The Maintenance Worker II is the journey-level classification in the Maintenance Worker I-II series. The position performs a variety of work in the construction, modification, maintenance, and repair of City infrastructure, including buildings, parks, streets, stormwater, and/or drainage systems and facilities. The selected candidate will use and operate a variety of manual and power tools and light to heavy power-driven equipment and perform related work, as assigned.

This is an open competitive/ promotional recruitment, meaning that it is open to qualified permanent employees and any other applicants who meet the minimum qualifications. Two employment lists will be created for internal promotional and an open list of all other non-current EPA employees. 

This position performs a variety of para-professional, responsible eligibility determination, case management duties, and performs related duties as assigned in the Adult Unit and Adult Drop In Center. The HHSA Case Manager II is distinguished from the HHSA Case Manager I by the performance of the full range of duties as assigned, responsible for direct client contact in the provision of case management including complex cases. The position is located in the Behavioral Health Division at the Glenn County Health and Human Services Agency is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Interview and provides rehabilitation services to clients; develops and implements treatment plans; provides follow-up and assists clients with the resolution of problems.
• Provides information to potential clients, clients, and parents/guardians, if applicable, regarding program requirements and benefits.
• Maintains close, collaborative, and cooperative relationships with community agencies, social workers, local law enforcement, and other public agencies carrying out treatment and educational plans; provides information to other County departments and agencies.
• Assists in coordinating client placement in residential treatment facilities and periodically visits clients to assess progress. Provides referrals to other agencies as appropriate. 
• Performs home visits, school visits, court, or jail visits as appropriate; attends meetings with other departments, government agencies, and local agencies in matters regarding health and human services issues.
• Attends training, workshops, and continuing education classes, as required or appropriate.
• Makes determinations of crisis situations, authorizes 72-holds for hospitalizations.
• Remains on-call evenings and weekends for crisis and emergency situations.

What You'll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation.  Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The Public Works Supervisor receives direction from the Public Works Field Maintenance Manager or other Public Works senior management personnel and exercises direct supervision over crew lead workers, crews, and other staff per program assignment.

This position reports directly to the Engineering Manager and performs a variety of field and project management work with some direction and oversight. You will participate in design and construction administration of projects in the City’s Capital Improvement Program that includes work on major projects involving wastewater collection systems, wastewater pump stations and the Calera Creek Water Recycling Plant; manage construction inspection firms for public and private construction; and prepare construction project progress payments. Writes City Council staff reports and prepares constructions contract agreements and amendments. BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. • Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

The City of Orinda is searching for a motivated individual to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets and drainage facilities, sign and striping repair and replacement, graffiti removal, and vegetation trimming and clearing. All full time maintenance personnel in the City are responsible for after-hours emergency call-outs, including weekends and holidays, on a rotational basis.  Special and holiday event (including 4th of July) coverage may also be required.    This position is the entry level in the Maintenance Worker series, reporting to the Public Works Supervisor.

Examples of essential duties:

• Maintains and/or repairs City streets and catch basins; grade, scrape, and level surfaces in preparation for road paving; performs repair of curbs and gutters and paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools;
• Removes and replaces road surface material and debris; load, transport and unload stones, gravel, dirt, supplies, and equipment;

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Education: Equivalent to a high school diploma; and

Experience: One year of experience performing a variety of maintenance, repair, and construction and equipment operation work; and

License and Certificate: Possession of a valid California Driver's License with a satisfactory driving record.  Ability to obtain Confined Space, Traffic Control Flagger, Trench Shoring, and Fork Lift Certificates.

Special Requirements: Essential duties require the following physical skills and work environment:

Experience in the repair and maintenance of GE or Motorola mobile and portable two-way radio systems and data communications hardware is desirable.

Must possess sufficient strength and stamina to lift and carry objects weighing up to 50 pounds. Must be willing to work off-hours, standby, and overtime in emergency situations. Must possess good color vision.

WASTEWATER PLANT OPERATIONS MANAGER

Under the general direction the Wastewater Treatment Plant Operations Manager will supervise all activities of the Operations Division, including operation, maintenance and laboratory services with the ability to plan, organize and direct the activities of the Wastewater Treatment System Division. The Plant Manager will act as the Chief Plant Operator and will perform other duties as assigned.

• Schedule, supervise and review the work of operation, maintenance, and laboratory personnel assigned to the Operations Division of the Department of Wastewater.
• Oversee a comprehensive preventive maintenance program of facilities. Ensure that supervisors conduct regular safety training and maintain a safe work environment.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Experience:

Five years of increasingly responsible experience in the maintenance /operation of a wastewater treatment plant, with at least two years of supervisory capacity. 

Training & Education:

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in Environmental Science, Civil Engineering, or related field. College coursework in environmental science, civil engineering, or other related discipline can be substituted for experience on the basis that two years of coursework equals one year of experience with a maximum of four years of coursework equaling two years of experience.  Continuing education in related subjects including supervision and project management is desirable.  

Certificates/Licenses:

• Possession and maintenance of a current Grade IV Wastewater Treatment Plant Operators Certificate or higher as issued by the California State Water Resources Control Board.
• Substitution: Grade III certification and proof of eligibility of Grade IV certification exam qualification may be considered. Grade IV Wastewater Treatment Plant Operator Certificate will be required within one-year of appointment.
• Possession a valid Class C California Driver's License.
