The Judicial Branch of California is accepting applications for the position of Budget Supervisor (Fiscal Supervisor) for the Budget Services office.  

The Budget Supervisor (Fiscal Supervisor) in the Court Budget Unit (CBU) will plan, organize, supervise, review, and evaluate the work of assigned staff responsible for base and court program allocations and reimbursements of approximately $3 billion annually for the 58 trial courts. The supervisor oversees the compilation of trial court financial documents and required reporting; reviews requests for funds held on behalf of the trial courts, cash advance loans, emergency trial court funding requests, and budget change proposals from trial courts and Judicial Council programs; oversees the preparation of the Court Interpreters Program and Judges Compensation expenditure projections; and directs workload related to new funding methodologies and allocation recommendations to the Trial Court Budget Advisory Committee (TCBAC) and the development of fiscal analysis for legislative bills.

This position also oversees the lead staff to TCBAC ad hoc subcommittees and subcommittees, preparation of annual reports to the Legislature, and other various special assignments for Budget Services management and the Executive Office.

This position works independently with limited supervision and works directly with court leadership including presiding judges, court executive officers, local fiscal court officers, advisory committees and subcommittee members, leadership and management from other Judicial Council offices, and all units within the Budget Services office.

The Information Technology Department is recruiting for a Business Analyst within the City Products-Projects-Portfolio Office (C3PO).

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

The position will also lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. The Technology Portfolio Manager is responsible for maintaining fiscal, schedule and technical control of the project and maintaining strong working relationships with clients and technicians throughout the project. The Technology Portfolio Manager will be responsible for data solution operations through an in-depth understanding of hardware and software solutions and coordination of project managers and field technicians. 3. Three (3) years of experience must include supervising professional-level staff that interpret laws and regulations, and/or exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Possession of an advanced degree from an accredited college or university may substitute for one year of the required non-supervisory experience listed above. This substitution may not be applied to the required three (3) years of supervisory experience.

The Community: 

The Town of Hillsborough (pop. 11,574) is a residential community located in San Mateo County, midway between San Francisco and San Jose.  

Incorporated in 1910, the Town provides a full range of essential municipal services including police and fire protection, land use planning, building permitting and inspection, maintenance of roads, and water, sewer, and storm drainage infrastructures. The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads. The Town’s Fiscal Year 2024-25 Adopted Budget is $75.9 million with a General Fund Reserve of $30.7 million. The Department: 

The Finance Department is responsible for the overall financial management of the Town. The Department’s core mission is to maintain a sound and secure financial position by providing administrative and technical support to the Town’s management, City Council, staff, and the public. The Finance Department provides support services to the Town departments and citizens.  Support services include budgeting, accounting and financial reporting, treasury, and revenue management, purchasing and accounts payable, payroll, debt management, financial analysis, and other administrative functions.  Services provided to customers include water, sewer and storm drain utility billing and customer support, alarm billing, business licensing, Town main phone line reception and other services.

The Position: 

Under general supervision, plans, organizes, and performs professional accounting duties in the preparation, maintenance, and processing of accounting and financial transactions, general accounting, budgeting, and financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards; develops and implements fiscal policies, procedures, and internal controls; and performs related duties as assigned.

Receives general supervision from the Assistant Director of Finance or Director of Finance.  Exercises technical and functional direction over and provides training to lower-level staff.

Woodside Fire Protection District is seeking a part-time accounts payable/receivable assistant to assist the Finance Manager with daily accounting operations.  This is a non-exempt, non-benefited position working 16 to 24 hours per week in our Portola Valley Administration Offices.

DEFINITION

Manages the Town's transportation program, including engineering, planning, budgeting, construction and maintenance of the Town's traffic network and transportation infrastructure system and a team of professional personnel.  Oversees multi-modal transportation projects, traffic safety and congestion reduction programs, traffic studies, and initiatives.  Provides supervision to assigned staff.  Maintains effective working relationships with Town employees, community members, state and county agencies, and appropriate others in support of assigned duties.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned division; interprets and complies with all applicable local, state and federal regulations (e.g. MUTCD, etc.).
• Develops and monitors the division’s budget; oversees financial well-being of the division by analyzing cost effectiveness and directing cost control activities.

• Oversees transportation review of the traffic and transportation requirements for land development projects; prepare scope of work for traffic impact studies; reviews traffic impact studies, makes comments and recommendation for approval.  
• Oversees the operation and maintenance of the Town’s traffic, bicycle and pedestrian signals and related infrastructure, including inspections, troubleshooting, and contracting for major repairs.
• Review accident reports and prepare collision diagrams. 
• Review and comment on new traffic signal plans and assist with field inspection of new traffic signals; monitor traffic signal operations and make proactive field adjustments and enhancements. 
• Apply highway design standards, criteria, and policies; utilize accident and traffic volume records and traffic control device inventory to produce a complete and creative solution to traffic problems.
• Apply for and secure funds for targeted transportation grants.
• Makes presentations to Town Council, boards, commissions, and citizen groups.
• Staff liaison to a number of multi-agency Joint Powers Authorities and Regional Committees to ensure multi-agency collaboration on regional issues and programs are met and that multi-agency services are being provided efficiently and effectively; collaborates closely with Town Council liaison to the Committee(s), as well as other agencies’ elected officials.
• Coordinates, corresponds and interacts directly with citizens, customers, staff, etc., for transportation engineering services (e.g. safety, traffic calming, sight distance, speed management, active transportation, etc.).
• Respond to citizen inquiries, suggestions, and concerns for safety and/or solutions to unique traffic problems by creatively utilizing acceptable traffic engineering standards.
• Represents the Town before boards, commissions, and committees addressing transportation issues in southwest Contra Costa County
• Performs emergency or disaster-related duties as assigned; and
• Performs other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles, practices, and techniques of transportation planning and traffic engineering.
• Fundamentals of traffic engineering, including human and vehicular characteristics, intersection and roadway capacity, transportation impact studies, traffic signal operations, intersection design, residential street design and traffic control, on and off‑street parking, traffic control devices; traffic signal operations at isolated intersections and coordinated signal systems, and site planning.
• Recent developments, current literature and sources of information regarding transportation planning and traffic engineering.

Ability to:

• Prepare clear and concise written reports and correspondence.
• Make presentations before the Town Council and other organizations.
• Apply transportation planning and traffic engineering knowledge to specific technical problems.
• Layout and design a wide variety of traffic implementation plans.
• Deal tactfully and effectively with the general public, civic and community groups, public officials and consultants.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of progressive experience in civil engineering, traffic engineering, transportation planning, or closely related field including at least two (2) years of supervisory experience.

Education:

A bachelor’s degree in transportation planning, traffic engineering or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Registration as a Traffic Engineer is desired but not mandatory.
