The City of San José - San José Mineta International Airport is currently recruiting for Senior Airport Operations Specialist for the Airport Operations Division. This position performs work under the immediate supervision of an Airport Operations Supervisor and the Manager-on-Duty to support the variety of airport operations duties related to compliance, enforcement and customer service essential to the 24-hour operation of a medium-hub international airport. Typical duties and responsibilities include the following:

Airside Operations:

• Respond to emergencies, distressed or disabled aircraft, hazardous materials spills, wildlife or other airfield accidents or incidents

• May perform airfield inspections and other operations duties in support of airside.

• Coordinates cleanup efforts, prepares detailed informational and operational reports related to safety/security incidents, injuries and accidents.

• Use vehicle to patrol the airfield to inspect and observe aircraft, tenants, perimeter fences, gates to ensure compliance with applicable regulations and act to correct deficiencies.

Terminal Management / Customer Service:

• Coordinate common use resources (gates, remote parking, ticket counters, bag belts) to maintain safe, efficient day to day operations.

• Assist in documenting and resolving disruptions to operations such as bag jams, passenger queue control and irregular airline operations.

• Regular inspections of the terminal facility to ensure a clean, reputable terminal facility is available to the traveling public.

• Conducting customer service surveys to drive improvements for the overall passenger experience.

Landside Services:

• Uses data entry and personal interaction to process permits, reports, and work orders to ensure regulatory compliance and exceptional customer service.

• Observes, records, and enforces activities conducted on the Landside (terminal curbs, roadways, traffic control, public & employee parking facilities, and Ground Transportation areas).

• Responds to emergencies, vehicle accidents, or other Landside incidents to maintain a safe and efficient operation. Includes on-site inspection of the area, and performing or coordinating activities as required.

Security Compliance:

• Perform surveillance, inspection and investigations for enforcement of the Airport Security Program, investigates security breaches and violations.

• Use of a vehicle to patrol the airport to inspect tenants, perimeter fences, employees, and contractors to ensure compliance with applicable regulations and take action to correct deficiencies.

• Enforces proper procedures for Airport's Access Control System to prevent unauthorized and/or unescorted access to the Air Operations Area (AOA)

Airport Operations Center:

• Monitors the Airport's CCTV, Access Control, Fire Monitoring System, Building Management and Baggage Handling Systems. Coordinates appropriate responses.

• Monitors and utilizes all Airport and public safety radio frequencies.

• Performs passenger paging and other customer service functions throughout the facilities.

• Coordinates internal Airport/Tenant communications via radio, telephone etc.

In addition, the Senior Airport Operations Specialist will be required to multi-task and utilize various computer programs within each section of Airport Operations including Access Control System, Resource and Gate Management systems, Internet Protocol Television (IPTV). The Senior Airport Operations Specialists will also be expected to manage multiple phone lines and radio channels to coordinate airport activities within the AOC and perform a variety of general clerical duties such as: filing, preparation of records, forms, and other pertinent documents.

Other duties the Senior Airport Operations Specialist may be assigned include but are not limited to; compiles data, prepares reports, completes necessary and required forms and oversees recordkeeping to provide top-notch customer service to business stakeholders and the traveling public. Successful candidates must demonstrate excellent communication skills and the ability to handle confidential and sensitive information. Ideal Candidate
The ideal candidate has in-depth procurement and contracts experience, whose substantial experience includes transit construction projects.  The candidate will oversee and manage the procurement and administration of all procurement and contracts for the BART Silicon Valley Phase II (“BSV II”) Project, including procurement and contract administration of Technology, Architectural, and Engineering (“A&E”) and other professional services contracts and major high-value, complex construction contracts with potentially various delivery methods, including Design-Bid-Build, Design-Build, Progressive Design-Build, and CM/GC.
 
The ideal candidate is familiar with both contract change management and contract claims management processes for change requests, amendments, and contract claims that arise during the administration of a transit construction project.  
 
The candidate’s in-depth experience will necessarily lead to candidate-led interfaces with BSV2 Project Controls, Design, Construction, and Risk teams, among others, such that procurement schedules are managed in alignment with the overall Project schedule.  
 
The candidate will oversee the development of Request for Qualifications, Request for Proposals, and Invitation for Bids, ensuring they comply with FTA, state, local, and VTA requirements; identify changes that are required and have the skillset to draft revisions to standard templates and General Terms and Conditions to submit for approval.  
 
The candidate coordinates with the BSV II Project to widely market upcoming procurements prior to formal advertisement to attract competition in BSV II procurements.  The candidate oversees the pre-advertisement industry events.
 
The candidate conducts the pre-bid and pre-proposal conferences, the bid openings on the Bid Due Date, conducts formal Discussions with proposers and oversees the evaluation process.
 
The candidate will provide guidance and direction to the Project Team preceding contract negotiations where permitted or required, such as negotiations of cost and pricing for A&E contracts.  The candidate has the skillset to draft a Negotiations Strategy Memo that considers multiple factors, including an analysis of the independent cost estimate, the proposer’s cost proposal, and market conditions.  The candidate and their team will oversee the negotiations, ensuring all proper documentation is in place and negotiations are conducted in a disciplined manner.  The candidate must prepare the record of negotiations and cost analysis prior to awarding the contract or contract amendment.
 
The candidate manages all bid protests, analyzes each bid protest, and provides recommendations of their disposition supported by clear facts, supporting documents, and persuasive arguments.   The candidate must have excellent written and oral communication skills.  
 
The candidate will execute contracts on behalf of VTA within signature authority as delegated by the Chief Procurement Officer.
 
The candidate will represent VTA at all disciplinary and other meetings.
For change orders, the candidate must lead the change order process, ensuring that there is a finding of merit and the cost is reasonable for the change in scope.  
 
The candidate will lead any and all procurement and contracts audits and reviews, including the FTA Triennial. The candidate will be responsible for maintaining contracts files of all BSVII contracts that are FTA requirements-compliant.
 
The candidate must have managerial skills to train and lead a group of contract administrators in all areas discussed above, including guiding them in rigorous management of their respective procurements.  
 
A 4-year Bachelor’s minimum education is required and a graduate degree is preferable.  Extensive experience in procurement and contracts is a must.   Experience in construction claims and even claims litigation is a plus.   This position is subject to VTA’s Telework Policy.

Under general direction, the Construction Contracts Administration Manager oversees and manages the procurement and administration of construction contracts including alternative delivery contracts such as Design Build (DB) and CM/GC (Construction Manager/General Contractor).

Minimum Qualifications

Sufficient training, education, and public or private sector experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree, and substantial, increasingly responsible contract administration experience in a public agency or transit setting involving highly complex, high dollar value contracts, with several years of supervisory experience.

Possession of procurement certifications, such as CPPO and/or CFCM, are desirable.

This position is responsible for performing transactional paralegal duties related to legal transactions for the Housing Department. The City Manager’s Office of Racial Equity (ORE) is responsible for advancing a citywide racial equity framework that will examine and improve San José’s internal policies, practices, and systems to eradicate  structural and/or institutional racism that exists in  City government and ultimately improve outcomes for Black, Indigenous, and People of Color. ORE will achieve this goal through community engagement, policy analysis and development, trainings, data collection, as well as stronger accountability measures for City departments. Racial Equity Senior Executive Analyst is integral to the City Manager’s Office of Racial Equity.

The ideal candidate will have substantive experience in:
• Understanding the local context regarding race, gender, and economic disparities and inequities
• Communicating and effectively presenting to people of diverse backgrounds throughout the community and organization 
• Cross-departmental and system collaboration to achieve collective impact
• General administration such as budgeting, report writing, and creating methods to track performance and communicate results
• Methods and techniques in research, data collection, statistical analysis, report preparation, and presentation

Primary Responsibilities:
• Support Office of Racial Equity leadership and staff through equity-focused strategic planning and identifying inequitable departmental policies and practices, while using a change management process
• Develop and implement tools and practices that center racial equity in Citywide analysis and decision making
• Review and analyze departmental policies and practices as they relate to racial equity, including both internal-facing policies  and external-facing policies and practices
• Assist Office of Racial Equity leadership and City Departments on best practices research on strategic topics of interest to the department, and stay abreast of national trends regarding racial equity, diversity, inclusion, and belonging

DESCRIPTION/RESPONSIBILITIES:
Position and Duties:
The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (closing the digital divide).  Executing this strategy requires accelerating Broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow for the City’s Small Cell and Macro Cell Teams that execute the Permitting and Inspection processes for the City.

The Broadband Permitting Project Manager (Senior Executive Analyst) works as a member of the Civic Innovation Team reporting to the Broadband Manager (Assistant to the City Manager) responsible for Broadband and Digital Inclusion.

The Broadband Permitting Project Manager directly influences over $1B in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capability, and delivers economic opportunities for the digitally under-served.

The Broadband Permitting Project Manager role requires a broad set of skills including project management, stakeholder coordination, strategic thinking, contract management, public policy, team leadership, and public collaboration. They will ensure City’s departments fulfill permitting in partnership with telecom providers demand by permitting communications facilities including cell towers, small cells, macro cells, and underground fiber optics, and conduit runs.  This role requires collaboration with various city departments including, but not limited to, other offices within the City Manager’s Office; the Emergency Operations Center; Planning, Building, and Code Enforcement; Fire; Library; Public Works; and the Office of Economic Development. Collaboration with public interest groups, community organizations, and other stakeholders will also be required.

The Broadband Permitting Project Manager responsibilities include the following:
• Execute and coordinate broadband permitting service levels across multiple departments with a balance of meeting industry needs and ensuring safe, well designed, and consistent review process.
• Coordinate with City departments involved with broadband deployment.
• Coordinate with the City’s Emergency Operations Center on telecommunications.
• Support Digital Inclusion efforts and oversight of the City’s Digital Inclusion Partnership.
• Collaborate with external stakeholders on community concerns with broadband deployments including individual residents and supporting community outreach.
• Measure weekly permitting performance and compliance with carrier agreement terms to drive improvements and provide clear communication.
• Report progress to senior City staff and telecom staff.

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

• Cross-system collaboration to achieve collective impact;

• Serving as a coalition-builder with the San José community and trusted to be a local leader of racial equity;

• General administration such as budgeting, report writing, and creating mechanisms to track performance and communicate results; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation.

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, strategic thinking, a commitment to customer service, and coalition building. The Racial Equity Manager responsibilities include the following:

• Develop, manage, implement, and evaluate a comprehensive workplan to achieve the goals and performance measures of the Office of Racial Equity;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

• Design and implement a budgeting for equity training, tools, and process;

• Develop and implement dynamic and professional development and skill development opportunities centered on equity, in partnership with training consultants;

• Supervise and manage a Senior Executive Analyst and interns;

• Work collaboratively with the Immigrant Affairs staff to ensure alignment with access and engagement priorities; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity.

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.
