Under supervision, a Police Cadet is a non-sworn, part-time classification that assists police personnel in a variety of operations in order to gain practical knowledge of law enforcement. They will obtain practical work experience that supports their career goals.

Employees in this classification may receive training and experience in each of the below duties.

CLASS CHARACTERISITICS:

Incumbents in this position are interested in law enforcement (and the Union City Police Department will provide the opportunity to learn various aspects of police work where they can integrate academic philosophies with practical experience. This position will provide incumbents on-the-job training and the ability to develop professional networking relationships for future service in government or law enforcement.

EXAMPLES OF DUTIES (illustrative only):

Positions assigned to Records may be responsible for:

• Copying, indexing, assembling, filing, distributing, and retrieving various documents files, records, and reports.
• Providing information to individuals at the front counter or over the phone.
• Conducting transactions from cash drawer for purchasing reports.
• Inputting, tracking, retrieving, accessing, and purging data in various logs, systems, and databases.
• Conducting research projects and drafting reports and memos.

Positions assigned to Animal Control may be responsible for:

• Transporting animals to the shelter or if injured to the veterinary hospital.
• Disposing of deceased animals.
• Quarantining animals that have bitten people and complete associated forms.
• Investigating cruelty to animal calls.
• Placing animals under protective custody.
• Drafting animal control citations.
• Appearing and testifying in court when subpoenaed.
• Inspecting animal control vehicles and equipment for damage and inventory prior to use on shift.

Positions assigned to Parking Enforcement and Vehicle Abatement may be responsible for:

• Patrolling an assigned area by vehicle or on foot to ensure public compliance with existing parking ordinances.
• Maintaining communication with dispatch.
• Writing warnings and citations for illegally parked vehicles.
• Observing and reporting hazardous conditions such as missing traffic signals, signs, and street markings that need to be repainted.
• Maintaining assigned equipment and supplies such as hand-held citation computers, citation books, rain gear, street cones, flares, etc.
• Performing traffic control duties such as setting up barricades and temporary signs, directing traffic, and placing inoperative bags on broken parking meters.

Positions assigned to Fleet Maintenance may be responsible for:

• Reviewing and reporting vehicle deficiencies.
• Scheduling repair of vehicles and equipment.
• Transporting vehicles and equipment to repair shop.
• Arranging for tows.
• Entering and maintaining vehicle inventory/status log.
• Coordinating service, oil changes, and cleaning of vehicles.
• Maintaining supplies such as stocking first aid kits, fingerprint kits and flares, ensuring fire extinguishers are full and appropriately charged, etc.
• Registering undercover vehicles with DMV.

The Position
Under general or direct supervision, performs a wide variety of law enforcement duties involving crime prevention and investigation, protection of life and property, and enforcement of laws, codes, and ordinances; performs investigation duties, assists in the preparation of cases and testifies in court; cooperates with other law enforcement agencies and City departments; may provide lead direction for subordinate departmental employees and volunteers; provides information and assistance to the public; and performs related duties as assigned.

Community Oriented Policing
The Foster City Police Department is centered on the philosophy of Community Oriented Policing. There is an expectation that all employees will provide excellent service to the public, every call, every contact, every day. As with all employees, the Police Corporal is expected to make non-enforcement contacts with the public in an effort to more clearly identify the needs of the community, and to assist the public in solving community problems. 

Class Characteristics
This is a lead-level class in the sworn officer series responsible for performing a wide variety of law enforcement tasks in support of a municipal police department. Incumbents perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Police Sergeant in that the latter exercises technical and functional direction over and provides training to lower-level staff on an assigned shift.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to completion of the twelfth (12th) grade; successful completion of 30 semester units of college course work at an accredited institution.  An Associate's degree or higher is desirable. The minimum education requirements may be met by the possession of an Intermediate Post Certificate.

Experience: Possession of a POST Basic Certificate at the time of application. 

Licenses and Certifications:

• Possession of a valid California Driver’s License, and a good driving record, to be maintained
  throughout employment.
• Possession of a valid Basic Certificate issued by the Commission on Peace Officer Standards and Training (POST). 
• Possession and maintenance of firearms qualification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of four Oral Panel Interview (Technical - weighted 30%; Tactical - weighted 30%; Community - weighted 30%; and Presentation - weighted 10%). An eligibility list will be established from those who pass the examination process with a score of 80% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.

The current vacancy is in the Transportation Division of the Public Works Department.

As a Senior Planner in Transportation, you will lead the Vision Zero Program, aiming to eliminate severe injury and fatality traffic crashes by 2028. With the support of an Associate Planner (Vision Zero Program Coordinator), you will be responsible for managing program elements outlined in the Berkeley Vision Zero Action Plan, including administration, interdepartmental and interagency coordination, capital projects, and public awareness initiatives. You'll serve as project manager for major corridor and "quick build" capital projects on the Vision Zero High Injury Streets, and will lead the conceptual design, public engagement, environmental clearance and Berkeley City Council approval of these projects.

In the Land Use Division of the Planning and Development Department, the Senior Planner is responsible for managing complex and large projects, including General Plan updates, plans focused on Berkeley’s Priority Development Areas, Zoning Ordinance amendments, grant-funded projects, and State-mandated reports and projects.

When assigned to the Rent Stabilization Board, the Senior Planner leads projects and programs associated with Berkeley’s Rent Ordinance, which regulates most residential rents in Berkeley, protects tenants against unwarranted evictions, and is intended to maintain affordable housing and preserve community diversity.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college or university with major coursework in city or regional planning, urban planning, or a field related to the work, and four (4) years of professional planning experience, including two (2) years at a level equivalent to that of the Associate Planner.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Must be able to attend evening meetings as required. A valid California driver's license is desirable.

Wastewater Operator II

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.   

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. EXPERIENCE

• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

THE POSITION:

The City of San Rafael Police Department is seeking a part-time/temporary Police Evidence and Property Technician.  General supervision is provided by the Police Civilian Supervisor.  Responsibilities include processing, storing, and controlling evidence and other property received or confiscated by the Police Department; classifies and compares fingerprints; maintains property and evidence files and records.

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Receives, logs, stores, and maintains property and evidence in accordance with Department procedures; transports evidence for forensic examination; maintains evidence rooms in an organized condition.
• Verifies inventories of evidence and property received and/or confiscated by Police Department.
• Reviews evidence and analysis forms for errors and omissions and assists with corrections.
• Determines purge dates for property and evidence; releases or disposes of property and evidence in accordance with applicable laws and court orders; prepares and sends letters to property owners for claim; releases property to rightful owner; prepares surplus and unclaimed property for disposal or auction.
• Prepares property and evidence for court trials; releases property to authorized persons; tracks chain of custody of evidence items; testifies in court regarding evidence chain of custody.
• Assists in determining evidence analysis requirements; provides training in proper evidence and packaging procedures.
• Evaluates suitability of latent fingerprints for automated system.
• Reviews and files photographic evidence.
• Responds to outside agency requests for evidence, status and chain of custody.
• Prepares a variety of property and evidence reports.
• Assists in other police service support work.
• Establishes and maintains inventory systems.
• Performs related duties as required.

KNOWLEDGE OF/ABILITY TO: 

• Property and evidence storage, filing, retrieval and recordkeeping systems.
• Laws related to processing, storage, release and disposal of property and evidence.
• Information technology, personal computers and related software applications.
• Fingerprinting techniques and procedures.
• Photography and photographic equipment.

Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The City Manager's department will make the hiring decision.
