THE POSITION:     

Under the direction of the Pool Manager, the Assistant Pool Manager is responsible for assigned aquatic program areas, and acts as Pool Manager during the Pool Manager’s absence. The Assistant Manager assists in the direction and supervision of the staff and programs at the facility. This is an at-will, intermittent, part-time, hourly position. Work a flexible work schedule, which may include evening, weekdays, weekends and holidays

EXAMPLE OF DUTIES:

• Acts as Pool Manager in the absence of same.
• Assist with pool staff assignments and scheduling.
• Perform lifesaving practices and standards according to accepted industry standards.
• Assist with training and supervision of staff and volunteers on assigned duties.

• Acts in capacity of pool lifeguard.
• Assist in maintaining on-site security and safety of participants, staff, and others in the pool area, preparation and maintenance of incident records.

• Enforce City and program rules and guidelines.
• Assist Pool Manager to monitor correct completion of required paperwork.
• Attend pertinent staff meetings as required during the season.

SUMMARY DESCRIPTION

Under the direction of an assigned supervisor/coordinator, the Pool Manager is responsible for supervising and directing the aquatics program and staff, and implementing and coordinating specific aquatic programs, including meeting the program objectives. This is an at-will, intermittent, part-time, hourly position without City-paid benefits. Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Create, plan and coordinate all daily activities and special events of assigned pool.

2. Assign and schedule pool staff.

3. Perform lifesaving practices and standards according to accepted industry standards.

4. Train and supervise staff and volunteers on assigned duties.

5. Meet program goals and objectives, collect and maintain relevant statistical records and data.

6. Accurately and timely complete pertinent record keeping, reports, testing and program paperwork according to established guidelines.

7. Perform daily pool opening and closing activities according to established guidelines.

8. Act in capacity of pool lifeguard.

9. Responsible for maintaining on-site security and safety of participants, staff, and others in the pool area, preparation and maintenance of incident records.

10. Enforce City and program rules and guidelines and conduct necessary discipline of staff and volunteers. 11. Train the Assistant Pool Manager to function as manager in the absence of the Pool Manager.

12. Maintain a safe and clean swimming pool environment.

13. Maintain personal fitness sufficient to perform the required duties.

14. Conduct and attend pertinent staff meetings as required during the season.

15. Perform other program-related duties as assigned.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Minimum Requirement: Possession of a high school diploma or GED certificate. Ability to: Work a flexible work schedule, which may include evening, weekdays, weekends and holidays. Communicate clearly and concisely, both orally and in writing. Learn pertinent City rules, policies, ordinances and program requirements. Maintain timely and accurate reports pertinent to the aquatics program. Learn basic pool chemistry. Understand and carry out oral and written directions. Establish and maintain effective working relationships with those contacted during the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience: Two years experience as a swim instructor/lifeguard at a public swimming facility; one year at an Assistant Pool Manager-level preferred. Prior experience working with age-appropriate groups. Familiarity with modern office methods, procedures and equipment. License or

Certificate: Possession of a valid driver's license. Possession of valid certificates from the American Red Cross in Lifeguard Training, Title 22, CPR for the Professional Rescuer, and Standard First Aid; Water Safety Instructor certificate is desirable.

POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

2.       Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies; establish and maintain various files and records.

3.       Perform data entry; post receipts and other information to various city accounts and funds.

4.       Assist in the preparation of financial, accounting, and statistical statements, analyses, documents, and reports; assist other accounting staff and departmental management in the preparation of reports; gather and organize data.

5.       Prepare daily City deposits and post appropriate journal entries.

WATER DISTRIBUTION OPERATOR I/II

Water Distribution Operator I: $4,256 - $5,174 monthly (paid bi-weekly)

Water Distribution Operator II: $4,700 - $5,710 monthly (paid bi-weekly)

Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

SWIM INSTRUCTOR/LIFEGUARD

$17.50 to $19.29 per hour

This position is not eligible for City benefits other than those mandated by Federal and State Law

Summary Description

Under the direction of the Pool Manager, organizes and instructs swim classes, maintains records and documentation involved with instruction classes, monitors swimmers in the pool area, enforcing pool rules and regulations, preventing accidents and rescuing swimmers in distress during public swim sessions. This is an at-will, intermittent, part-time, hourly position without City-paid benefits.  Some evening and weekend work may be required.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Conduct all levels of swim instruction and water safety lessons for participants from ages six months to adult.
2. Assist in curriculum instruction planning and pre-registration program to assess participants’ ability levels.
3. Patrol and monitor aquatics facility, watch for accidents and hazards in the pool areas; enforce rules.
4. Responsible for following accepted lifesaving practices and standards including the administering of cardiopulmonary resuscitation (CPR), O2 and First Aid as needed.
5. Assist with facility operations, aquatics competitions and special events throughout the year, including setup and cleanup.
6. Assist with desk reception, telephone support and related customer service activities; accepts registrations, collect fees and process receipts on a City computer.
7. Responsible for meeting all program goals and objectives.
8. Complete accurate reports and documentation of accidents and incidents in pool and pool area.
9. Attend scheduled staff meetings.
10. Assist with routine pool cleaning and maintenance as needed.
11. Responsible for maintaining a safe and clean swimming pool environment.
12. Responsible for maintaining personal fitness sufficient to perform the required duties.
13. Perform other position-related duties designated by the Pool Manager.

QUALIFICATIONS

Detective Assignment

• Serve on assigned taskforce including gang or drug taskforce; gather knowledge about individuals or groups who are involved in criminal activity in order to understand how they function, describe their current activities, forecast future action they may undertake, and provide intelligence and resources that will eradicate criminal activity; coordinate and participate in multi-jurisdictional intelligence gathering and suppression operations;
• Receive, review, and analyze reports and case information on law enforcement activities requiring special and detailed investigations;
• Coordinate and conduct complete and detailed investigations of crimes involving juveniles and adults, crimes against persons and property including child and elder abuse claims, homicides, rape and assaults with deadly weapons, and crimes involving vice, gaming, and narcotics violations; follow cases from reporting, to arrest, to prosecution;

PATTERN I – ACADEMY LEVEL

• Must be currently enrolled or attending POST certified basic law enforcement academy or have successfully completed a POST certified basic academy not more than three (3) years prior to the date of application.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

PATTERN II –ENTRY/ADVANCED LEVEL

Education/Training:

• Equivalent to the completion of the twelfth grade. Additional college level course work and specialized training in law enforcement, criminal justice, or a related field is highly desirable. An Associates degree is highly desirable.

Experience:

• Some work experience as a California peace officer or other work experience that demonstrates a general aptitude for police work.

PATTERN III –LATERAL TRANSFER

• Successfully completed (at any time) a California POST certified basic law enforcement academy: AND
• Must be currently employed in a California law enforcement agency with at least one (1) year of full-time experience as a sworn peace officer with a California law enforcement agency, and be eligible for appointment as a Peace Officer under Section 830.1 PC; AND
• Must possess a basic POST certificate issued by California Commission on Peace Officers Standards and Training or other documentation to substantiate your eligibility.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

In addition to either Pattern I, II or III:

License or Certificate:

• Graduate from high school or passage of high school level General Education Development (GED) test: AND
• Possess and maintain an appropriate, valid driver’s license; AND
• Not less than 21 years of age at time of appointment; AND

• Qualify for or possess a P.O.S.T. Basic Certificate upon completion of the probationary period; AND
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB2.  Ineligibility or decertification from POST will automatically disqualify a candidate from holding a peace officer classification; AND
• Possession and maintain CPR and First Aid certifications upon completion of the probationary period.

Environment: Reactive emergency, natural or man-made disaster, and routine peace keeping environments with travel from site to site. The employee is regularly exposed to outside weather conditions; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to sirens, firearm training, etc. Incumbents required to work various shifts, including evenings and weekends, and may be required to travel outside City boundaries to attend meetings.

Physical: Primary functions require sufficient physical ability to work in a law enforcement setting and an office setting; restrain or subdue individuals; walk, stand, sit, or run for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear to exchange information; ability to operate a vehicle to travel to various locations; ability to operate and use specialized law enforcement tools and equipment including guns and handcuffs.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
