THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):
  • Employee contributes 3.75% of salary
  • City of San Rafael contributes 3.75% of salary

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to the completion of the twelfth grade.

Experience: One year of general clerical experience related to assigned area and at a level comparable to an Office Assistant I with the City.

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. Performs other duties as assigned.

The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Personnel Functions: Acting as a liaison to Human Resources and assisting in various personnel functions including recruiting, onboarding, training coordination, tracking, and calendar updates as necessary to ensure timely personnel management. 

• Contractor and Consultant Procurement: Supporting the procurement process for contractors and consultants, including contract administration and tracking of services rendered.

• Street, Tree and Neighborhood Assessment Districts: Managing Special District programs, including but not limited to, development of assessments, regular rate review and updates, stakeholder outreach, coordination and recommending required council action. 

Examples of Essential Duties (include but are not limited to):

• Support the assigned Department Head or manager in achieving division/department-wide goals and initiatives with analysis, management, and program development.
• Carry out special projects and assignments related to the overall objectives of the division or department. Examples of projects and assignments include but are not limited to: recruitment and training, grant-writing, research, marketing, public-private partnership opportunities, and others.
• Promote programs and stake; create marketing materials and newsletters and communicate with the public. 
• Perform research, conduct surveys, and provide statistical analysis and evaluation as assigned.
• Analyze federal and state laws and regulations as they relate to assigned programs and ensure appropriate compliance measures are included in policies and training.
• May be assigned to provide administrative support to a City board, commission, or committee which includes: preparing and distributing agendas, taking minutes, acting as a liaison.
• Coordinate and participate in training of personnel.
• Prepare comprehensive written reports regarding program activities.
• Regularly interact with other city staff, city council, community representatives and citizens regarding programs.
• Answer questions and provide information to the public, outside agencies, and City staff.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Program Overview:

As an intern at the City of Simi Valley, you will be provided with on-the-job training and experience working in local government while you continue to work on obtaining your educational degree. In addition, you will build employment skills, and establish a professional network.

Details:

• Start Date: Monday, August 12, 2024

• In-person in Simi Valley (we do not offer remote internships)

Qualifications:

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Records Supervisor. The Police Records Clerk will provide a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintaining accurate Police statistics, records, and files; conducting business and transactions with the public, in person and by telephone; is available for occasional night and/or weekend duty as required, and performing other related work as required.

BASIC EXAMPLE OF DUTIES

THE DEPARTMENT

The American Canyon Police Department provides first response services to all forms of emergencies and crises.  The Department provides public safety by enforcing the Penal Code, Health and Safety Code, Vehicle Code, and local ordinances.  American Canyon Police Department is comprised of 24 sworn peace officers, two non-sworn Police Technicians, and an Administrative Clerk.

THE POSITION

The Police Technician performs a variety of non-sworn, administrative and field support tasks associated with law enforcement support services, which may include property and evidence collection, crime prevention, parking enforcement, vehicle abatement, and community relations; to maintain confidential and highly sensitive records related to police activities; and to perform a variety of tasks relative to assigned areas of responsibility.

This is a high-profile position with frequent interactions with community members in often difficult circumstances. The quality of the work performed in this role is reflective of the standards of the Department and the City. This is a uniformed, civilian position that does not require peace officer status. However, a detailed background investigation, medical exam and drug screening is required due to the sensitive nature of the work involved.

This position is not designated for retired annuitants.

THE POSITION

Typical duties performed by a Police Technician may include, but are not limited to, the following:
 

• Patrol areas of the City to identify and resolve parking violations and traffic hazards and enforce applicable laws; respond to citizen complaints regarding parking and abandoned vehicle laws; tag and arrange transportation of abandoned vehicles.
• Provide assistance, information and directions to motorists; assist in the coordination of Police Service support for special events in the community; provide traffic control at local schools.
• Respond to non-emergency calls and service requests; take information from citizens and prepare crime reports for non-active calls; interview victims, suspects and witnesses, as directed, and provide referral information.
• Assist with Neighborhood Watch meetings and other crime prevention activities; provide information to interested citizens on neighborhood alert procedures; assist in coordinating crime prevention public displays.
• Collect, receive, and safeguard property/evidence; maintain evidence chain-of-custody records; transport evidence to Sheriff’s Department, Department of Justice, and outside crime lab.
• Coordinate public education, safety and prevention programs, and community outreach activities related to assigned responsibilities.
• Serve as liaison between court staff and Police Officers; assist Police Officers with follow-up evidence requests from the District Attorney’s Office. 
• Log and distribute subpoenas to officers and citizens.
• Receive calls; respond to citizen’s questions and complaints within established guidelines; distribute calls for officer assistance to communications centers; take and relay messages to department personnel as required.
• Handle the abandoned vehicle program to include locating and citing abandoned vehicles and overseeing the towing away of the vehicle.
• Coordinate various crime prevention, volunteer, and community policing programs.
• Research and compile statistical data.
• Assist Police Officers with vehicle and person searches.
• Drive a City vehicle to respond to citizen/officer requests; assist and support patrol division in the performance of their duties in the field.
• Assist with coordination of fleet maintenance and daily fueling of vehicles. 
• Respond to public inquiries in a courteous manner.
• Complete special projects as assigned.

THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp). This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).  

This position performs the following essential job duties (including but not limited to):

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee.

• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.
