ABOUT THE POSITION

The Executive Assistant in the Executive Office will be reporting to the Executive Operations Manager. This position will support the office by performing administrative work to facilitate Board and Committee meeting agenda packets, attend in-person meetings, provide administrative support to the Executive Office, while providing day to day support to the Deputy Executive Officer of Engineering and Compliance.  Duties may include scheduling, travel arrangements, logistical preparation for upcoming meetings (i.e., internal, and external).  Incumbent may perform other specialized work as assigned and is expected to use sound judgment and maintain confidentiality.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Desirable qualifications/skills Excellent communication and presentation skills, with the ability to adapt to the audience. Professionalism and good judgement in representing an agency/company with external stakeholders including the public, businesses, and other agencies. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

What You'll Do

The Public Works Department is responsible for the City's major capital projects and infrastructure including streets, sidewalks, streetlights, traffic signals, sewer and storm conveyance systems, and pump stations.  The Department is also responsible for the efficient management of the City's traffic operations and review of right-of-way impacts associated with private developments.

Transportation is and continues to be of importance to our Department and the community.  Traffic congestion plagues many of the peninsula cities.  Belmont has taken a proactive approach by continuously looking for transportation improvements, such as roundabout design, multimodal enhancements, and an adaptive signal operation system on our main East-West connection, Ralston Avenue.  Another pivotal project is the development of a citywide Transportation Master Plan, to help guide the City for its future growth.

Private development has grown significantly in the City the last 5 years, including biolife sciences, housing, and mixed-use developments.  Most notable are the Conceptual Development Plan and Development for the Belmont Stanford Campus at Notre Dame de Namur University and the Annexation of the Harbor Industrial Area from the County of San Mateo.

This invitation is focused on recruiting a Senior Engineer for private development and permitting services.  Key assignments include leading staff and managing consultants and contractors through the private development process, as well as managing the permitting services.  However, the Senior Engineer may be assigned to work in any of the work areas mentioned above.

In addition, the Senior Engineer assists in preparing and monitoring operating budgets in connection with assigned programs and contract management.  Effective communication skills and the ability to recognize the interconnectedness of the various civil disciplines and stakeholders are critical to the success of this position.  This position is public-facing and may be needed in planning commissions and city council meetings.  This position involves direct supervision of a growing team of 3-4 staff members, which may include engineers, engineering technicians, and contract staff.

Generally, the Senior Civil Engineer supervises, assigns, reviews, and participates in the work of staff responsible for performing professional and technical engineering services in the design and management of public works capital improvement projects, private development, permitting and other services, ensuring high work quality and adherence to established policies and procedures.

Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including management of the most complex engineering projects or exercising lead direction over lower-level staff.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The responsibilities and duties of the Senior Civil Engineer may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing professional engineering services in the design and management of public works capital improvement projects.
• Establish schedules and methods for providing engineering services, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
• Participate in the development of policies and procedures, monitor work activities to ensure compliance with established policies and procedures, and make recommendations for changes and improvement to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives and implement approved policies and procedures.
• Perform the more technical and complex tasks of the work unit, including management and administration of construction and professional services contracts.
• Supervise and participate in the work of lower-level engineering staff in the preparation of project plans, specification, cost estimates, and contract administration for capital projects.
• Supervise and participate in the inspection of capital projects, ensure compliance with applicable codes and regulations and provide resolutions to construction problems.
• Prepare and/or review professional civil engineering designs for assigned projects utilizing a variety of computer software programs, perform detailed calculations and computations, and prepare and/or review the adequacy and accuracy of computations, preliminary layouts, and design work from field and survey data.
• Review and approve changes to approved plans and specifications and process a variety of permits.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Participate in the selection of technical engineering staff, provide or coordinate staff training, work with employees to correct deficiencies, and implement discipline procedures.

Position Summary

Under general direction of the Ferry Maintenance Manager, this position will be responsible for developing and implementing comprehensive maintenance job plans for our fleet of passenger ferries and facilities. The Ferry Maintenance Planner is responsible for all aspects of the planning process with the goal of improving workforce productivity and work quality by eliminating potential delays and obstacles. This position is also responsible for analyzing and interpreting data and preparing correspondence and reports with recommendations to management.

Essential Responsibilities

• Develops and maintains a comprehensive job plan library to support maintenance activities for the ferry division assets, including routine inspections, preventative maintenance, and repairs, at the direction of the Ferry Maintenance Manager.
• Performs fact finding job walks and inspections against maintenance service requests to create effective maintenance job plans.
• Collaborates with Ferry Maintenance Manager and Shop Foreman to coordinate maintenance activities, ensuring minimal disruption to ferry operations.
• Works with store room and procurement personnel to ensure parts availability in line with maintenance work plans and schedules.
• Uses work order data and job plans to optimize on-hand inventory, identify and maintain sufficient critical spares inventory
• Coordinates with external vendors and contractors for specialized maintenance and repair services.
• Ensures contractors are notified of any safety requirements prior to arrival on site.
• Reviews work order actuals (parts, labor, requisitions) data prior to records being closed.
• Identifies trends, optimize maintenance work plans, and improve overall maintenance efficiency by finding and eliminating defects in process and design.
• Prepares reports and documentation related to maintenance activities including work orders, maintenance logs, and equipment records. 
• Ensures compliance with all relevant safety regulations, industry standards and Ferry Division Safety Management System.
• Assists in the development and implementation of training programs for maintenance staff.
• Stays updated on industry best practices and emerging technologies in Reliability Centered Maintenance.
• Undertakes improvement initiatives to support maintenance performance.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

Education and/or Experience: 

• Associate degree in a related technical field. Qualifying Experience may be substituted on a year-for-year basis in lieu of education
• Four (4) years of experience in industrial or transportation maintenance, preferably in the maritime industry.  
• Experience in using a Computerized Maintenance Management System, CMMS (IBM Maximo Preferred)
• Experience at an advanced level preforming maintenance-based planning (Labor, materials, tools, impact to operations) and technical administrative responsibilities is desirable. Must be able to demonstrate proficiency using advanced word processing, spreadsheet and database software; prepare analysis, presentations, and spreadsheets using Excel.

Required License: 

Must possess and maintain a current, valid California driver's license and satisfactory driving record.  

Physical Requirement: 

Working inside and outside in all weather conditions. Work around fumes, odors and dust in an occasionally high noise level environment. Ability to access and inspect all above and below deck spaces and voids. Ability to travel to District facilities. Routine use of computer, telephone and other office equipment.

Position Summary

The first 6-months will be at a Dispatcher Trainee status. Every two months during training, there will be a step increase as follows: 

Dispatcher II Trainee: 

Step 1 : $29.85

Step 2 : $33.83

Step 3 : $37.81                

Once you successfully complete the trainee status, the starting salary step is $39.80 with the highest step being $47.95 

This position reports directly to the Operations Control Manager, who provides general supervision, guidance, and assistance.  A substantial portion of the dispatcher’s work is assessment of unscheduled events and corrective action follow through.   Dispatcher’s work is evaluated by performance in maintaining scheduled and unscheduled service, dealing with emergency situations, supervision of bus operators, and interaction with bus transportation supervisors.
 
The primary responsibility of the Dispatcher is to make work assignments to bus operators in accordance with the labor agreement; within a geographic service area, to safely maintain scheduled and unscheduled service. An additional responsibility is to act as a Radio Dispatcher as required.   The position may require working on extended shifts. 

Essential Responsibilities

• Develops a daily dispatch plan, based on the availability of equipment and operators, and modify the plan as conditions or events change during the day.
• Responsible for maintaining scheduled and unscheduled service at a rate greater than 99% of all schedules while minimizing additional costs of overtime.  
• Possesses the knowledge and interpretation of the labor agreement in scheduling the extra board, making work assignments, and handling a wide variety of operational situations.
• Assists, coordinates, and provides radio contact for bus transportation supervisors in the field, and dispatches them as needed to respond to situations requiring supervisor’s presence.
• Verifies accuracy and functioning of time clocks, checks vehicle/operator supplies, reviews daily schedules, and verifies bus operator’s medical card and driver's license.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during working hours using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

Minimum Qualifications

Education and/or Experience: Minimum of one (1) year of customer service experience in a fast-paced environment or experience in dispatching vehicles. Transit experience is preferred. Must pass the Dispatcher Training Program and Probationary Period. (This will include classroom instruction. The classroom instruction will consist of tests that must be passed. There will be modules on District fares, routes, knowledge of bid cycles, run books, policies, procedures, and MOU procedures, along with other paperwork associated with the duties of this position.)
 
Required License: Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than 2 moving violations within the last 3 years. No DUIs or reckless driving infractions within the last 7 years. May operate District vehicles. 
 
Physical Requirement: Lift up to 50-pound boxes and supplies. May require long periods of standing. Frequent bending and reaching. Long periods of working at a computer workstation. Constant use of sight abilities including hand/eye coordination, near range vision for sorting, and accessing written material.  Constant use of hearing and speech abilities to communicate with operators; give/receive instructions via the telephone, and radio.

General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II!

Facilities Maintenance & Operations

FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

Our team turns the screws, tightens the bolts, hammers the nails, paints the walls, and types in the codes to keep all the buildings and their systems working. If it's loose, stuck, hot, cold, light, or dark FM&O gets the call. Whatever it takes, our team does it with professionalism, care, and heart!

Position Overview

Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.

Important Info

Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment.

The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

WORK HOURS:  The Library is open seven days per week, some evenings until 8:00 p.m. Hours vary and may include evening and weekend shifts.
