The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District is currently accepting applications for the position of Principal Air Quality Engineer in the Engineering Division. This is an open recruitment for one (1) vacancy which is a full-time, represented position.

About the Position
The AB617 Principal Engineer (AB617 Role) will join a high performing and motivated team of professionals who work in partnership with the communities most impacted by air pollution.  You will have the opportunity to contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies.  With knowledge of the Air District’s permitting and risk reduction programs, you will lead the division’s participation in internal and external AB617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about stationary sources, emission inventories, permits, and risk reduction; participating in community meetings; proposing and guiding discussions on emission reduction strategies and development of plans and programs to implement environmental justice and civil rights.
 
The Principal Air Quality Engineer for the Engineering Division may perform the other complex and highly specialized air quality engineering work such as, but not limited to, processing permit applications for complex facilities; analyzing air emissions and other metadata; evaluating program effectiveness; and providing project leadership. The Principal Air Quality Engineers review, mentor staff, and provides training. The Principal Air Quality Engineer may also participate or lead complex, sensitive and controversial projects.  The incumbent in this position may provide technical presentations on complex and/or sensitive engineering activities to the Board of Directors, public, industry, or other agencies.  The Principal Air Quality Engineer will also represent the Air District while participating in working groups comprised of public, industry and other agencies. Researches, develops, and documents guidance for calculating emissions.

DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

Ability to:       Safely diagnose and repair mechanical and electrical defects; read, understand and work from blueprints, diagrams and installation sketches; understand and follow written and oral directions; prepare reports and keep accurate records; learn and efficiently use the Department's computerized maintenance information system; instruct others in maintenance and repair of the Department's equipment and facilities; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious odors, gases, contact with water and/or wastewater, and risk of bodily injury; maintain different tools and equipment in the fresh water and wastewater systems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:     Graduation from high school or equivalent.

Experience:    Three years of experience in the operation, maintenance and repair of electrical and/or mechanical equipment.

Physical Requirements:       Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, climbing and lifting.

License: Possession of a valid Class C California Driver's License.

Accounting Technician II 

$24.93 - $31.91 Hourly 

Full-Time

The Accounting Technician II is an advanced journey-level class responsible for the City's payroll processing, distribution, and required reporting, including records maintenance, management, and the preparation of payroll reports in accordance with union agreements and City, state, and federal rules and regulations.  Incumbents exercise considerable judgment in decision-making in day-to-day payroll operations.  Responsible for a full range of financial record-keeping transactions, including accounts payable, accounts receivable, utility billing, collection, and taxation.  Incumbents may be assigned various accounting-related responsibilities and are expected to perform more detailed non-professional accounting duties.  

Accounting Technician II is under general supervision, plans, organizes, and reviews the work of the Finance Department payroll and accounting section; performs the full array of para-professional accounting duties involved in the processing of payroll and the maintenance of the payroll system; reviews and reconciles payroll reports and prepares journal entries; provide information to departments and employees regarding payroll issues; performs point-of-capture data entry related to cash receipts and accounts payable transactions; prepares, processes and verifies bookkeeping entries affecting general and subsidiary ledgers; performs customer service functions with the public and/or accounts payable vendors both in person and over the phone performs other related duties as required.

The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. This position is a full managerial position in the Engineer series, with the following responsibilities:

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.

• Manage and perform contract activities using PeopleSoft.

• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

General

This Administrative Analyst II (Finance) reports to the Chief Financial Officer (CFO) and is responsible for performing a variety of administrative and analytical work in support of the CFO, Deputy CFO, and the Finance Division for the San Mateo County Transit District (SamTrans). SamTrans is the managing agency for three additional agencies: Peninsula Corridor Joint Powers Board (Caltrain),. San Mateo County Transportation Authority (TA), and the San Mateo County 101 Express Lanes Joint Powers Authority (SMCELJPA). 

Essential Functions & Duties

• Liaise with and respond to internal and external stakeholders on Finance items. 
• Makes recommendations for action; prepares narrative and/or statistical reports. 
• Ensure departmental compliance with District’s policy and procedures. 
• Develop Standard Operating Procedures (SOPs), manuals, training materials and templates for internal and external customers. 
• Represent and develop responses to program audit requests/findings for departments including Finance, and Contracts & Procurement. 
• Oversee administration of Office of the CFO document control processes, including recording maintenance to ensure compliance with established policies and procedures and third-party requirements.
• Ensure EEO policies and procedures are followed.  
• Identify and recommend staff training and professional development.

• Provide administrative support to the CFO and Finance leadership including proactive engagement with CFO to manage scheduling/calendaring.  
• Prepare agendas, reports, studies, conduct analysis as needed.  
• Coordinate and organize drafts for staff reports and resolutions issued by the CFO and Finance leadership. 
• Manage submissions for Board items, including timing and tracking of submissions, and engaging with stakeholders to adhere to timelines. 
• Partner with and liaise with Human Resources on key Finance issues including recruitment, training, interns, position control, org charts, and other activities.  
• Primary P-Card holder for Finance Division; makes purchases including office supplies for the Finance Division, ensuring purchases have proper documentation and accounting codes, and performing monthly account reconciliation of these purchases in PeopleSoft. 
• Manage the department’s records retention efforts to ensure timely disposal of records in accordance with established procedures. 
• May assist in developing and administering annual Finance Division budgets, including analyzing current and historical trends, determining variances, and improving cost effectiveness. 
• Develop and present training and technical assistance to staff and contractors on agency contracting policies, procedures, and requirements including onboarding process.

Minimum Qualifications

The Office is seeking a motivated individual with the ability to work independently and also in a team environment. This position is responsible for performing legal secretarial duties requiring both sound judgment and good technical skills. These duties may include, but are not limited to, transcribing, preparing, processing, and e-filing pleadings/briefs in the various state and federal courts; preparing and processing correspondence, contracts, ordinances, resolutions, City Council memoranda, and other legal documents and instruments; maintaining calendars for attorneys; answering telephones and contacting other offices to provide, obtain, and/or coordinate information and/or appearances; performing office filing; and organizing and maintaining a wide variety of information and materials in support of attorneys. The skill level of this position places strong emphasis on accuracy, quality, and attention to detail. A strong knowledge base of legal procedures and court rules (federal and state) is desirable. This position involves a variety of legal matters including civil litigation, workers' compensation, and all aspects of municipal law. Incumbent must be proficient in the use of personal computers and able to work with various types of software in the Microsoft Windows environment.
