POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

The Judicial Council of California is accepting applications for the position of Budget Supervisor (Fiscal Supervisor) for the Budget Services office.   

The Budget Supervisor (Fiscal Supervisor) in the Court Budget Unit (CBU) will plan, organize, supervise, review,and evaluate the work of assigned staff responsible for base and court program allocations and reimbursements of approximately $3 billion annually for the 58 trial courts. The supervisor oversees the compilation of trial court financial documents and required reporting; reviews requests for funds held on behalf of the trial courts, cash advance loans, emergency trial court funding requests, and budget change proposals from trial courts and Judicial Council programs; oversees the preparation of the Court Interpreters Program and Judges Compensation expenditure projections; and directs workload related to new funding methodologies and allocation recommendations to the Trial Court Budget Advisory Committee (TCBAC) and the development of fiscal analysis for legislative bills.

This position also oversees the lead staff to TCBAC ad hoc subcommittees and subcommittees, preparation of annual reports to the Legislature, and other various special assignments for Budget Services management and the Executive Office.

This position works independently with limited supervision and works directly with court leadership including presiding judges, court executive officers, local fiscal court officers, advisory committees and subcommittee members, leadership and management from other Judicial Council offices, and all units within the Budget Services office.

Qualifications

Education:

A Master of Library Science or recognized equivalent degree, from an American Library Association accredited college or university is required.

Experience:

Any combination of experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Library Branch Manager I - Three years of experience as a librarian.

Library Branch Manager II- Four years of experience as a librarian, including one year of supervisory experience.

The Department

The Position

The Judicial Council of California is accepting applications for the position of Senior Budget Analyst (Senior Fiscal Analyst) for the Budget Services Office.   

The Senior Fiscal Analyst will provide advanced, complex, and specialized analytical and technical budget support to the Judicial Council’s Facilities Services Capital Outlay program. The Senior Fiscal Analyst will be responsible for fiscal oversight and budgetary control of several active Capital Projects. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The Town of Hillsborough (pop. 11,574) is a residential community located in San Mateo County, midway between San Francisco and San Jose.  

Incorporated in 1910, the Town provides a full range of essential municipal services including police and fire protection, land use planning, building permitting and inspection, maintenance of roads, and water, sewer, and storm drainage infrastructures. The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The Department: 

The Finance Department is responsible for the overall financial management of the Town.
