The Community Library Manager:

• Plans, develops, coordinates, organizes, and supervises the activities of one or more community libraries.

• Plan, organize, direct, and supervise one or more branches of varying sizes.

Qualifications

Education:
A Master of Library Science or recognized equivalent degree from an American Library Association-accredited college or university is required.
 

Experience:
Any combination of experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Library Branch Manager I - Three years of experience as a librarian.
Library Branch Manager II - Four years of experience as a librarian, including one year of supervisory experience.

Knowledge of:

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. Position Duties

The San José Fire Department is seeking candidates for one (1) Senior Hazardous Materials Inspector position within the Bureau of Fire Prevention. This is the supervisory level in a three-tier inspection series of the Fire Department's Hazardous Materials Program. Incumbents participate in and oversee the work of Hazardous Materials Inspectors involved in enforcing city ordinances and codes governing the Hazardous Materials Program. Individuals in this position receive administrative guidance from the Division Manager and perform challenging and complex plan reviews, inspections, and investigations.  They are responsible for recommending changes based on new processes and procedures. This role differs from the next lower class of Hazardous Materials Inspector II, where incumbents carry out inspection work under the supervision of the Senior Hazardous Materials Inspector.

Duties for this position include, but are not limited to:

• Assist in developing the Hazardous Materials Inspection program, goals, and budget.
• Assigns, supervises and coordinates the work of Hazardous Materials Inspectors.
• Provides technical guidance and training to Hazardous Materials Inspectors.
• Establishes procedures for reviewing and approving Hazardous Materials Management Plans for occupancies requiring Short- or Long-Form Management Plans.
• Assists in performing complex hazardous materials system plan reviews and inspections in support of the Hazardous Materials Unit to meet plan check quality and timeline target expectations.
• Prepares required reports associated with reviewing progress, accomplishments of performance metrics, investigations, compliance orders, and other reports as required.
• Attends seminars, workshops, and other types of training to maintain current knowledge of information related to hazardous materials.
• Appears in court to provide testimony, as required.
• Liaison with other internal Development Services partners, outside regulatory agencies, and cities that have adopted the model ordinance.

ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches—Downtown, Pickleweed, and Northgate—and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.

THE POSITION

The Senior Librarian is responsible for a full range of complex librarian duties including classification; cataloging; reference; readers advisory; collection development; program planning, development, and evaluation; outreach and marketing; and service to specialized populations including youth, adults, and/or non-English speaking individuals.  

IDEAL CANDIDATE

We are seeking three dedicated and experienced Senior Librarians to oversee key areas within our library system.  Each Senior Librarian will be responsible for one of the following units:  Children's Services, Adult/Teen Services, or Branch Services.  The ideal candidate will have a solid background in library operations, including collection development, reference services, program planning, and community outreach.  Proven leadership skills are essential, with experience in supervising and training professional and paraprofessional staff while maintaining high service standards.  Expertise in reference services, library technologies, and creating programs for diverse populations, including youth and non-English speakers, will be crucial in meeting the evolving needs of our community.

ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches—Downtown, Pickleweed, and Northgate—and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.

THE POSITION

The Librarian I/II will perform varied professional library work, including collection development of library materials; development of library services, programs, outreach, and marketing; technical services work; and assisting patrons with basic and complex informational requests.  The Librarian I/II will be proficient with library systems.

• Provide a range of services to patrons, including complex reference and readers' advisory; circulation and patron account requests; and advanced assistance with accessing library materials, technology, and resources.

EDUCATION AND EXPERIENCE

• This is the entry-level in the professional librarian series.

Librarian II:  

• Two years of professional library experience at the Librarian I level or equivalent is required

For Both Levels:

• Equivalent to a master's degree in library science, library and information services, or similar curriculum, issued by a college or university accredited by the American Library Association is preferred.  
• Progressively responsible-related experience may be substituted for the college coursework on a year-for-year basis.

What You’ll Do

The Literacy Specialist plans, coordinates, and implements student, tutor and volunteer assessments, trainings and related activities for an assigned literacy program.  The incumbent also provides assistance in the daily operations of the program and carrying out the goals of the program.  Duties may include, but are not limited to, the following:

• Plan and present volunteer training workshops and programs; match volunteer to appropriate literacy activity and match students with volunteer tutors; prepare and provide instructional plan for students and trains tutors in implementing lesson plans; administer adult literacy student assessments.
• Plan, organize, and implement instructional and supportive workshops and activities for students and volunteers, which may include writing workshops, reading groups, continuing education sessions and support groups.
• Plan, organize, and implement family events and story times for literacy program clients.  Plan and implement early childhood literacy program and assist and collaborate with professionals involved with the program. 
• Maintains accurate records and statistics of student and volunteer activities for State grant and other reports. Tracks program progress and prepares program reports as required by the State Library or other program stakeholders.
• Plan, organize, and provides student and tutor recognition events and develop, design, and create promotional materials and displays.
• Recruits, trains and supervises assigned program per diem staff and or volunteers.

Position Duties

San Jose Animal Care Services, a division in the Public Works Department is currently seeking to fill two (2) full-time Animal Shelter Coordinator (Night Shift) vacancies.

Salary range(s) for this classification is $68,970.72 - $83,931.12 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Animal Shelter Coordinator has the responsibility to provide humane handling and care for animals sheltered at San Jose’s Animal Care Center. This position reports to the Animal Shelter Operations Supervisors and has lead responsibilities for Animal Care Attendants and Animal Health Technicians. 

This position will undergo training (4-6 weeks) during normal business hours (dayshift) and will be scheduled to work 5 days a week in an overnight shift anywhere from 9:00 pm to 7:30 am after training has been completed. This position will be required to work weekends, holidays, rotating shifts, and respond to emergency animal services assignments.   

Key responsibilities include but are not limited to:

• Acts as a lead in the animal shelter over entry level animal care personnel, such as Animal Care Attendants. Assigns, schedules, inspects work, provides technical direction, determines priorities, and trains staff and volunteers. May approve timecards and give input to the supervisor regarding performance evaluations, hiring, promotion, termination, and discipline of employees. 
• Performs duties similar to the duties performed by Animal Care Attendants. These duties include receiving and properly kenneling animals, collecting fees, feeding and caring for impounded animals, cleaning, disinfecting, inspecting, euthanizing animals, and maintaining shelter facilities, assisting the public in claiming or adopting animals. 
• Performs administrative duties such as completing and maintaining records (i.e; feeding, care needs, and holding periods for impounded animals, etc.), generating operational reports, maintaining inventories of food, equipment, supplies, animals, etc. 
• Explains, interprets, and makes presentations of ordinances, codes, laws, rules, and regulations to citizens, groups, agencies, businesses, and other entities; participates in and coordinates public education programs, rabies and spay/neuter clinics.
• Works cooperatively with other law enforcement groups when joint action is required; collaborates with members of animal rescue and foster care groups. 
• Monitors and observes animals for signs of illness or injury and seeks medical care as necessary, or separates sick and injured animals for observation; administers first aid or minor treatments to animals; assists the Shelter Veterinarian and/or Animal Health Technician in minor medical procedures such as vaccinations; Quarantines potentially rabid animals.
• Conducts behavior evaluations for cats, dogs, rabbits, guinea pigs, mice, and rats, and makes recommendations to Shelter Operations Supervisor regarding placement. Humanely euthanizes and disposes of animals as necessary.
• Advises public of legal rights and explains and interprets animal control laws, ordinances, regulations, procedures, and policies.
• Ability to handle animals humanely and safely using approved protocols and practices.
• Skilled in using the proper control techniques on animals entering the shelter.

Position Duties

The department is seeking to fill one (1) full-time Senior Power Resources Specialist position to support the Power Resources Division. This role reports to a Principal Power Resources Specialist and is part of a dynamic, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects—playing a key role in advancing the City’s clean energy goals.

The selected candidate will have the following duties and responsibilities:

• Prepare, issue, and evaluate solicitations for energy, resource adequacy, and renewable energy credits. 

•Participate in long-term procurement related to renewable energy resources, energy storage projects, and other power products.  

• Manage, analyze, and recommend power supply products to minimize risk to the portfolio. 

• Provide analytical support for the bidding and scheduling of the SJCE resource portfolio.

• Complete analysis and prepare procurement plans, including managing consultants, and developing procurement strategies.

• Collaborate with the regulatory team in drafting required regulatory filings such as integrated resources plans and renewable procurement plans.

• Collaborate with the account management team to develop new products desired by customers, such as rates with market-price components and feed-in-tariffs.

• Participate in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.

• Develop and maintain relationships with power suppliers and consultants.

• Assure compliance with Federal, State, and local requirements.

The ideal candidate will have a knowledge of California energy markets and experience working with a variety of market participants, including renewable energy and storage developers, large energy trading firms, independent power producers, investor owned and municipal utilities, and CCAs. The ideal candidate should have strong analytical and negotiation skills, experience in power trading and origination, or renewable energy development and contract management.
