The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION 
To perform a variety of paraprofessional office and field engineering work including drafting, minor design work, engineering records preparation and maintenance and operation of equipment and instruments; may work as survey crew member in support of surveying and other civil and traffic engineering functions.

DISTINGUISHING CHARACTERISTICS 
This is an entry level classification that assists higher level technical and professional engineers in all activities of the Engineering & Transportation Division. The Engineering Technician is responsible for conducting traffic, engineering and similar studies for public works projects, and for assigned technical engineering tasks, preparing plans and estimating for various design and construction activities. It is distinguished from the Assistant Civil Engineer which is the journey level classification with responsibility of the more complicated technical tasks. 

 

Essential Duties

Duties may include, but are not limited to, the following: 

Performs non-routine drafting assignments which require application of standardized drawing technique
Gathers field data for planning, design and construction. 
Prepares accurate drawings from design notes, sketches and field survey notes.

Makes computations to determine quantities and costs. Performs complex mathematical calculations by using accepted formulas, manuals and equipment. Reads and interprets maps and other engineering records and prepares legal descriptions of property. Corrects and re-designs construction plans for street improvements, utility installations, drainage and material quantities by using appropriate calculations, computations and engineering data and by consulting with engineers. Performs survey office work using drafting tools while employing mathematical and engineering data to prepare information for use by survey field crews, construction crews and construction inspectors. Interprets information from survey field work for use in mapping, designing construction plans, analyzing earthquake fault monitoring data and updating survey records. Performs various duties associated with land surveying including using measuring tapes and level rods to assist in determining lines, angles, points, elevations and distances. Performs various record keeping and file maintenance duties such as recording instrument readings in field survey notes, maintaining office files of notes, control data, monument records, surveyors maps, and construction drawings. Prepares and maintains accurate “as-built” plans from notes from contractors of completed projects. Computes horizontal and vertical curves. Calculates distances, earth work quantities, fees and charges. Performs plan checking by comparing drawings of proposed improvements against drawings which illustrates established engineering standards applicable to various projects.

THE POSITION
Under the general supervision of the Campbell Community Center Supervisor, the Building Attendant oversees proper use and rental activity at the City of Campbell Community Center and other City facilities. Public Works is one of the largest Departments in the City of San Jos é and consists of a staff of 628 with an annual operating budget of $163 million. The Department has a primary role in the delivery of a majority of the City's $3.5 billion 5-year capital budget. The Department has a wide range of responsibilities including implementation of Measure S, Measure T, and the City's capital improvement program; right of way capital services and wastewater master planning; animal care and services; engineering review and approval of land development proposals, and management of the City's fleet and facilities assets. The Director's Management Team includes the Assistant Director and five Deputy Directors who oversee Animal Care & Services, City Facilities Maintenance and Operations, Development Services & Inspection/Field Services, Capital Improvement Program (process improvements, Measure T, Airport, City Facilities), Capital Improvement Program (Wastewater Treatment, Transportation & Hydraulic Services).

The salary range includes an approximate five percent (5%) ongoing non-pensionable compensation pay . The actual salary shall be determined by the final candidate's qualifications and experience.

The Department of Public Works is currently seeking to fill a Division Manager position to lead its Engineering Services Division. Reporting to a Deputy Director, the Division Manager of Engineering Services leads its staff members, who are responsible for a variety of professional services provided by five Sections: Land Surveying, Materials Testing Laboratory, Construction Management Services - Capital Projects, Construction Management Services - Permits and U nderground S ervice A lert , and Structural Engineering/Code Inspection.

This position manages professional and technical staff and is the primary decision-maker regarding Division programs and procedures. The ideal candidate will possess a high level of professionalism, excellent customer service skills and a strong work ethic. The position requires excellent judgment, initiative, perseverance, integrity, organizational skills, flexibility, and written and verbal communication skills. The ideal candidate must have extensive experience in the delivery of capital improvement projects.

Key Responsibilities

The Division Managers in Public Works are part of the Department's Senior Staff and will have the key responsibility to ensure the delivery of Division services. Resource management and leadership coaching is critical for success. Other key responsibilities may include, but are not limited to:

• Technical expertise in the City's Project Delivery process, outstanding leadership and the ability to establish an excellent working relationship with all stakeholders , from field staff to executives, will be required for incumbent to be successful in this position.

• Knowledge, skill and ability to develop and implement a business plan to forecast and balance revenue and expenditures across the Engineering Services Division.
• Knowledge of and experience with the resource planning processes for City's Capital program.
• Ability to develop and implement long-range planning in terms of staff development and prepare for organizational changes.
• Knowledge of management and administrative principles and practices.
• Ability to serve in the Department Operations Center for emergency management duties

The City of San José Animal Care and Services is a full-service animal care division of the Public Works Department comprised of four units: Field Operations (Animal Control), Medical Services, dog, cat, and small animals Shelter Operations, and Administration. Each unit works in collaboration with each other for the care of the animals in the communities that we serve.

• Working under the direction of the department's Public Information Manager, the Public Information Representative's chief functions will be to deliver, develop, and strategize on communications efforts to enhance the division's visibility in the community and to promote pet adoptions, volunteering, donations, and general pet care education.
• The role will create, devise, deliver graphics and content in keeping with the division's look and style and may be called up to adjust as the creativity evolves staying current with the most effective trends in social media marketing.
• Communications functions will be mainly digital, but materials will also be development and delivered in print as needed.
• This role will support the division's community outreach events, special events, educational events and adoption events.
• This role will serve as secondary contact for the media and may be called on to coordinate interviews and provide media with facts as requested.
• The PIR will lead efforts to streamline the division's photo and video collection working with staff and volunteers to manage and coordinate submissions for public posting to social channels.
• The PIR will prioritize the curation of the division's social media platforms ensuring a consistent look, style, tone, and schedule of posts that highlights the current needs of the division and recognizes significant holidays and pet days throughout the calendar year
• The PIR will support or lead webpage curation and deliver timely updates to webpages as directed by the PIM, or department leadership
• The PIR will monitor and collect data on social posts to contribute to the analysis of communications effort, to provide scales in support to annual reports, or for any other reporting needs.
