The mission of the City of San José 's Park Ranger Program is to provide a safe, enjoyable park experience by protecting and educating the public, providing recreational opportunities, and by protecting, preserving, and enhancing the natural and cultural resources of the City's parks, trails, and open spaces.

Over the course of the program's 50+ year history, San José Park Rangers have worked to ensure a safe and enjoyable atmosphere in city parks. Park Rangers assist park users, provide information on appropriate park use, and educate visitors on park rules and procedures. As public safety officers, Park Rangers also render emergency medical care, conduct search and rescue operations, and perform wildland fire prevention patrols as well as provide initial wildland fire suppression. As stewards of the City's natural and cultural resources, Park Rangers work to protect and monitor park lands, restore native vegetation, maintain rustic hiking trails, and educate the public on the cultural and natural history of San José. Park Rangers also maintain safety and security in our neighborhood parks and along trails.

The Parks, Recreation, & Neighborhood Services Department is looking for a highly motivated, personable individual with strong leadership skills and innovative ideas to direct and organize park personnel in day-to-day operations in the protection of parks, trails, recreation facilities and watersheds within the City of San José.

Work schedule includes weekends, holidays and evenings and may fluctuate depending on season or condition.

Supervising Park Ranger Position & Duties:

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.

• Evaluates training needs and workload balance for staff and prepares plans for implementation.
• Supervises staff engaged in park, trail, and facilities patrol, protection, or enforcement, and performs enforcement of park rules and regulations.
• Supervises and prepares and provides responses to park visitor complaints.
• Prepares and reviews written reports such as police, fire, injury, activity, vandalism, and visitor data reports; may make court appearances.
• Assumes responsibility for safety of subordinate personnel and park visitors.
• Operates light vehicles, radios, and other equipment necessary to perform Rangers activities.
• Supervises and performs the preparation and presentation of interpretive and educational programs related to park services to civic groups and park visitors.
• Recommends improvements and inspects conservation and resource management projects to maintain and restore the natural and cultural resources in City parks and undeveloped City park lands.
• Monitors weather and fire condition reports; may recommend restricting park use.

Additional duties may include:

• Performs and directs search, rescue, fire suppression, and other emergency activities; may coordinate activities with other public safety agencies.
• Completes equipment and supply requisitions.
• Provides budget input on needed personnel, equipment, supplies, and related items.
• Performs enforcement duties such as park patrol and writing misdemeanor citations; may make arrests of persons in violation of Federal, State, or Municipal rules and regulations.
• Supervises and provides cash handling services in the routine collection and/or fees from customers; performs revenue accountability and is responsible for petty cash receipts.
• Performs other related duties as required.

The City is seeking a Division Manager to manage all services and activities in the Benefits Division of the Human Resources Department. The Benefits Manager will report to the Director of Human Resources and will be responsible for administering the City of San José's extensive benefits program, which includes insurance programs and other health, financial and professional benefits. The Director and Division Manager will work closely to make recommendations to the City Manager based on their evaluation of all benefits plans.

Park Ranger classifications are stewards of the park system, providing public safety services, protecting and preserving natural and cultural resources in parks, and inspiring future generations to love and nurture nature. Park Rangers are often first on scene for medical, fire and other emergencies in the parks they oversee. Park Ranger Duties:  Specifically, under general supervision, this classification performs duties of moderate difficulty including performing overall work in park operations and visitor services; resource and environmental protection; greeting visitors and explaining/interpreting park features; performing rescue and fire suppression activities; administering emergency medical care as needed; patrolling parks; enforcement of state and local laws; performing conservation programs and projects; providing lead direction to other park personnel; coordinating and leading volunteer and internship programs; providing traffic and parking control; and preparing written and oral reports and other communication.

Senior Park Ranger Duties:  Under direction, provides lead direction to staff engaged in park patrol, protection, and enforcement of park rules and regulations. Assists park visitors, prepares interpretive and educational programs, and may assist in the coordination of emergency response activities. Participates in the protection, improvement, and maintenance of parks, trails, and facilities, and in the organization of day-to-day operations of the work group. Performs related work e.g. staff planning and scheduling, managing supplies and materials, purchasing materials and equipment as required.

Actual salary will be determined by the final candidate’s qualifications and experience.  The Park Ranger classifications consist of a base amount and an approximate five percent (5%) ongoing non-pensionable compensation pay as follows: 

·       Senior Park Ranger:  $92.776 - $113,087 (includes 5% non-pensionable compensation) annually

·       Park Ranger (FT):      $84,564 - 102.779  (includes 5% non-pensionable compensation) annually.

• Upon successful completion of the Public Safety Officer Academy Attendee/Graduate requirements, incumbents promote to Public Safety Officer I ($117,913 - $136,499).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($124,775 - $155,457 annually).

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.

The position of Public Safety Officer-In Training is a non-sworn, training classification while incumbents are attending the police and fire academies. Upon successful completion of the police academy, incumbents will be promoted to the sworn, training position of Public Safety Officer I.
