
8. Performs and maintains custodial preventive maintenance program.  
9. Provides data to update tool and equipment repair database.  
10. Provides input regarding necessary replacement cycles and inventory of necessary repair parts.
11. Works in cooperation with current vendors and other repair facilities with regard to repair of larger pieces of cleaning equipment.

Nature of work requires some physical effort and dexterity in the use of fingers, limbs and body; intermittent exposure to working conditions where minor injuries may occur.

Qualifications

Minimum Qualifications

Requires completion of eight (8) years of elementary school, supplemented by at least one (1) year of experience in general mechanical maintenance and repair work; or an equivalent combination of training and experience.

Examples Of Duties

Duties of the position include, but are not limited to, the following:

• Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Write and review policies, procedures, and methods relative to ADA Title I, Leave of Absence, and Workers' Compensation and formulate, recommend, and/or implement actions for program improvement.
• Meet with department managers and staff on human resource issues regarding ADA Title I, Leave of Absence, Workers' Compensation, and insurance related matters.
• Advise managers and employees on County procedures, benefits, and existing policies.
• Interpret and explain provisions of applicable laws, rules, policies, and agreements to County management, employees, employee organizations, and the public.
• Assist with interviewing, selecting, and hiring staff.
• Train, supervise, and evaluate program staff.
• Assist in the selection and management of vendors, consultants, and service providers; oversee compliance of consultants and vendors with contract provisions.
• Assist with selecting and managing insurance brokers, carriers, third-party administrators, and other necessary Risk Management service providers.
• Participate in the establishment of strategic short-term and long-range program plans.
• Prepare detailed and professional reports and other written communications, including policies and procedures, Board of Supervisor memos, executive summaries, and statistical data.
• Prepare and deliver trainings.
• Meet and/or negotiate with representatives of employee organizations, as appropriate.
• Collaborate with information systems staff to identify and evaluate assigned program's system/database needs and implement new systems or changes as necessary.
• Respond to inquiries and complaints that arise.
• Perform other related tasks as necessary.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.
• Experience should also include at least one year performing supervisory duties.

Knowledge of:

• Principles and practices of public administration, and program management, including planning, implementation, and evaluation.
• Principles, theories, and practices of human resource management relative to the Americans with Disabilities Act, FMLA, Workers' Compensation, Long-Term Disability, etc.
• Public-sector insurance practices and policies.
• Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.
• Information systems applications relative to the administration of leave requests.
• County policies and procedures and pertinent State, Federal, and local laws relating to human resource management.

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. Duties may include, but are not limited to, the following:

• Assists the City Clerk in performing the day to day functions of the City Clerk's office; and in the absence of the City Clerk, act as City Clerk, performing such duties as serving as the Clerk of the City Council, maintaining meeting protocols, parliamentary procedures and proper conduct, writing agenda reports, taking minutes, certifying ordinances, resolutions, agreements and other official documents, administer oaths of office and supervise staff.
• Reviews changes in law, regulations and guidelines for their effect on City Council and Advisory Body activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance. Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Assists in the preparation of the annual budget for the Department; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption.
• Implements and manages the agenda production process including maintaining a deep knowledge of the agenda management software and process; training staff in the use of the software and process; and assists in deploying consistent agenda practices across the organization; coordinating with other departments on agenda content; enforcing work product standards and holding departments and higher classifications responsible for meeting standards and deadlines; and producing the agenda and agenda packet per state law and city requirements.
• Manages the publication of legal and public notices, for all Council bodies, in accordance with City, State and Federal law, and filing, indexing, certifying, processing for recordation, and safeguarding of all City Council proceedings.
• Maintains compliance with applicable Federal, State, local laws, relating to areas of responsibility, including but not limited to, California Elections Coe, the Brown Act, Political Reform Act, Conflict of Interest Code, and the Public Records Act.
• Oversees maintenance and development of City-wide records management initiatives.
• Assists the City Clerk in the administration and conduct of municipal elections and special events. Serves as Filing Officer for campaign and conflict of interest finance reporting.
• Serves as liaison to the County Registrar of Voters.
• Attends City Council meetings with the City Clerk to assist with operating the audio / visual / agenda / voting system and take minutes as required.  Responsible for after Council action including producing and maintaining official City records and documents in good order such as resolutions, ordinances, contracts, deeds, correspondence, inter-agency notifications and minutes.
• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II,  in an effort to fill current vacancies and establish an eligibility list. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department. The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility.
