There is currently one (1) Full-Time 2-Year fixed-term position in the Department of Public Works supporting both the Water Resources and Road Maintenance Divisions.  

The Natural Resources Senior Planner will be housed in the Water Resources Division and will primarily support environmental compliance for Department of Public Works (DPW) Road Maintenance Division projects, including maintenance, repair, and replacement of roads, bridges, and drainage infrastructure (i.e., culverts, ditches and drainage channels).  
The work is dynamic, requiring strong written, verbal, and interpersonal skills to accomplish the following tasks that range among:

• coordinating with the Road Maintenance Division managers to develop permitting strategies. 
• analyzing project impacts on species and the environment. 
• preparing permit applications and negotiating with agencies. 
• hiring and managing consultants. 
• working with project managers to identify and implement best management practices and develop mitigation strategies to off-set impacts. 
• conducting pre-project biological surveys. 
• report writing. 
• post-construction monitoring.

Individuals in this class may have minimal direct experience and will work under immediate supervision while learning job tasks. As an incumbent’s responsibilities and breadth of knowledge increase and as they gain experience, they can reasonably expect the complexity of their assignments and/or responsibility to increase. General supervision is provided by a higher level professional or management position.  A Recreation Leader may provide lead direction to part-time or seasonal employees if applicable. Under the general direction of the Recreation Supervisor or the Parks & Recreation Director. with project oversight by Recreation Supervisor, the Recreation Leader assists with developing, organizing, implementing, and leading a broad range of recreational activities and programs for all ages designed to meet the community needs and performs other related work required.

Under general supervision of the Inspection and Neighborhood Preservation Manager, the Neighborhood Preservation Officer seeks public compliance with Municipal Code sections, ordinances, and resolutions in such areas as planning, zoning, signs, community nuisance, business license, and related areas; and performs other duties as assigned. The incumbent will have a broad range of knowledge and independence within general parameters in the application of field investigations, evidence collection and violation resolution in the enforcement of municipal regulatory processes.

Examples of Duties Include:

• Investigates reported violations of municipal codes, ordinances, and resolutions
• Seeks abatement of violations through education and voluntary compliance or through direct enforcement activities including the issuance of infraction citations
• Educates the public regarding requirements
• Conducts field inspections to verify violations; and gathers supporting evidence
• Prepares reports regarding violations
• Prepares and gives presentations for Administrative Hearings, Planning Commission, City Council or courts of law

In the Land Use Division of the Planning Department, incumbents are responsible for: Tracking permit activity; Researching zoning history, land use policies, development trends, and precedents; Supporting commission meetings; Preparing written reports and presenting to commissions, committees, community members, and other boards; Assisting in preparing amendments to the General Plan, Municipal Code, and/or other policy and procedure documents. In the Transportation Division of the Public Works Department, incumbents are responsible for: Assisting with research, planning, conceptual design, and delivery of transportation and parking projects; drafting public notification materials, assisting with organizing and/or attending outreach events, and conducting in-person outreach; producing maps and graphics for transportation projects and parking operations; assisting with the City's coordination and monitoring of privately-operated shared mobility programs, including bicycle sharing and scooter sharing; assisting with preparation of transportation plans and policy documents, including the Pedestrian Master Plan Update, transportation impact analysis guidelines, and Complete Streets Policy implementation guidelines; and supporting the ongoing operation of the City's demand-based parking pricing program (goBerkeley), including conducting periodic data collection, analyzing data in Excel and GIS, and assisting with preparation of parking policy documents.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college with major coursework in city, regional, or urban planning, or a closely related field. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

A valid California driver's license is desirable. Must be able to attend evening meetings as required.

About Zookeeper Full Time/Part Time: The position performs work involving the care and feeding of zoo, domestic farm, and/or non-domestic animals and maintenance of enclosures, grounds and service areas; working with animals under all types of climatic conditions to prepare them for presentations, training, capture and restraint, basic husbandry, and behavioral enrichment. In addition, responding to general questions from the public regarding non-domestic and/or domestic animals.

Please note that schedules can vary every week or be on an "on call" basis depending on knowledge, training, and experience with specific animal routines. In the Transportation Division, the Associate Planner works on a variety of projects, programs, and initiatives, such as developing, implementing, and updating the City's transportation plans; analyzing transportation and traffic safety data to identify and prioritize projects and policies that will improve public safety; developing Complete Streets projects and supporting the implementation of transportation capital improvement projects; and coordinating with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. Additional duties may include leading grant applications and assisting with grant compliance, procurement of consultants, and consultant and contract management.
