SENIOR CIVIL ENGINEER

SUMMARY DESCRIPTION

Under the general direction of the Assistant City Engineer or City Engineer this is the professional engineer classification responsible to perform complex engineering calculations and to review development maps and plans for compliance with Federal, State and Municipal Codes and specifications.

DISTINGUISHING CHARACTERISTICS

This is position is the advanced journey level class in the engineering series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing direct supervision over assigned personnel including Assistant or Associate Engineers. Positions in this class are flexibly staffed and are normally filled by advancement from the Associate Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Participate in the development and implementation of goals and objectives; implement policies and procedures related to the engineering division. 2. Assist City Engineer in the preparation and monitoring of the capital improvement program. 3. May provide direct supervision as assigned by City Engineer to professional and technical engineering staff within the engineering division; assign daily work and monitor work progress; evaluate work in progress and provide training and technical assistance. 4. Administer development reviews for site plan approval for streets, utilities, tentative final subdivision and parcel maps. 5. Administer public works construction contracts, supervise quality and exercise control on all public works projects; supervise and perform preparation and maintenance of all required legal descriptions and documents necessary to acquire land, rights of way; and easements; process encroachment requests into City Easements and rights of way. 6. Supervise, oversee and participate in the development of Civil Engineering designs and plans including the calculation of the quantity, quality and cost of materials and the development of specifications related to the assigned project. 7. Participate in the review and approval of subdivision plans; ensure that public improvements comply with City standards, applicable codes, local, federal and state legislation, as well as sound engineering practices. 8. Provide administrative and engineering assistance to developers, contractors, consultants, other agencies and the general public to resolve complaints and problems and ensure successful project completion.

Review the design plans and check results of consulting engineers for compliance with sound engineering principles and City standards and specifications. 10. Resolve work problems and interpret routine administrative policies to subordinates, other departments, contractors, consultants and the public. 11. Coordinate activities with those of other departments and outside agencies and organizations. 12. Assist in budget preparation and administration; maintain budget records and work performance records. 13. Prepare RFP's for design services of different projects. 14. Prepare legal descriptions related to City rights of way and easements. 15. Prepare comprehensive contracts related to construction projects including construction standards, specifications, project schedules and payments plans. 16. Provide information to the public, respond to and resolve citizen inquires and complaints. 17. Perform contract administration and construction management of Capital Improvement Projects. 18. Supervise and oversee survey and construction inspection activities. 19. Direct the preparation and filing of documents and maps related to the assigned area of responsibility. 20. Perform related duties as assigned.

QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Engineering principles, programs, procedures, practices, forms, and techniques pertinent to functions within the Engineering Division. Laws and regulations governing the formation of assessment districts and public works construction. Budgeting as practiced in public agencies. Recent developments, current literature and sources of information regarding engineering functions applicable to the Engineering Division. Principles and practice as applied to computer usage, including but not limited to Auto CAD, spread sheet programs and word processing programs. Basic principles and practices of project management. Computer applications to engineering and construction management. Methods, materials and techniques used in the construction of public works projects. Ability to: Prepare plans and drawings neatly and accurately. Make engineering design calculations and check, design and prepare engineering plans. Provide skill in the preparation and presentation of clear and concise written and verbal reports. Deal effectively with engineers, developers, contractors, property owners and general public. Understand and interpret engineering construction plans, specifications and other contract documents. Perform technical research and solve difficult engineering problems.

Conduct comprehensive engineering studies and analyses and prepare reports with appropriate recommendations. Ensure project compliance with State, Federal, and local rules, laws and regulations. Interpret and apply pertinent laws, rules and regulations. Provide direct supervision and training to assigned personnel. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contracted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. Experience: Five years of increasingly responsible professional public works engineering experience or two years as an Associate Engineer in the City of Ceres, including lead work or supervisory experience. License or Certificate: Possession of an appropriate, valid driver’s license, to be maintained as a condition of continued employment. Possession of a certificate of registration as a Professional Civil Engineer in the State of California is required. If licensed in another state, must obtain California Professional Civil Engineer within six months of appointment.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.
• Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

2.       Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies; establish and maintain various files and records.

3.       Perform data entry; post receipts and other information to various city accounts and funds.

4.       Assist in the preparation of financial, accounting, and statistical statements, analyses, documents, and reports; assist other accounting staff and departmental management in the preparation of reports; gather and organize data.

5.       Prepare daily City deposits and post appropriate journal entries.

6.       Prepare and submit all warrants and warrant list for review and approval.

7.       Perform a full range of customer service duties related to area of assignment; provide information to the public and City staff requiring the use of judgment and the interpretation of policies, rules, and procedures.

Do you have a passion for urban forestry and building healthy communities?  The Town of Los Gatos Department of Parks and Public Works is looking for an individual that wants to develop and grow their experience by supporting the Town’s street tree program.  The individual will support the Town’s restoration of a healthy street tree program and reduction in heat island effect by:
 

• Updating existing mapping of street trees throughout the Town including updating the Town’s GIS to reflect current conditions.
• Working with the Town Arborist to develop a work plan to replace missing street trees throughout the Town and bid the installation of the missing trees.
• Evaluating the Town’s approved street tree list and make recommendations for updating the list.

 

The Position
 
The Ideal Candidate: The ideal candidate loves working with trees and understands their value in urban areas. They will have background in forestry, urban forestry, or horticulture and at least basic knowledge of GIS and mapping principles.  The ideal candidate will have knowledge of various tree species native to the Bay area and their habitat value.  They will also have an understanding of how various trees may impact street infrastructure such as sidewalks, paving and utilities.

Responsibilities of the Candidate:  Essential responsibilities and duties may include, but are not limited to, the following:

• Work independently to review and update existing street tree mapping and tagging, with limited support from the Town Arborist and Parks and Public Works Superintendent.
• Recommend replacement trees for areas where trees are missing and develop mapping and list of trees suitable for contractors to bid on the replacement of trees.
• Oversee the installation of the trees.
• Update GIS layers with trees installed through this program.
• Review the Town’s policies and ordinances related to trees and recommend updates or changes.

 

Work Schedule: The hours and days are flexible with up to 20 hours per week available.  The work location can be flexible depending on the qualifications of the applicant. This position is funded for two years and limited to 936 hours per year. However, employment might end sooner, depending on the needs of the Department. Extra-help positions are paid hourly and are not guaranteed permanent status at the end of the extra-help assignment.

Minimum Qualifications:
Completion of high school or the equivalent supplemented by course work in advanced mathematics or drafting.

Any combination of training and experience that would provide the required knowledge, skills, and ability is qualifying. 

Desired Qualifications:

• Candidates selected for this position must have a valid California driver's license or equivalent and be at least 18 years old on the hire date.
• Knowledge, Skills & Abilities:
  • Native trees of the southern Bay Area, including their habitat values and suitability for various conditions.
  • Urban forestry / street tree management principles.
  • Mapping principles with GIS experience desirable.
  • Strong communication skills (verbal and written).

The Office Assistant position at the Cooperative Extension Department performs a variety of   clerical duties in support of the function to which assigned; to provide word processing and data entry support; and to provide information and assistance to the public regarding departmental   policies and procedures. The position is at-will, temporary, part-time and scheduled for twenty-five (25) hours per week.

JOB DUTIES

· Enters a variety of departmental data into computer; retrieves data as necessary; operates printer and other peripheral equipment as needed.

· Performs routine clerical work as required, which may include copying and filing documents, indexing, processing daily in-coming and out-going mail, faxing information, assembling materials, etc.

· Maintains neat and orderly office environment.

· May coordinate and/or assist with various special projects as assigned.

The work assignments can vary from field maintenance to the office environment. Incumbents are encouraged to use various software programs and applications for field verification, audits and reports. Our service area is “right sized” for a wide range of field activities. Ideal candidates will be exposed to small maintenance and customer service tasks to complex system improvements and repairs. Water System Operators will be exposed to GIS use and training in addition to regulatory structure and reporting. You will find a supportive atmosphere that will assist in reaching common goals in water distribution and service. Water System Operator I

This is the entry-level class in the Water System Operator classification series. This class is responsible for providing support for assigned water operations and programs. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems and facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Water System Operator II

This is the journey-level class in the Water System Operator classification series responsible for performing the full range of technical duties required to ensure that City infrastructure, systems, and facilities to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Water System Operator in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and for performing the most complex duties assigned to the series.

The Water System Operator class series is flexibly staffed and positions at the II level are normally filled by advancement from the I level; progression to the II level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to the II level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the II level of the series.

MINIMUM QUALIFICATIONS:

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

      Water System Operator I

• Equivalent to the completion of the twelfth (12th) grade.
• One (1) year of experience in construction, maintenance, and/or repair of water utilities and/or related facilities, systems and appurtenances, including the use of hand and power tools.

      Water System Operator II

• Equivalent to the completion of the twelfth (12th) grade.
• Two (2) years of increasingly responsible experience in construction, maintenance, and/or repair of water utilities and/or related facilities, systems and appurtenances or one (1) year of experience equivalent to Water Systems Operator I at the City Menlo Park.

Licenses and Certifications

     Water System Operator I

• Possession of, or ability to obtain, a valid California driver’s license by time of appointment.
• Possession of, or ability to obtain, a valid Grade I Water Distribution Operator Certificate issued by the California State Water Resources Control Board (SWRCB) within one (1) year of employment.

     Water System Operator II

• Possession of a valid California Class B driver’s license with the appropriate endorsements may be required.
• Possession of a valid Grade II Water Distribution Operator Certificate issued by the SWCRB.
• Possession of, or ability to obtain, a valid Backflow Device Tester Certificate issued by the American Water Works Association (AWWA) or an equivalent association.
• Possession of, or ability to obtain, a valid Grade II Water Treatment Operator Certificate issued by the SWRCB may be required if treating water

Physical Demands

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 80 pounds, or heavier weights with the use of proper equipment.
