Position Summary

Under the general direction of the Senior Director of Transit Operations, this management level position is responsible for the overall management and delivery of Golden Gate Transit’s bus operation throughout its service area, including operational activities at 4 operating divisions located in Sonoma, Marin, and San Francisco counties. This position is further responsible for staff development, dispatching of transit equipment and transportation staff, administrative and budget oversight of operational activities and programs, safety management system and emergency response efforts, and labor relations. Works effectively with other District staff and project teams that support the Golden Gate Transit bus operation and performs other duties as required.

Essential Responsibilities

• Demonstrates leadership on a daily basis to help guide the Bus Division in achieving its vision and goals
• Leads and manages a team of approximately three hundred inclusive of Transportation Field Supervisors, Dispatchers, Bus Operators, and unit managers
• Manages and directs the operation of the Transportation Unit to ensure that bus service is provided as scheduled in a safe, cost efficient manner
• Identifies and assigns appropriate resources within the District to support bus transit operations using highly sophisticated technologies
• Formulates, publishes and administers operating policies and procedures
• Analyzes transportation service problems, accident records and prepares reports and recommendations concerning service improvements and the elimination of accident hazards
• Oversees the control of all scheduled equipment entering the various lines and routes supervised
• Responsible for the interpretation and enforcement of rules, regulations and policies of the Transportation Unit, the District, and Memoranda of Understanding as well as applicable state and federal regulations governing the operation of public transit systems
• Oversees the investigation of complaints pertaining to service and operating personnel; ensures staff is coached, counseled, and/or issued corrective actions/discipline in a timely manner and as defined by pertinent collective bargaining agreements, the District’s Human Resources Guide and/or other District policies
• Acts as the District’s liaison with union officials; participates in labor negotiations as a member of the District’s team
• Reviews disciplinary action and grievances and may act as the District’s representative in arbitration cases
• Participates in the development of the annual department budget, including forecasting future workforce and budget needs
• Represents the District at meetings with representatives of government agencies, professional business and community organizations and the general public; may attend meetings with other transit agencies pertaining to all phases of transit operations
• Ensures that appropriate safety and health policies, procedures and programs are implemented effectively; adequate resources and priorities are assigned to correcting hazardous conditions, and; applicable safety programs are carried out
• Works in partnership with the HR Department on staff development and wellness efforts that allow for employees’ continued professional growth and sense of inclusiveness
• Works closely with Bus Division Directors to ensure that Golden Gate Transit services are managed and delivered to the highest standard with respect to safety, customer service, regulatory compliance, and operational efficiency and effectiveness
• Supports other District staff in project and/or program delivery by providing subject matter expertise in Golden Gate Transit policies, procedures, programs and operations
• Knows and follows the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
• Performs additional related duties as assigned

Minimum Qualifications

Education and/or Experience:  

* A Bachelor’s degree in Business or Public Administration or related field from an accredited college or university. Additional qualifying experience may be substituted on a year for year basis in lieu of a Degree. A written statement detailing qualifying experience must be submitted with the application.  

* A minimum of five (5) years of supervisory and administrative work experience within the public transit industry, including position related experience in bus transit operations, street supervision, dispatching, scheduling and labor relations.

Required License:  Must possess and maintain a current, valid California Class C driver's license and satisfactory driving record. No DUIs or reckless driving infractions within the last 7 years. No more than 2 moving violations within the last 3 years. Operates District vehicles on a regular basis.

Physical Requirement: 24-hour call position which requires ability to work beyond standard office hours to attend evening and weekend meetings, meet with employees working swing and graveyard shifts and respond to emergencies.

Required Knowledge, Skills and Abilities

Knowledge of: Modern principles of management, administration, supervision and training, budget preparation, and standard business ethics. All applicable state and federal regulations regarding bus transit operations. Workers’ Compensation, FMLA, ADA rules and regulations. Federal Transportation Administration (FTA) and District drug and alcohol regulations. Principles of labor relations and collective bargaining. 

Skills or Ability to: Learn, manage, and regularly use sophisticated technologies including Hastus, Init, Swiftly, and other business intelligence and enterprise tools; ability to coach and instruct others on the effective use of technology is necessary. Analyze, address and solve problems effectively, quickly and in cooperation with others, especially in an emergency/crisis situation. Maintain flexible and agile nature and approach to daily operations, in order to effectively manage and address the dynamic nature of bus operations and public transit ridership needs. Manage complex projects from inception through implementation. Make effective decisions under pressure, meet critical deadlines, and follow-up assignments in a timely manner. Motivate and inspire employees to perform to the highest standard. Effectively assign and coordinate work, as well as provide regular constructive and supportive feedback to team members for maximizing performance, morale and organizational wellness. Establish and maintain cooperative working relationships with peers, subordinate personnel, and representatives of other organizations. Prioritize and organize work schedules to meet the District’s goals and objectives. Read and interpret Memoranda of Understanding and work effectively and professionally with union representatives. Enforce management policy with respect to operating transit equipment. Use computerized record systems, personal computers, and to learn software programs applicable to the department. Prepare, maintain and analyze a variety of reports and documents. Prepare clear, complete and concise reports for various audiences including the Board of Directors, Executive Management, Mid-managers, and frontline staff. Communicate clearly and effectively, in oral and written form, using correct grammar and spelling. Maintain a high degree of confidentiality. Prepare and deliver informational presentations to various groups ranging from the District’s Board of Directors, to transit associations and community groups.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints. • Actively develops and fosters community partnerships and demonstrates integrity and professionalism within the organization and community.
• Represents the City and the department in a courteous, professional manner.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

As an Office Assistant it is also integral to have a positive attitude and demonstrate good leadership to assist other members of the team and help ensure day to day operations run smoothly.

Position Summary

Under general supervision, performs repair, maintenance and alterations of electrical equipment including toll equipment and facilities on the bridge, shops, roadways, administration building and other District offices.

• Performs routine maintenance on all electrical and related equipment, according to established maintenance schedule, for bridge facilities and buildings and for other divisions as requested.
• Inspects and repairs electrical motors, transformers, switch gear, heating, ventilating and air conditioning controls, alarms, signal systems, navigation aids, roadway lighting.

Position Summary

Under direction of the Superintendent of Facility and Equipment and/or Chief Laborer, performs general labor and janitorial duties for routine maintenance and repair of District buildings, roadways and facilities.

Essential Responsibilities

•  Sets up lane closures and diversions for crews working on roadway.
• Cleans and repairs roadways, installs pavement markers and signs.
• Cleans drains on Bridge roadway, approaches and anchorages; sidewalks on Bridge and approaches, drainage ditches, parking lots, anchorages and pylons, shops, public restrooms, painters' locker room, bus stops, vault and toll booths; and picks up garbage.
• Assists Carpenters, Cement Masons and Gardeners in performing their duties.
• Assists other maintenance crafts in removing asphalt pavement or concrete, excavation and backfilling and repair of asphalt pavement and concrete structures.
• Moves office furniture as required.
• Drives equipment.
• Landscaping and trimming/cutting trees.
• Operates chainsaw, weed eater, leaf blower, lawnmower, street sweeper and scrubber.

Position Summary

Under the direction of the shift Supervisor, places and removes traffic tubes in roadway as needed for traffic diversion on Bridge and in Toll Plaza. Cleans and polishes District vehicles, cleans and services traffic tubes and restrooms, works varied hours and shifts, assists Shift Supervisor as needed and performs other duties as required.

• Weekend & Holiday Shifts Only:  6:00am - 2:30 pm or 2:30 pm – 11:00 pm (16-hour work week)

Essential Responsibilities

• Relocates traffic tubes for reversal of traffic on Bridge and in Plaza
• Cleans and polishes District vehicles and assist in servicing District vehicles
• Cleans and services restrooms
• Services Emergency Operations Vehicles on week ends
• Cleans and re-tapes traffic tubes
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.

• Drive a truck with a clutch and manual transmission (prefer 4-speed transmission)

Position Summary
Under general direction, this position performs a wide range of duties to ensure efficiency, compliance, and effective management to support the Deputy General Manager and Bus Division. Works very independently to provide complex, confidential, and high-level support primarily to the Bus Deputy General Manager. The position reports directly to the Bus Deputy General Manager.

Maintains a professional demeanor for sensitive matters of personal communication; exercises the highest level of discretion, confidentiality, and independent judgment in support of the executive responsibilities of the Bus Deputy General Manager. Works alongside internal and external contacts to manage time and prioritize projects as assigned by the Bus Deputy General Manager, department Directors, and staff to produce deliverables and meet deadlines routinely and with special projects. Routinely makes decisions that significantly facilitate the work of the Bus Deputy General Manager and associated staff. Responsibilities include regular contact on behalf of the Bus Deputy General Manager with federal, state, and local government officials, consultants, members of the Board of Directors, and all levels of District personnel to exchange information.

The position has no backup to perform tasks. Hence, during absences, tasks will be completed upon return or, with the support of the Bus Deputy General Manager, will develop and implement a plan prior to departure to have necessary tasks performed by other Bus Division staff.

Essential Responsibilities
A.    Administrative Support Functions:
•    Coordinates scheduling of meetings, conference calls, events, and other scheduled engagements for the Bus Deputy General Manager
•    Follow ups with District staff or external agencies for Committees in support of the Bus Deputy General Manager and Bus Division
•    Prepares meeting materials and board packets for the monthly Board of Directors meeting, ensuring they are reviewed by the Bus Deputy General Manager ahead of schedule
•    Attends department meetings, as well as composes, prepares, revises, and distributes meeting agendas, minutes, and reports of such meetings for the Bus Deputy General Manager
•    Maintains and updates inter-departmental calendars to support project scheduling
•    Monitors and gathers data from various sources for weekly, monthly, quarterly, or yearly reports compiled by the Bus Division
•    Prepares and enters travel authorizations into the Financial Database and OnBase, researches airfare and hotel accommodations, and books travel for trainings and conferences
•    Approves Travel Authorization and Travel Expense forms for assigned Bus Division staff
•    Reconciles Procurement Card purchases for assigned Bus Division staff, auditing charges for approval on a monthly basis through the Wells Fargo Commercial Electronic Office
•    Prepares and sends out correspondence on behalf of the Bus Deputy General Manager to the Executive Team, District Staff, and/or external partners as required
•    Monitors, tracks, and compiles correspondence or contact activity with customers, vendors, consultants, and other partnering Transit Agencies statewide

B.    Administrative Oversight and Policy Development:
•    Oversees assigned administrative support functions including budget, purchasing, or other specialized department programs; direct the work activities of assigned clerical and technical personnel; prioritize and coordinate work assignments; review work for accuracy; recommend improvements in workflow, procedures, and use of equipment forms.
•    Develops and implements operational, administrative, program, and other policies and procedures.
•    Participates in the preparation and administration of assigned budget(s); maintains and monitors appropriate budgeting controls.
•    Collects, compiles, and analyzes information from various sources on a variety of specialized topics related to programs administered by the position or by management staff; writes reports which present and interpret data, identify alternatives, and make and justify recommendations.
•    Assists in the drafting and implementation of department policies and procedures.
•    Participates in special projects including research of new programs and services, budget analysis and preparation, and feasibility analyses; prepares and presents reports; participates in a variety of department operations.
•    Prepares comprehensive technical records and reports pertaining to assigned area of responsibility; conducts research and comprehensive data collection efforts to support analysis.

Minimum Qualifications
Education and/or Experience: 
•    A Bachelor’s degree in Business, Finance, Public Administration, or in any related field. Qualifying experience may be substituted on a year-for-year basis in lieu of education. 
•    Requires a minimum of three years’ recent full-time position related experience in one or more of the following functional areas: budget analysis; financial/fiscal analysis and reporting; program analysis, evaluation and/or planning; or other functional areas related to the duties of this position where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and/or implementation of major programs and functions of the department/organization
•    Must be able to demonstrate proficiency using advanced word processing, spreadsheet and database software; prepare analysis, presentations, and spreadsheets using Excel.  PowerPoint is desirable
•    Government experience is desirable 

Required License:  
•    Must possess and maintain a current, valid California driver's license and satisfactory driving record

Physical Requirement:  
Mobility to work in a typical office setting. Ability to communicate in person and over the telephone. Ability to read printed materials and a computer screen. Ability to travel to District facilities. Routine use of computer, telephone and other office equipment.

The Sheriff’s Activities League Executive Director plans, coordinates, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to youth programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior level management within assigned area of specialization. The Executive Director receives general direction from the assigned senior level manager and will exercise direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants, and contract service providers.

The ideal candidate will possess the following characteristics:

• Competency in preparing youth to meet the challenges of adolescence and adulthood and achieve his or her full potential.
• Understanding of activities and experiences that help youth develop social, ethical, emotional, physical, and cognitive competencies as well as insight on the stages that all children go through to acquire the attitudes, competencies, values, and social skills they need to become successful adults.
• Ability to implement positive youth development programs to strengthen young people’s sense of identity, belief in the future, self-regulation, and self-efficacy as well as their social, emotional, cognitive, and behavioral competencies. Outstanding interpersonal communication skills, both verbal and written, to effectively connect with a diverse group of individuals.
• Extensive experience with fundraising, as well as developing and maintaining funding sources, including grants and donors.
• Proficient in developing and managing budgets for projects and programs. Ability to analyze budgetary data, identify potential cost-saving measures, and ensure adherence to financial constraints.
• Demonstrated understanding of the principles and methodologies involved in designing, implementing, and evaluating various types of programs.
• Strong commitment to personal and professional growth and staff development.
• Excellent time and project management skills.

Additionally, the ideal candidate will possess any combination of the following education and experience:

• A Bachelor's degree from an accredited college or university in public or business administration, management or a related field; or
• A Master's degree from an accredited college or university in public or business administration, management, child development, or a related field.
• Four to six years of progressively responsible administration or management experience in a Police/Sheriff Activities League or similar non-profit community service organization which includes experience working with a volunteer board.

As the Executive Director, your responsibilities will include:

• Planning, directing, monitoring, and evaluating the effectiveness of comprehensive county-wide services and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Directing, coordinating, and participating in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community needs.
• Acting as a liaison between the Sheriff and executive staff, advisory boards, the SAL Board of Directors, and program staff to ensure adherence to policies and guidelines, and that programs receive adequate funding to maintain both mandated and expected levels of service.
• Maintaining effective working relationships with a variety of public and private organizations, including other county departments and agencies.
• Consulting with other program managers on relevant program issues; developing alternative strategies for addressing community needs related to youth and assisting in the implementation of solutions as necessary.
• Conducting or participating in negotiating contracts with outside vendors, consultants, or organizations; monitoring and evaluating the fiscal and legal liability of such contracts.
• Acting as an advocate and spokesperson in the community in support of SAL and its mission.
• Preparing, administering, and monitoring the program budget to ensure the accomplishment of program and service objectives within budget constraints.
• Acquiring, developing, and maintaining funding sources, such as grants and donations.
• Providing highly complex staff assistance to the Sheriff and executive team, the SAL Board of Directors, and other stakeholders on program issues.
• Preparing detailed written reports, policies, procedures, and contracts.
• Selecting, supervising, training, and evaluating civilian SAL managerial, professional, technical, and clerical subordinates.
• Recruit and leverage volunteers to support community programs.
• Performing related duties as assigned.

Examples Of Duties

Duties may include, but are not limited to, the following:

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years of experience in a health, social or community services organization, including at least two years of significant responsibility for one or more of the following: program and budget development or coordination of community resources or program evaluation.
