The City of Belmont Public Works Department is recruiting for an Assistant Civil Engineer position.

Assistant Civil Engineer - Step 1 $8,400.14 to Step 6 $10,720.91

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer. 

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.

POSITION DESCRIPTION:

The Streets Division of the SFMTA which oversees Parking and Curb Management is working on the upgrade and replacement of 28,000+ parking meters citywide involving changes in operating procedures and the additional and/or modification of signage. Parking meters are an integral tool used to mitigate traffic congestion, in support of Muni and our Transit First Policy, by managing parking demand. The project requires the support of a Maintenance Machinist to perform duties within the Operations Unit Parking Meter Shop.

Under general direction, the Maintenance Machinist performs preventive, routine and emergency maintenance and repair of a variety of heavy and light equipment, related systems, and components. This involves supporting Operations Unit trouble shooting and servicing specialty  equipment.

Examples of Important and Essential Duties:

• Sets up and operates a variety of machine tools, stationary as well as portable manual machine tools and Computer Numeric Control (CNC) machine tools such as mills, lathes, drills, saws, etc.
• Rebuilds, refinishes, modifies and/or fabricates replacement parts for pumps, generators, cranes, parking meters, transit vehicles/railway coaches and railway cars, fire alarm boxes, compressors, dredges, pipes lines, barges, ferry terminals and their components.
• Maintains and repairs a variety of instruments and mechanical equipment, including valves, castings, and various metal parts.
• Diagnoses, installs, inspects, and tests machinery, parts and equipment.
• Communicates and works with staff, supervisors, and external contacts to identify and resolve problems.
• Reads and interprets schematic drawings, blueprints, and plans.
• Prepares and maintains records and forms documenting work performed.
• Dismantles and dissembles/assembles light and heavy machines including parking meters and/or equipment.
• Manufactures, fabricates, welds parts based on samples and drawings.
• Performs other related duties as assigned.

Nature of Work:

Involves exposure to adverse physical and working conditions and lifting and/or moving objects weighing in excess of seventy (70) pounds. Requires operating equipment and elevated work platforms with the ability to climb or work at elevted heights. Incumbents will be required to work varying hours and/or shifts, including weekends, evening, and holidays in a 24 hour/7 days-a week operation. May involve traveling in areas not considered desirable and/or safe; may be exposed to hazardous environments. 

Minimum Qualifications:

1. Completion of a recognized four (4) year Machinist's apprenticeship program and two (2) years of fulltime verifiable experience as a journey-level Maintenance Machinist performing duties equivalent to Job Code 7332 Maintenance Machinist (with primary responsibility in maintenance/repair and machine tool operations) OR

   A combination of trade-related training (certificate program or military training program) and fulltime verifiable experience as a journey-level Maintenance Machinist performing duties equivalent to Job Code 7332 Maintenance Machinist (with primary responsibility in maintenance/repair and machine tool operations) totaling six (6) years.

2. Possession and maintenance of a valid Class C California driver license.

Notes on experience:

A. Trade-related training refers to programs such as machine tool technology program.

B. Experience solely as a Computer Numerical Control (CNC) Machinist, Numerical Control (NC) Machinist or Machine Operator (without Manual Maintenance Machinist experience) will not be considered as qualifying.

Substitution:

Completion of a CA Division of Apprenticeship Standards recognized Maintenance Machinist apprenticeship program as evidenced by issuance of a Certificate of Completion of the apprenticeship program under the appropriate authority will substitute for the six (6) years combined work experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

• Experience applying shop theory and bench work such as turning, milling both manual and CNC, chipping, sawing, filing, drilling, welding (Metal inert gas (MIG), tungsten inert gas (TIG), stick and gas welding), soldering, gear cutting, threading, grinding and heavy treatment, and plasma cutting.
• Experience in the maintenance and repair of a variety of equipment including hydraulically, electrically and pneumatically operated machinery; basic composition, characteristics and uses of shop metals and materials and safety practices.

Selection Process

Assistant Transportation Planner

This is the entry-level classification in the professional transportation planning series. Initially, incumbents learn and perform a variety of techniques related to the development of short and long range transportation plans and conduct oversight of transportation demand management (both internal and external stakeholders), citywide shuttle, and safe routes to school programs. Positions at this level usually perform most of the duties required of the positions at the Associate level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Associate Transportation Planner

This is the journey-level classification of the transportation planning series, able to perform the full scope of professional transportation planning duties. Positions at this level are distinguished from the Assistant Transportation Planner level by the performance of the full range of duties as assigned, working independently, and exercising judgment, initiative, and problem solving. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Transportation Planner in that the latter is the advanced journey-level class in the series and is responsible for performing more complex planning and project management activities.

Senior Transportation Planner

This is the advanced journey-level classification in the Transportation Planner series responsible for complex transportation planning and project management duties. Incumbents work on tasks that are varied and complex, requiring considerable discretion and independent judgement. Positions at this level conduct the full range of duties as assigned, work independently, and exercise judgment, initiative, and problem solving. The work involves problem solving of unique issues or increasingly complex problems without precedent or simple solutions. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

About the Position

Under general direction from the Public Works Superintendent, this position is responsible for leading and directing the work of Senior Maintenance Workers and Maintenance Worker crews. This classification may also direct the more complex and difficult tasks in the maintenance and repair of the City’s streets, storm drains, wastewater collection facilities, facilities, parks, and open space.

Directly and indirectly supervises the work of Senior Maintenance Workers, Maintenance Workers and maintenance contractors. Receives direct supervision from the Public Works Superintendent. May serve as acting Public Works Superintendent in his/her absence. This classification is distinguished from the next higher classification of Public Works Superintendent in that the latter has overall administrative responsibility for the Public Works maintenance operations.

Essential Duties

• Directly and indirectly supervises the work of the Senior Maintenance Workers and Maintenance Workers, including the determination of work procedures and materials and methods.
• Assists workers with special projects and in solving work problems, enforcing City regulations and policies, and requiring the performance of assigned tasks at  a productive and efficient work pace.
• Ensures that the work schedules, developed in association with the Public Works Superintendent, are effectively implemented and adhered to. Monitors the quality and quantity of the work of employees by reviewing progress to determine if maintenance schedules are being met. Identifies problems in the quantity and quality of work and takes prompt and effective corrective action, if appropriate.
• Monitors the attendance of maintenance staff and ensures no scheduling conflicts exist prior to recommending approval of time off requests.
• Establishes emergency maintenance on-call schedule, and posts and distributes emergency telephone numbers.
• Assists the Public Works Superintendent in evaluating performance of subordinate staff. Reviews evaluations with the Public Works Superintendent for his/her approval.
• Implements safety programs for equipment use and ensures proper safety training. Trains  all personnel on the safe, effective operation of equipment. When new equipment is introduced, trains maintenance staff on the safe, effective operations of the equipment prior to authorizing use of the equipment. Conducts tailgate safety classes. Organizes and conducts department’s safety training program and serves as an active participant of the  City Safety Committee.  Writes codes of safe work practices.
• Administers the work furlough program, assigns projects, and completes all related documentation and reports.
• Identifies, and recommends to Public Works Superintendent, better methods for meeting service demands through streamlining and improving work methods, and tests possible improvements.
• Develops responsibility and teamwork among maintenance staff by ensuring that each person understands his/her work responsibilities. Encourages communication and feedback with and among employees.
• Motivates employees by providing recognition and a sense of achievement  when a job is well done. Helps staff learn new skills to enhance their career growth and address areas which require improvement.
• Maintains thorough knowledge of department emergency procedures. Assists in the operation of the City’s Emergency Operations Center.
• Purchases necessary supplies and equipment for the Public Works Division. Maintains accurate records of purchases.
• May supervise department staff in the absence of the Public Works Superintendent.

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

Preferred candidates will have strong skills in Microsoft office,  GIS mapping, GPS marking, and Autocad are desired, but not required.

Interns may assist with the following:

• Survey utilities, property lines and sensitive species areas in Town owned open spaces or rights-of-way using GPS.
• Assist with developing database and mapping using ArcGIS.
• Assist with implementation of the Town’s computerized maintenance management system.
• Assisting with development of Capital Improvement Programs for sewer, water, and street departments.
• Assist with Public Outreach and content development. 

Desirable Skills
Surveying, familiarity with Trimble GPS units or other similar equipment, GIS, writing skills, able to work independently, good research skills, able to work outdoors and in heavily vegetated areas on steep terrain, , work safely.

Students seeking academic credit for their internship must check with their respective school for requirements.  If credit is desired the Town will make a reasonable effort to assist in meeting your school requirements.
 
Compensation
Interns will be paid for their services between $25 to $30 based on skills and background.  Flexible weekly hours will range from part time to full time hours, depending upon assignment.

Restrictions
Internships are limited to no more than 960 hours in a fiscal year and are non-benefitted positions.
