To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

The Sheriff’s Activities League Executive Director plans, coordinates, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to youth programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior level management within assigned area of specialization. Additionally, the ideal candidate will possess any combination of the following education and experience:

• A Bachelor's degree from an accredited college or university in public or business administration, management or a related field; or
• A Master's degree from an accredited college or university in public or business administration, management, child development, or a related field.
• Four to six years of progressively responsible administration or management experience in a Police/Sheriff Activities League or similar non-profit community service organization which includes experience working with a volunteer board.

As the Executive Director, your responsibilities will include:

Education and Experience:

About the Position
The AB617 Principal Engineer (AB617 Role) will join a high performing and motivated team of professionals who work in partnership with the communities most impacted by air pollution.  You will have the opportunity to contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies.  With knowledge of the Air District’s permitting and risk reduction programs, you will lead the division’s participation in internal and external AB617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about stationary sources, emission inventories, permits, and risk reduction; participating in community meetings; proposing and guiding discussions on emission reduction strategies and development of plans and programs to implement environmental justice and civil rights.
 
The Principal Air Quality Engineer for the Engineering Division may perform the other complex and highly specialized air quality engineering work such as, but not limited to, processing permit applications for complex facilities; analyzing air emissions and other metadata; evaluating program effectiveness; and providing project leadership. The Principal Air Quality Engineers review, mentor staff, and provides training. The Principal Air Quality Engineer may also participate or lead complex, sensitive and controversial projects.  The incumbent in this position may provide technical presentations on complex and/or sensitive engineering activities to the Board of Directors, public, industry, or other agencies.  The Principal Air Quality Engineer will also represent the Air District while participating in working groups comprised of public, industry and other agencies. What You'll Do

The Public Works Department is responsible for the City's major capital projects and infrastructure including streets, sidewalks, streetlights, traffic signals, sewer and storm conveyance systems, and pump stations.  The Department is also responsible for the efficient management of the City's traffic operations and review of right-of-way impacts associated with private developments.

Transportation is and continues to be of importance to our Department and the community.  Traffic congestion plagues many of the peninsula cities.  Belmont has taken a proactive approach by continuously looking for transportation improvements, such as roundabout design, multimodal enhancements, and an adaptive signal operation system on our main East-West connection, Ralston Avenue.  Another pivotal project is the development of a citywide Transportation Master Plan, to help guide the City for its future growth.

Private development has grown significantly in the City the last 5 years, including biolife sciences, housing, and mixed-use developments.  Most notable are the Conceptual Development Plan and Development for the Belmont Stanford Campus at Notre Dame de Namur University and the Annexation of the Harbor Industrial Area from the County of San Mateo.

This invitation is focused on recruiting a Senior Engineer for private development and permitting services.  Key assignments include leading staff and managing consultants and contractors through the private development process, as well as managing the permitting services.  However, the Senior Engineer may be assigned to work in any of the work areas mentioned above.

In addition, the Senior Engineer assists in preparing and monitoring operating budgets in connection with assigned programs and contract management.  Effective communication skills and the ability to recognize the interconnectedness of the various civil disciplines and stakeholders are critical to the success of this position.  This position is public-facing and may be needed in planning commissions and city council meetings.  This position involves direct supervision of a growing team of 3-4 staff members, which may include engineers, engineering technicians, and contract staff.

Generally, the Senior Civil Engineer supervises, assigns, reviews, and participates in the work of staff responsible for performing professional and technical engineering services in the design and management of public works capital improvement projects, private development, permitting and other services, ensuring high work quality and adherence to established policies and procedures.

Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including management of the most complex engineering projects or exercising lead direction over lower-level staff.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The responsibilities and duties of the Senior Civil Engineer may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing professional engineering services in the design and management of public works capital improvement projects.
• Establish schedules and methods for providing engineering services, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
• Participate in the development of policies and procedures, monitor work activities to ensure compliance with established policies and procedures, and make recommendations for changes and improvement to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives and implement approved policies and procedures.
• Perform the more technical and complex tasks of the work unit, including management and administration of construction and professional services contracts.

• Review and approve changes to approved plans and specifications and process a variety of permits.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Participate in the selection of technical engineering staff, provide or coordinate staff training, work with employees to correct deficiencies, and implement discipline procedures.

DEFINITION

MINIMUM QUALIFICATIONS

Knowledge of: Modern civil engineering principles, methods and practices, including stress analysis, hydraulics, hydrology, pavement design, traffic engineering, computer-aided drafting and mapping, surveying, technical report writing; the elements of effective supervision.

Ability to: Apply fundamental engineering principles to solving practical problems encountered in the design and construction of streets, storm drains, water systems, sanitary sewer systems, traffic control systems, structures and other public work projects; prepare plans, specifications, and cost estimates for contract documents; prepare engineering computations and technical reports; understand and carry out technical instructions and prepare staff analysis on assigned projects; make independent decisions on technical problems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil Engineering, or equivalent.

Experience: Two years of experience in civil engineering work at the level of a City of Daly City Engineer I.

License: Registration as a Professional Engineer in Civil Engineering in the State of California is required. Possession of a valid Class C California Driver’s License.

DEFINITION

Under direction of a higher level professional engineer, plan, supervise, design, coordinate and perform a wide variety of responsible professional civil engineering and public works assignments.

The individual in this position is expected to complete difficult engineering assignments requiring the use of judgment and initiative in developing solutions to problems, assuming responsible charge of assigned design and construction projects, and interpreting and conforming to codes and general policies. This position may require considerable interaction with other City departments and divisions, public agencies and the public.

This position is distinguished from that of the Civil Engineer II by the greater independence, leadership and follow up to completion of assignments, assistance in the performance of related administrative duties as required by the City Engineer, and the ability to make presentations and participate at meetings.

Responsibilities for this position will include supervision of lower level professional engineers and technical personnel, checking of work, and formal employee performance evaluation.

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

Review and check plans, subdivision and parcel maps, and computations submitted by developers and outside consultants for conformance to established standards and specifications. Review EIRs, engineering reports, and proposals. Provide coordination with utility agencies, consultants, and other public agencies.

Prepare and interpret legal description of real property, right-of-way, and easements. Design, prepare plans, including drafting and specifications, cost estimates for a variety of public works improvements, including various traffic control systems, streets, buildings, parks, utility systems, appurtenances, and drainage structures.

Upon request, provide information and respond to public inquiries, and prepare reports and recommendations. Prepare submittals, reports, and applications for State and Federal funding and grants for capital and street maintenance projects.

Confer with supervisory and other engineering staff during preliminary and design stages of work, and discuss technical and policy problems. May train and evaluate work of subordinate engineering personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of Civil Engineering, including traffic control devices, hydraulics, sewer design, computer aided design (CAD) and mapping, surveying, street and road design, soil mechanics, concrete design, project scheduling and management, elements of effective supervision and report writing. Strength, properties and use of the materials of engineering construction.

Modern developments, current literature and sources for technical information, standards, applicable laws and construction procedures in the area of assignment.

Ability to: Perform professional engineering design work of a complex nature. Supervise CAD, prepare plans, specifications, cost estimates for a variety of public works projects.

Apply the fundamental principles of civil engineering theory to solving technical problems encountered in the design and construction of public works; perform studies and prepare technical reports; initiate compilation of necessary technical information, and make independent decisions therefrom; understand and carry out technical instruction; make accurate engineering computations and drawings; maintain clear and concise office records; establish and maintain effective relations with City employees, other governmental officials, developers, general contractors, and the public; prepare reports and general correspondence; communicate effectively when making presentations before groups.

Communicate clearly and concisely both orally and in writing. Take the lead on design projects and related assignments, including construction inspections with minimum supervision. Inspect construction projects, investigate and resolve disputes concerning plans, specifications and review change orders.

Supervise, train, and evaluate subordinates, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:   Four years of increasing responsible experience in professional level Civil Engineering work. Experience in municipal public works or related consultant work is desirable. Land development experience desirable.

Education:   Graduation from an accredited college or university with a Bachelor of Science Degree in Civil Engineering.

License: Registration as a Professional Engineer in Civil or Traffic Engineering in the State of California or possession of a Professional Engineer Registration in another state with ability to obtain registration in California within six (6) months. Possession of a valid Class C California Driver’s License.
