The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer. 

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.
• Review and provide plan check comments for private development applications and building, grading, and encroachment permits in accordance with City codes, ordinances, and policies. Review of required studies and coordinates with consultants to provide peer review of special studies.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.

THE POSITION:

The City of San Rafael Fire Department and Office of Emergency Services (OES) is seeking to fill the full-time exempt position of Emergency Management Coordinator.  This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available. The Coordinator will be required to work occasional nights and/or weekends for planned community engagement events or unplanned emergencies. This position is partially funded through the Marin Wildfire Prevention Authority (MPWA). 

Under the supervision of the Deputy Director of Emergency Management, the Emergency Management Coordinator will coordinate and execute activities associated with disaster preparedness, emergency management, and the San Rafael Office of Emergency Services (OES).  OES leads the City’s internal and external efforts to improve the ability of staff, residents, and businesses to prepare for, respond to, and recover from emergencies and disasters.  The Coordinator will work to improve community disaster preparedness and resiliency through outreach, education, engagement, and empowerment; support Emergency Operation Center (EOC) functions; draft, improve, train, and drill City emergency plans; and augment designated fire-prevention and emergency management staff on strategic projects and programs.

The successful candidate will demonstrate the ability to engage and influence others, an interest in training and educating others, an interest in training and educating others, a commitment to equity and inclusion, and public service.  The Coordinator is expected to be a strategic problem-solver with the ability to nimbly jump in and between a variety of tasks or duties that help enhance planning, preparedness, prevention, and safety.  The Coordinator will need to work independently and as part of small and large teams, coordinate volunteers such as the Community Emergency Response Team (CERT), have strong event planning and organizational skills, and be truly passionate about emergency management and public safety.  Off-hour work, including evenings and weekends, for disaster response, community engagement and trainings, and volunteer events is required.

Essential Duties and Responsibilities:

• Assist in the development and implantation of public awareness programs and drills regarding disaster preparedness and wildfire safety.
• Participates in community development and engagement events to promote emergency preparedness, wildfire awareness, and response best practices.
• Plan, organize, review, evaluate, and personally perform activities to implement a variety of emergency preparedness and disaster recovery programs and procedures under the NIMS/SEMS/ICS models.
• Support emergency alerting and notifications, including educational endeavors, outreach, signage, and database management; work to increase understanding and voluntary engagement in emergency notification programs such as Alert Marin and Zone Haven.
• Support the development and maintenance of a variety of planning documents, including but not limited to the Hazard Mitigation Plan, Wildfire Action Plan, the Emergency Operations Plan, wildfire playbook, and MWPA annual workplan.
• Address the needs and inquiries of residents in a compassionate, articulate and reasonable manner.
• Represent the department through collaboration with multiple community-based organizations, partner agencies and varied stakeholders involving emergency and non-emergency settings.
• Seek and participate in the development of various community preparedness and emergency grants and supplemental resources opportunities.
• Assist in the development and maintenance of the City’s Emergency Operations Center (EOC) and training of EOC staff.
• Support the development, execution, and after-action evaluations of City and community-based drills and exercises, including but not limited to evacuation drills and EOC exercises.
• Participates in the development and implementation of budgets for emergency preparedness activities.
• Serves as a point of contact for Emergency Management personnel to provide critical information, updates, and support during the monitoring, response, and recovery phases of an event.

Knowledge of:

• Principles, practices, and techniques of wildfire prevention, mitigation, and preparedness.
• Emergency, environmental and fire hazard prevention; principles and practices of emergency management, including hazard identification, mitigation and disaster preparedness; urban interface education/training.
• Office procedures, methods and equipment including Microsoft Office and Google suites, with the specific ability to efficiently use and develop email, calendars, databases, slide decks, and word processing.
• Curriculum development, effective instructional and presentation delivery strategies, and the development of instructional materials.
• Emergency Management finances, including but not limited to CalOES and FEMA recovery process, Hazard Mitigation grants, emergency procurement policies, and resiliency and preparedness grants.
• Social sciences community engagement and marketing best practices, change management, event planning and organizing.

Education and Experience:

• Bachelor’s degree (or equivalent experience) from an accredited college or university with a major in Emergency Management, Public Administration, Business Administration, Communications, or related field of study is preferred.
• Two (2) years of experience in emergency management, community preparedness, wildfire prevention, community engagement and organizing, preferably in a government setting, or closely related field. 
• Additional related specialized training or certification may be substituted for required work experience. 
• Possession of a California Class "C" driver's license, and satisfactory driving record. Maintenance of a California driver’s license is a condition of employment.
• Bilingual English/Spanish is strongly desired.

The Department of Public Works is currently seeking to fill a Division Manager position to lead its Engineering Services Division. Reporting to a Deputy Director, the Division Manager of Engineering Services leads its staff members, who are responsible for a variety of professional services provided by five Sections: Land Surveying, Materials Testing Laboratory, Construction Management Services - Capital Projects, Construction Management Services - Permits and U nderground S ervice A lert , and Structural Engineering/Code Inspection.

The Department of Public Works is currently seeking to fill one full-time Program Manager vacancy in the City Facilities Architectural Services Division (CFAS) to provide the following typical duties and responsibilities which may include but are not limited to:

 

• Facilitate site identification, design, and construction/improvement of sites for Emergency Interim Housing, safe parking, Supportive Outdoor Sleeping (SOS) sites, or other uses to shelter currently unsheltered residents.
• Responsible for managing and coordinating the City's emergency housing program. The Program Manager will also be responsible for selecting and analyzing the potential housing sites, recreational vehicle (RV) parking sites and storage sites.
• Coordinate between the City Manager's Office, Public Works and Housing Departments regarding funding and project execution, developing and overseeing the project's progress, and coordinating ordinance development and memorandums.
• Supervises subordinate supervisory and professional staff by hiring, selecting, training, evaluating, disciplining and making work assignment recommendation.
• Plans, implements, and manages department programs and operations ensuring efficient utilization of resources; plans and implements work plans and capital improvements; researches and analyzes program operations to improve efficiency and effectiveness.
• Administers program budget to include preparation, implementation, and monitoring of expenses and revenue.
• Performs outreach and public relations to public to provide information about programs.
• Plans and implements goals, objectives and guidelines to?establish effective program operation policies and procedures.

The Crossing Guard position is a part-time position, approximately five hours per day, two (2) hours in the morning and three (2) hours in the afternoon, Monday through Friday.  Crossing Guards work a school year (September through June).  Applicants must be able to work outdoors, have reliable transportation or ability to report to assignment consistently.

Crossing Guards work under the general direction of the Parking Operations Lead Community Service Officer with the Seal Beach Police Department.  Based on the needs of the City, a flexible schedule may be assigned for either a morning or afternoon shift or a combination thereof, or for specific week days, based on the availability of the Crossing Guards and at the discretion of the Police Services Manager.

DEFINITION

Applications Analyst I: Under supervision, translate user requirements of various software applications into functional programs and/or modifications to existing programs; analyze system and program errors and provide and implement solutions; improve systems through development of procedures and adapt systems to handle additional requirements; define and manipulate management reports within and across databases; perform other duties as assigned.

Applications Analyst II: Under limited supervision, performs complex technical work
Positions in the Applications Analyst II classification are flexibly staffed and normally filled from advancement from the Applications Analyst I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Applications Analyst duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s software applications.
 

EXAMPLES OF DUTIES

Work with department representatives to define and revise system requirements. Manage selection and implementation projects related to new systems purchases. Manage and administer software applications to address functionality, security, and performance requirements. Manage support and maintenance issues and tasks with system vendors, coordinating and communicating with users. Compose and revise various database reports, communicating with users to ensure accuracy and integrity of information. Troubleshoot and resolve application and reporting problems. Plan, schedule and coordinate maintenance, system upgrade, and backup/restore tasks. Train users on system functionality and provide support and mentorship to ensure applications are used to full potential. Work with IS network administration staff in defining, configuring, and administering infrastructure for applications systems, to include hardware, operating system software, and network capacity. Similarly, coordinate efforts with IS development staff to manage interdependencies of various software applications and reporting methods.

MINIMUM QUALIFICATIONS

Knowledge of: Microsoft Windows server-side operating system and application software, including SQL server, database scripting tools and reporting applications, including Crystal Reports and SSRS; basic understanding of IIS; client-server relationships, including basic TCP/IP skills, web- based connectivity, and current language/application design standards, including .Net; Microsoft client software including current operating systems and Office application suites; project management methods and techniques; general IT principles and practices.

THE DEPARTMENT:

The Community & Economic Development Department is comprised of five divisions which include Planning, Building, Code Enforcement, Housing, and Economic Development.  The department's mission is to make San Rafael a great place to live and do business by fostering collaboration between businesses, the community and the City.  The Planning, Building, Housing and Code Enforcement divisions support the City's land use entitlement, construction and inspection permitting, housing policy, and community code compliance programs.  The Economic Development division works to create and maintain a thriving economic environment for businesses and residents by providing resources, primarily through the one-stop-shop "San Rafael Go" Program.  The Community & Economic Development Department has a total Fiscal Year 2023/2024 budget of $7.4 Million and 23 full-time employees.

THE POSITION:

Under the direction of the department Director, the Assistant Community & Economic Development Director (Assistant Director) will assist the Director in managing, directing, supervising, and coordinating the activities and operations of the department.  Depending on background and experience, the Assistant Director will provide oversight to one or more of the department divisions.  In addition, the Assistant Director will develop and enhance department policies and procedures, support in the development and management of the department budget, engage with the community on various development and/or City projects, support the business and development community, be a thought partner on creation and implementation of City policies and programs, serve in the absence of the Director, prepare reports and conduct presentations to Council, Boards, Commissions, and community groups, work cross-departmentally throughout the City.

THE IDEAL CANDIDATE:

The Director seeks a municipal government professional with experience and knowledge in the areas of economic development, housing policy, real estate development, and project management with exceptional leadership skills to guide and manage employees and navigate complex projects and programs.  The successful candidate brings an understanding of fiscal and budget administration, contract management, effective communication and presentation skills, and experience with working with businesses, developers, and community partners.

The next Assistant Community and Economic Development Director is a self-starter, with a proactive, relationship-based and inspirational managerial approach and an active communication style.  As a demonstrated leader, the successful candidate demonstrates a proven track record of leading culture change and encouraging, coaching, and mentoring staff to consider innovative approaches in day-to-day operations and will work effectively with the Executive Team, City Manager, and City Council.

The minimum qualifications include a Bachelor's degree with major work in Urban or Regional Planning, Economics, Public Administration, or related field, and five (5) years of progressively responsible community and economic development experience, including two (2) years of supervisory experience.  A Master's degree is desirable.    

COMPENSATION AND BENEFITS:

The annual salary is $159,336 to $193,668.  Placement within this range is dependent upon qualifications.  The Assistant Community & Economic Development Director is a regular position of the Mid-Management employee group, eligible to receive all related benefits to the group, including:

Retirement:  Participation in MCERA (Marin County Employee Retirement Association) plan, which offers reciprocity between agencies in CalPERS.

Medical Insurance:  EE Only - $735.86; Employee + 1 l- $1,471.71; Employee + Family - $1,913.24; Waive coverage - $735.86.

Dental:  Fully paid for employee and dependents.

Vision:  Fully paid for employee and dependents.

Administrative Leave:  10 days per calendar year (applied every January pro-rated based on date of hire).

Vacation:  Vacation accrual of 15 days per year for the first 5 years, pro-rated based on hire date; additional accrual based on years of service up to 25 days per year.

Holidays:  12 paid holidays, plus 1 floating holiday per year.

Sick Leave:  12 days per year.

Sick Leave Pay Out:  3% per year of service, up to 600 hours.

About the Position
The City Manager's Office of Communications is recruiting for an Assistant to the City Manager position. This Assistant to the City Manager will act as a Deputy Public Information Manager and report to the Director of Communications. The Deputy Public Information Manager manages a portfolio of City departments and serves as a media contact and/or spokesperson, as well as a Deputy Emergency Public Information Officer during emergencies.

Strong written, verbal and interpersonal skills are essential for this position. An ideal candidate will be knowledgeable in marketing and public relations techniques, technologies and platforms, including digital/social media and visual storytelling, and will keep equity at the forefront of all communication. The Deputy Public Information Manager also will advise senior-level managers and elected officials about communications, news media, and community implications and alternatives for decisions, policies and programs. Previous local government and/or public relations/advertising agency experience preferred.

The Department of Public Works is currently recruiting to fill a Communications Technician position for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services).

The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event.

The key responsibilities of the Communications Technician may include:

• Installation, maintenance and repair of mobile and portable radios, base and control stations, microwave systems, dispatch consoles, voting receivers and comparators, digital Microwave system and P25 LMR systems.
• Respond to trouble reports, perform preventative maintenance and project assignments. Update technical documentation including wiring block assignments, CEB programming and configurations, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City's various communications systems.
• Provide recommendations for process improvement changes with the input of technical staff.
• Construct and/or modify communications equipment and perform research on new equipment.
