COMMUNITY SERVICE OFFICER

A Community Service Officer is a non-sworn uniformed police technician who is responsible for basic criminal and traffic collision investigations, issuing parking citations and warnings, towing abandoned vehicles, and basic collection of investigative information and evidence. The duties of Community Service Officers are instrumental in ensuring the availability of sworn police officers to conduct more critical patrol activities. This current opening in the Police Department is an excellent opportunity for a motivated individual seeking variety and challenge in an area of law enforcement which does not involve criminal enforcement activity such as making arrests or serving warrants.  The incumbent will perform a variety of important law enforcement duties and will respond to calls for service from members of the public in appropriate circumstances; including performing traffic control, serving subpoenas, taking crime reports, assisting in community events, and in other areas which do not require arrest powers.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security. 

 

About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

 

Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Public Works Maintenance Worker III position is the journey-level class in the series, and is distinguished from the Public Works Maintenance Worker II by the primary responsibility to operate heavy diesel and gasoline-powered construction equipment in the maintenance of roadways, drainage systems. 
 

WHAT YOU’LL DO

• Prepares roads for patch repairs, overlays, or chip seals; prepares mix for patching roads; repairs and reconstructs roads.
• Cleans roadsides and drainage systems; inspects and clears debris from drainage systems; conducts roadside burning as needed.
• Prunes trees and other vegetation as needed.
• Directs and controls traffic around work sites.
• Operates semi-trucks, dump trucks, water trucks, boom truck, front loader, rollers, snow plow, etc.; operates a compressor, sand blasters, jack hammer, chipper machine, welding equipment, cutting torch, compaction tools, weed eater, blower, and other hand and power tools.

DEFINITION

Manages the Town's transportation program, including engineering, planning, budgeting, construction and maintenance of the Town's traffic network and transportation infrastructure system and a team of professional personnel.  Oversees multi-modal transportation projects, traffic safety and congestion reduction programs, traffic studies, and initiatives.  Provides supervision to assigned staff.  Maintains effective working relationships with Town employees, community members, state and county agencies, and appropriate others in support of assigned duties.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Development Services Director.  General supervision is exercised over professional staff. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned division; interprets and complies with all applicable local, state and federal regulations (e.g. MUTCD, etc.).
• Develops and monitors the division’s budget; oversees financial well-being of the division by analyzing cost effectiveness and directing cost control activities.
• Oversees the budgeting, planning, engineering, and construction of Town’s transportation capital improvement projects.
• Oversees and directs workflow for multiple programs and functions (e.g. Neighborhood Traffic Management Program, etc.). 
• Evaluates, analyzes, prepares, reviews, and submits routine and specialized technical reports.
• Coordinate interdepartmental responses to transportation and traffic projects; work closely with engineering, maintenance, planning, and police staff on a wide-range of municipal transportation and traffic issues.
• Oversees transportation review of the traffic and transportation requirements for land development projects; prepare scope of work for traffic impact studies; reviews traffic impact studies, makes comments and recommendation for approval.  
• Oversees the operation and maintenance of the Town’s traffic, bicycle and pedestrian signals and related infrastructure, including inspections, troubleshooting, and contracting for major repairs.
• Review accident reports and prepare collision diagrams. 
• Review and comment on new traffic signal plans and assist with field inspection of new traffic signals; monitor traffic signal operations and make proactive field adjustments and enhancements. 
• Apply highway design standards, criteria, and policies; utilize accident and traffic volume records and traffic control device inventory to produce a complete and creative solution to traffic problems.
• Apply for and secure funds for targeted transportation grants.
• Makes presentations to Town Council, boards, commissions, and citizen groups.
• Staff liaison to a number of multi-agency Joint Powers Authorities and Regional Committees to ensure multi-agency collaboration on regional issues and programs are met and that multi-agency services are being provided efficiently and effectively; collaborates closely with Town Council liaison to the Committee(s), as well as other agencies’ elected officials.
• Coordinates, corresponds and interacts directly with citizens, customers, staff, etc., for transportation engineering services (e.g. safety, traffic calming, sight distance, speed management, active transportation, etc.).
• Respond to citizen inquiries, suggestions, and concerns for safety and/or solutions to unique traffic problems by creatively utilizing acceptable traffic engineering standards.
• Represents the Town before boards, commissions, and committees addressing transportation issues in southwest Contra Costa County
• Performs emergency or disaster-related duties as assigned; and
• Performs other duties as assigned.

 

QUALIFICATIONS

Knowledge of:

• Principles, practices, and techniques of transportation planning and traffic engineering.
• Fundamentals of traffic engineering, including human and vehicular characteristics, intersection and roadway capacity, transportation impact studies, traffic signal operations, intersection design, residential street design and traffic control, on and off‑street parking, traffic control devices; traffic signal operations at isolated intersections and coordinated signal systems, and site planning.
• Recent developments, current literature and sources of information regarding transportation planning and traffic engineering.

 

Ability to:

• Prepare clear and concise written reports and correspondence.
• Make presentations before the Town Council and other organizations.
• Apply transportation planning and traffic engineering knowledge to specific technical problems.
• Layout and design a wide variety of traffic implementation plans.
• Deal tactfully and effectively with the general public, civic and community groups, public officials and consultants.

 

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

 

Experience:

Five (5) years of progressive experience in civil engineering, traffic engineering, transportation planning, or closely related field including at least two (2) years of supervisory experience.

 

Education:

A bachelor’s degree in transportation planning, traffic engineering or closely related field.

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Registration as a Traffic Engineer is desired but not mandatory.

The County of Yuba is actively recruiting to fill current vacancies and establish an employment list for the position of Public Safety Dispatcher within the Sheriff’s Department.  The incumbent receives 9-1-1 system sheriff, fire, medical emergency and rescue calls; dispatches sheriff, fire and medical personnel following established procedures; maintains communication with officers in the field to ensure safety and provide back-up and information; provides relief coverage for the records unit; and performs related work as assigned. These classifications require shift work and the ability to make decisions and act appropriately in stressful situations. The work also involves interdepartmental cooperation with various public safety agencies located throughout the County to coordinate the most effective response to requests for assistance from the public.

The County Attorney’s Office of the County of San Mateo is seeking well-qualified candidates for the position of Deputy County Attorney II, III, or IV - Labor Standards Enforcement.

THE COUNTY ATTORNEY'S OFFICE
The County Attorney’s Office (also referred to as the County Counsel’s Office) is the general counsel for the County of San Mateo and all of its departments, as well as for many school districts and special districts. As a large company might utilize its in-house counsel, our clients rely on our office for the full range of legal services, covering a broad spectrum of practice areas. The office's more than 30 attorneys handle nearly all of the County's civil litigation, including employment, contract, commercial, personal injury, probate matters, civil rights, child welfare, taxation, environmental law and impact litigation.
 
THE POSITION
The position will be a Deputy County Attorney II, III or IV, depending on the selected candidates’ experience and qualifications. The starting salary ranges from $154,856.00 to $272,459.20 depending upon the level of each position, but the job description and duties remain the same.
 
Recently the County Board of Supervisors passed a Resolution directing the County Executive to take the necessary steps to establish an Office of Labor Standards Enforcement (OLSE). The OLSE envisions all workers being paid a fair wage and treated respectfully in San Mateo County. The OLSE will provide outreach and education to workers and employers within the County about labor standards, including wage-per-hour requirements. The OLSE will also coordinate investigation and enforcement efforts regarding labor standard violations within the County. The OLSE will be a collaborative partnership between the Office of Racial and Social Justice, the County Attorney’s Office, and the District Attorney’s Office, integrating the strengths across offices to implement the functions of the new OLSE for the County of San Mateo.
 
This position will advise the OLSE on all legal aspects of their work. This position will also review, triage, and investigate allegations of labor standard violations, calculate lost wages and penalties, communicate with employers regarding violations, negotiate restitution for impacted employees as needed, and file prosecutions of such violations, when appropriate. This position will serve as both in-house counsel to the OLSE as well as trial counsel for labor standard enforcement efforts. Because this is a new position supporting a new County function, it requires someone who is a self-starter with knowledge and experience of labor standards and wage and hour laws.  

 

Qualifications

 

• At least a minimum of two (2) years of experience as a practicing attorney is required;
• Experience with labor standards enforcement and or wage and hour litigation;
• Membership in good standing with the California Bar;
• A demonstrated history of hard work, dedication, and academic excellence;
• Ability to prioritize and manage several simultaneous projects under deadlines;
• Flexibility and eagerness to learn;

DEFINITION

Under direction, to perform beginning level civil engineering work of average difficulty in the field and office in connection with the surveying, design and construction of public works projects, and to do related work as required.

EXAMPLES OF DUTIES

Assists in the drafting and preparation of designs, plans and specifications relating to the construction of streets, storm drains, water systems, sanitary sewer systems, structures, traffic control systems, and other public works projects; prepares applications for permits; supervises subordinate personnel; prepares quantity and cost estimates; performs routine land survey and construction inspection work; reduces field survey notes; makes engineering calculations; prepares inspection reports; measures construction quantities; studies flow of traffic for street design purposes; draws diagrams; prepares and interprets legal descriptions for property acquisition; answers questions presented by the general public regarding office activities and routine engineering matters.

MINIMUM QUALIFICATIONS

Knowledge of: Modern civil engineering theory and methods, to include nomenclature and instruments used in engineering office and field work; structural design and layout, basic principles of physics, chemistry, advance mathematics as applied to practical civil engineering work; computer-aided drafting and design; and computer software for spreadsheets and word processing.

Ability to: Learn all aspects of municipal and state laws which pertain to local contracts and plan specifications; learn modern construction methods; write concise technical reports; use drafting, computer aided drafting and surveying instruments; supervise field and office personnel; prepare, read, and interpret survey notes, engineering specifications, construction plans, and legal property descriptions; make difficult engineering computations; understand and carry out technical instructions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil Engineering, or equivalent or possession of an Engineer-in-Training Certificate from the Board of Professional Engineers and Land Surveyors.
