The City of Berkeley is seeking a temporary (not to exceed 6 months) Manager of Aging Services! In this role, you will oversee four major Aging Services program areas, including senior centers, nutrition, transportation, and case management, as well as supervision of the division’s management team. Duties include planning, analyzing, and evaluating programs/services division-wide.

The Manager will also oversee Division budgets ($6.1 million), oversee management of Division facilities, and ensure the development and implementation performance goals and objectives using the newly developed results-based accountability framework. This position has the opportunity to coordinate and facilitate strategic planning initiatives, including the City’s Age-Friendly Action Plan, and partner with internal Departments/programs and community organizations to provide services to the older adult community, and further strengthen community resilience.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, public health, social work, business or public administration or a related field, and five (5) years of increasingly responsible professional experience involving program planning and administration, preferably in programs for aging populations or closely related social services or public health program, of which at least two (2) years included supervisory responsibility.

A Master's Degree in any of the above disciplines is desirable.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must attend evening and weekend meetings as required.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

DEFINITION:

Under general direction of Recreation Supervisor and Recreation Program Coordinator, the Community and Recreation Program Specialist will assist in coordinating and implementing various community and recreation programs as well as assist with office duties, facility responsibilities, and perform related work as assigned.

CLASS CHARACTERISTICS

The Community and Recreation Program Specialist is an intermediate level position in the Community and Recreation Services and is responsible for the daily operations in the absence of the Recreation Supervisor and Recreation Program Coordinator. This position is responsible for the implementation of scheduled activities, provide customer service to participants and the public, and ensure strict adherence to standards to maintain program operations while creating a safe and secure environment. This position is distinguished from the Recreation Program Coordinator in that the latter is responsible for creating the recreation programs, while the Recreation Program Specialist is responsible for the implementation of the day-to-day operations of the recreation programs.

EXAMPLES OF DUTIES (illustrative only):

• Guide and motivate seasonal staff and volunteers to implement programs and activities and meet daily program needs.
• Assists with planning, scheduling, and implementing programs, trips, and activities at a multi-use recreational community center as well as offsite, while working with members and the public as well as special projects as needed.
• Ensures all applicable safety and security standards, City and department policies, procedures, and standards of conduct are known to the customers and participants of the facility and they are adhered to.
• Acts as a liaison with the City staff and departments, contractors, members and general public during programs or events and advises of potential problems.
• Accepts, processes, and distributes equipment and materials, including food and basic needs donations.
• Maintains strong customer relations between customers and public consistently.
• Ensures facilities and equipment are clean, safe and in good working condition.
• Assists in ensuring the program is running effectively.
• Interacts with program participants and volunteers to stimulate interest and participation in recreation programs, services, and activities.
• Issues and collects recreation equipment and ensures the proper use of City facilities, supplies and equipment.
• Responsible for the opening and securing of centers and facilities, including alarm systems, at the beginning and end of each business day in accordance with the established policies and procedures.
• Performs fire and life safety procedures and ensure safety for all customers and participants.
• Assists with and coordinates the set-up, take-down and cleanliness of the facility spaces, including Set-up furniture and equipment based on schematic diagrams or plans.
• Responds to customer requests and solves problems at the appropriate level and escalates the issue when needed.
• Serves as the primary contact for Community and Recreation Services Department when full-time staff are not on duty.
• Maintains accounting records for program activities.
• Participate as a member or contributor to the City’s Safety Committee group and program.
• Performs basic clerical duties and record keeping.

Under general supervision, lead, and conduct activities in the delivery of recreation program areas including camps, preschool, tots, after school programs, parks and nature, teens, boxing, youth and adult sports, special events, and active adults; oversee the proper use of indoor and outdoor community recreational facilities, perform a variety of custodial tasks; assist the public and staff in their use of the facility.

Distinguishing Characteristics: 

Under general supervision, the Recreation Aide assists in the proper use of a community recreational facility and assist Recreation Leaders in providing a variety of recreation programs. The Recreation Leader classification is distinguished from the Recreation Aide level in the complexity of duties assigned, independence of action taken, the amount of time spent performing the duties, the nature of the public contact made, and its training responsibilities of new staff. Positions at this level are required to be fully trained in all procedures related to the assigned area of responsibility.

This is a part-time non-benefited position. Work schedule is flexible up to 29 hours per week.

This position will be assigned to Utilities Division of the Public Works Department.

POSITION

Depending on assignment, essential duties may include but are not limited to the following:

• Removal and clearing of debris from gutters, culverts, and drainage structures.
• Perform custodial and general maintenance of City facilities.
• Perform pick and shovel work; assists in concrete work; operates power machinery and a variety of hand tools.
• Assists in the setup of equipment (tables, chairs, canopies, etc.) and bleachers for special events.
• Read and accurately record water consumption data for all accounts, including construction meters; investigate and resolve meter irregularity issues.
• Complete service orders such as service turn-ons, turn-offs, and re-reads; deliver door hanger notices as necessary, this may include interaction with customers to gain access and/or discuss related issues. 
• Perform meter and meter box maintenance functions to improve meter readability; test meters for proper operations; perform meter replacements and minor meter repair work.
• Assist Utilities Division with water and sewer maintenance and repair efforts, such as manholes, fire hydrants, valves, meters, vaults, boxes, and lids.
• Perform a variety of unskilled and semi-skilled work in the maintenance and repair of beach facilities, including dumping trash cans, picking up debris along waterline, cleaning rest rooms, driving 4-wheel drive trucks on beach, performing minor plumbing and building maintenance, removing graffiti, painting, hand-picking litter and other related duties as assigned.

The Urban Forestry Division of the City of Fremont has two paid internships available for immediate hiring.  Through a variety of tasks and duties, interns will gain well-rounded, first-hand work experience and observational knowledge in the fields of urban forestry management and municipal administration.

The Role

The role consists of assisting city staff in the preservation, maintenance, and sustainable growth of Fremont’s urban forest. Examples of division responsibilities include program administration, tree assessment, community outreach and education, grant management, data collection and analysis, contracts and vendor management, project management, as well as other related responsibilities.

Examples of duties that may be assigned to interns include processing data through the city’s GIS- based tree data management system, reviewing and processing permit applications, developing and supervising tree planting initiatives, conducting public outreach and education, providing technical expertise, completing field work and assessments, Urban Forestry Management Plan implementation, and other duties as assigned.

With assistance from city staff and resources, this role will be expected to achieve International Society of Arboriculture (ISA) arborist certification before the term ends.

The Position

The Senior Landscape Architect will plan, supervise, and review the work of City Landscape Architect staff. The incumbent will: coordinate and oversee various landscape projects; perform professional landscape architect work in conjunction with the design and preparation of plans, specifications and cost estimates for the development and rehabilitation of parks, landscaped areas and street beautification projects; inspect and review the work of developers and contractors landscaping for conformance with plans and specifications; and give professional advice on landscape matters.

Examples of Duties

• Organize and oversee the landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways.
• Plan, supervise, review, and evaluate the work of professional City and contract staff.
• Train staff in work procedures.
• Provide policy guidance and interpretation to staff.
• Recommend design direction on high-profile urban design of public and private projects that impact landscape design and urban projects within the City.
• Oversee and coordinate the Parks Capital Improvement Plan update for the Department.
• Administer and implement the Tree Preservation Ordinance, including recommending approval or denial of permits for tree removal.
• Recommend modifications to ordinances, policies and procedures and implements after approval.
• Perform professional landscape architectural work including preparing landscape plans, coordinating master plan development, performing park planning and preparing related specifications, contracts, cost estimates.
• Review and approve of landscape proposals for private development, ensuring compliance with codes, policies, regulations, and procedures.
• Prepare reports.
• Recommend approval or denial of various projects for submission to the Planning Commission and/or the City Council.
• Direct the inspection of and/or inspect public and private landscaping work for conformance with plans, specifications, and ordinances.
• Administer the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serve as technical adviser to City staff and officials on park, street tree and landscape matters.
• Act as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space.
• Conduct park location studies to evaluate park site feasibility and proposed development.
• Respond to public requests and complaints regarding landscape development and tree preservation.
• Coordinate the work of the unit with that of other departments and divisions.
• Maintain accurate records and files.
• Prepare clear and effective reports, correspondence, policies, procedures, ordinances and other written materials. Prepare plans for planting, irrigation, site plans, grading, and layout for parks and median projects.
• Other related duties as assigned.
