The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

 

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Performs private development plan review.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.
• Review and provide plan check comments for private development applications and building, grading, and encroachment permits in accordance with City codes, ordinances, and policies. Review of required studies and coordinates with consultants to provide peer review of special studies.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Maintain a variety of public works department and engineering division program and project files and records.

There is one (1) full-time, regular hire Senior Civil Engineer vacancy in the Engineering Division. 

Under direction, the Senior Civil Engineer, plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer. 

Signing bonus:
In addition to a competitive compensations package, new, full-time, regular hire Senior Civil Engineers are eligible to receive a $10,000 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule

About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

 

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

 

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

 

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.
• Represents the Public Works Department at various meetings.
• Performs a variety of computer and tracking support functions.
• Interacts with the public at the public counter answering questions and issuing permits for construction in the City’s right of way.
• Prepares Requests for Qualifications/Proposals (RFQ/Ps) for design, construction management and support services as needed.
• Provides preliminary and final review of development proposals such as subdivisions maps, parcel maps and subdivision improvements.
• Reviews private development submittals for compliance with State and local regulations and specifications, working with project proponents to make necessary corrections.

• Coordinates with other departments as needed to complete assignments.
• Provides planning, specification, calculation and cost estimating review of others’ work.

• Reviews and evaluates development plans, maps, and related documents for conformance to City, State, and Federal codes. Reviews calculations and issues permits.
• Gathers traffic data, maintains traffic records, conducts traffic studies, and prepares traffic reports.
• Provides assistance to other City employees regarding engineering related matters.
• Administers consultant contracts for moderately complex projects or service contracts, effectively monitoring costs and deadlines.
• Manages assigned projects by acting as lead person on the project, ensuring that all aspects of the project are addressed and the project is completed in a professional manner.
• Assists in preparing and managing budgets for operation and capital improvement programs.
• Coordinates work with regulatory agencies and private entities, completing public relations work as needed or assigned.
• Prepare reports and delivers presentations to City and private groups as assigned.
• Applies for and obtains permits from local, state and federal agencies.
• Applies for and administers grants.

Role description

Under general supervision, the Electric Motor Repair Technician performs skilled electrical and mechanical work in the maintenance and repair of a variety of electric motors, generators, appliances, power tools, control auxiliaries and related electrical components.

Examples of Important and Essential Duties:
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list:

1. Maintains, rebuilds, and/or repairs a variety of electric motors and other electrical devices, equipment, and machinery such as D.C. and A.C. single and three-phase motors, switches, controls, power tools, heaters, testing equipment, magnetic contactors, motor generators, batteries, and other related electrical equipment.
2. Inspects, diagnoses, and/or tests parts and equipment using megger, surge tester, hi-potential tester, bar to bar tester, and other test equipment in accordance with departmental safety standards.
3. Rewinds windings in stators, armatures and coils in AC and DC electric motors and equipment.
4. Cleans parts, tools, and equipment during the course of repair and performs routine tasks with appropriate cleaning materials/equipment.
5. Reads, understands and interprets maintenance manuals, schematic drawings and plans such as machine specifications, blueprints, layout work and drawings.
6. Drives other non-revenue vehicles as required.
7. Operates hand, pneumatic, portable power and machine tools such as, drill presses, grinders, wire crimpers, band saws, cutters and oxy-acetylene torches in accordance with departmental safety standards.
8. Maintains various written documents such as record of work performed and job reports.
9. Communicates and advises with supervisors, co-workers and others on assignments and other work-related matters.
10. Performs other related duties as needed.

Nature of Work: requires physical effort and dexterity in the use of fingers, limbs and body; and working with high voltage equipment.  May also involve possible exposure to dust and chemical fumes, which may require wearing of a respirator and other personal protective equipment; and working in inclement weather and conditions where minor injuries may occur.

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Experience:
Six (6) years of full-time verifiable experience of which two (2) years must have been as a journey-level electric motor repair technician, where duties included the electrical and mechanical repair of all types of motors, motor-generators, coils, stator and armature windings, and troubleshooting control circuitry and related devices.

Substitution:
Training in a recognized four (4) year apprenticeship program in electric motor winding repair may substitute for up to four (4) years of the required non-journey-level experience on a year-for-year basis.

License:
Possession of a valid driver's license at the time of appointment.

Note: Appointees to the position will be required to successfully complete the National Safety Council Forklift Truck Operators training course conducted by the SFMTA.

What else should I know?

Eligibility List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. MINIMUM QUALIFICATIONS:

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable

DUTIES:

COVID-19 VACCINATION REQUIREMENT:

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. In this exciting opportunity you will play a crucial role in designing, implementing, and optimizing water treatment processes and help develop sustainable practices that ensure clean, safe water for our community. Your expertise will help us enhance our wastewater systems, improve potable water quality, and expand our recycled water initiatives. 

The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. The SCRWA plant has won multiple awards at both the regional and state levels, and is undergoing expansion from 8.5 MGD to 11 MGD capacity. Tasks include permitting, reporting, planning, coordinating, and directing the design, investigation, development, operation, and construction of a wide variety of civil and environmental engineering wastewater projects. Assignments may also relate to wastewater collection, recycled water, and potable water. The Incumbent will need to work effectively with the Senior Environmental Engineer, staff from the cities of Gilroy and Morgan Hill, Santa Clara Valley Water District, the Regional Water Quality Control Board, SCRWA legal counsel, and the general public.

EXAMPLES OF FIRST YEAR PROJECTS/ASSIGNMENTS:

• Evaluate and recommend CIP and maintenance projects for the wastewater treatment plant.

The County of Yuba is currently recruiting for the positions of Assistant Engineer, Associate Engineer and Associate Civil Engineer for the Public Works Department in the Community Development and Services Agency. Currently, there are two vacancies that may be filled at either the Assistant Engineer, Associate Engineer, or Associate Civil Engineer level depending on qualifications. These classes are alternately staffed and incumbents may advance to the higher level after gaining experience, required certifications and demonstrating proficiency which meet the qualifications and expectations for the higher level class. The incumbent to this position will perform engineering work, including preparing design plans, specifications and engineering estimates related to roads, bridges, culverts and other County infrastructure; project management; assist in developing and administering professional services or construction project contracts; review plans and inspect projects; collect and present data and prepare reports; provide information and advice to the public and perform related work as assigned. 

Assistant Engineer: is the entry level in the civil engineer series. Initially under close supervision, incumbents will provide assistance to management staff or higher level engineers in the areas of research, data collection, project administration, preparation of reports and preparation of engineering plans and specifications. Assignments are intended to provide background in the fundamental principles and practices of public service engineering.

Associate Engineer: is the journey level in the civil engineer series. Under general supervision, incumbents independently conduct design, research and construction project inspection and analyses for a variety of projects within the county. Responsibilities may also include providing work direction to technical support staff.

Associate Civil Engineer: is the advanced journey level in the civil engineering series. Under general direction, incumbents perform professional engineer work and prepare civil design plans for various Public Works projects; independently conduct engineering feasibility cost, research and design studies and construction project work; analyses for varied department and agency projects and functions; signing off designs and as-built changes related to roads, bridges, culverts and other County infrastructure and perform related duties as assigned.

 

About CDSA:

The Community Development and Services Agency (CDSA) strives to improve the overall quality of life for our residents and fiscal health of our businesses by coordinating the orderly growth and development of the County. We accomplish this by providing proper implementation of related regulations, providing community services, and by providing operation, maintenance, and expansion of Public Works infrastructure.

The Deputy Public Works Director/City Engineer will work closely with the Public Works Director, the Deputy Public Works Director/Operations, departmental staff, and City management to provide a wide range of comprehensive services to the City and the organization.  This position assists in the management and day-to-day operation of the engineering divisions, serves as the City’s Chief Engineer, and acts in the absence of the Public Works Director.  The Deputy Director directly supervises the activities of the engineering services, capital, and sustainability divisions, as well as transit and emergency preparedness programs, with approximately 50 professional and paraprofessional staff.

The incumbent is a key liaison between the Public Works Department and other City departments, elected officials, residents, businesses, and other public and regulatory agencies.  This highly visible position serves as a point-of-contact for regional issues within Ventura County, including water resources, water quality and transportation.
