The mission of the Finance Department is to strategically manage the City of San José's financial resources for all stakeholders.
The Finance Department has five core divisions:

• Accounting
• Administration
• Debt & Treasury Management
• Purchasing & Risk Management
• Revenue Management

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $26.2 million operating budget and 130 budgeted full-time equivalent (FTE) positions. The Investigator Collector I/II provides a significant level of support to the City's Revenue Management utility billing services. This position reports to a Senior Analyst and is responsible for timely collection of revenues due to the city. The essential duties of this position include, but are not limited to:

• Collect delinquent accounts and other fees related to Muni Water, Recycle Plus and Storm & Sanitary.
• Collect on Environmental Services Department accounts through the City's Revenue Collection system (RevQ)
• Cross reference between data sources to ensure accuracy and completeness.
• Send delinquent accounts to collection agency.
• Ensure payments are received for Homeowner Associations (HOA)s, city owned properties and government accounts.
• Review outstanding debts to issue requests for payment or letters of satisfaction.
• Interpret City policies and procedures, including City Ordinances and other various City municipal codes.
• Prepare and present delinquent invoice cases in Small Claims Court on behalf of the city.
• Participate in Appeals Hearing Board meetings on behalf of the city.
• Conduct internal audits, as needed.
• Produce Quarterly reports.
• Issue, review, and monitor payment arrangement agreements.
• Administer lien process for delinquent solid waste accounts
• Responsible for Special Assessment 0803 Garbage Liens sent to Property Tax
• Collect on active accounts (Muni Water, Recycle Plus, and Storm & Sanitary). This can include, but is not limited to, Commercial Muni Water accounts and HOA's, as these accounts are more complex to terminate or lien.
• Review and approve low income / vulnerable customer registrations.
• Process and review Late Payment Charges (LPC), notices of termination, and water shutoff notices.
• Investigate prior billings Muni Water and Single Family Disposal(SFD)
• Assist internal and external customers on questions and concerns
• Other Investigator Collector duties, as needed

(These qualifications are typically required. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.)

Investigator Collector I

• Education and Experience: Two (2) years of undergraduate course work from an accredited college or university (equivalent to 60 semester units or 90 quarter units) and two (2) years of experience dealing with the public in enforcement, inspection, investigation, or customer service.
• Licenses and Certification Requirements: Valid California Driver's License (Incumbents may be required to use their personal vehicles in performing the job duties.)

Investigator Collector II

• Education and Experience: Any combination of training and experience equivalent to two (2) years of undergraduate coursework from an accredited college or university and two (2) years of experience comparable to that of an Investigator Collector I.
• Licensing and Certification Requirements: Certification as a Revenue Collection Officer (CRO) and a Valid California Driver's License (incumbents may be required to use their personal vehicles in performing the job duties).

Investigator Collector I: $81,026.40 - $98,389.20
Investigator Collector II: $93,846.48 - $114,070.32Competencies:

This senior-level executive will oversee the industrial/commercial development of hundreds of acres of land sitting at the crossroads of two major highways linking together the San Joaquin Valley.  The successful candidate will also lead the downtown renovation program and focus on a growing housing demand in the City. Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the City in matters of economic development; and performs related work as required.

This is a department head position und the direction of the City Administrator and coordinator of the City’s efforts in promoting community and economic development. The incumbent reports to the City Administrator who also serves as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. The incumbent is expected to develop methods and procedures and solve problems encountered. Except where a deviation in policy is involved, most work is not reviewed directly by supervisor and when work is reviewed, the review is directed toward final outcomes and results

The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A Master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

Possession of a valid California driver's license and a satisfactory driving record.

The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. This position is responsible for directing and leading collaboration on master planning, design development (including technical analysis in support of preliminary engineering and final design), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), and coordination with project stakeholders within VTA and the community.
