About the Engineering Group Manager - Facility
 
The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. This position is responsible for directing and leading collaboration on master planning, design development (including technical analysis in support of preliminary engineering and final design), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), and coordination with project stakeholders within VTA and the community.

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.

• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

Senior Transportation Planner (New Position)

The Town of Los Gatos is accepting applications for the newly created Senior Transportation Planner position in the Parks and Public Works Department. This is a unique opportunity to shape and develop a vital role within our organization.

The Senior Transportation Planner will focus on managing projects and programs that support sustainable transportation opportunities for the Town while addressing and improving mobility, safety, environmental, social, and economic conditions around transportation. The selected candidate will support the Town’s ongoing initiatives around transportation planning, including identifying grant programs and managing transportation planning related projects.  The Senior Transportation Planner will assist in the review of transportation studies and develop and implement policies related to Transportation Demand Management and Vehicle Miles Traveled in private developments.  They will manage parking programs and implement the Town’s Safe Routes to School Program. About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.
 

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.
   
• Environment Services: The Environmental Services team ensures that the Town is at the forefront of environmental stewardship. This team also manages the Town’s utilities, including the contract with West Valley Collection and Recycling for garbage service Town wide.

Minimum Qualifications

Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field, and five (5) years of increasingly responsible experience in transportation development programs including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.
 
License and Certification:

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
• Possession of a Certificate of Registration as Professional Transportation Planner or Professional Engineer in the State of California, or certification from the American Institute of Certified Planners is highly desirable.

THE POSITION

Under the direction of the Public Works Director, or designee, the Senior Civil Engineer will perform complex professional municipal engineering duties and will lead and control the activities of the Land Development Section and may be responsible for other areas of engineering (secondary duties) as assigned.  The incumbent will exercise a full range of supervisory authority and responsibilities over assigned professional engineering and technical personnel, who may, in turn, direct the work of others.  The Senior Civil Engineer will participate in departmental projects and tasks with the Planning, Building, and Maintenance staff and perform other work as assigned.  The Senior Civil Engineer may occasionally serve as the Acting City Engineer and will also be assigned to serve as the Engineering representative for several commissions.  

EXAMPLES OF DUTIES

The Senior Civil Engineer receives general direction from the Public Works Director, or designee, and exercises direct supervision over professional and technical staff.  Duties may include, but are not limited to, the following: 

• Coordinate, supervise and perform responsible engineering work in connection with municipal public work projects; prepare and supervise the design of engineering plans and specifications for the construction of streets, storm drains, parks, signals and buildings and other improvements; gather data, make calculations, and recommend alternatives.
• As project engineer, perform design work including preparation of preliminary drawings, finished plans, specifications, and estimates.
• Inspect and supervise the checking of structure and/or subdivision plans for conformance to City standards; participate in the final inspection of capital improvement projects for compliance with City specifications; and prepare conditions for land use and development permits.
• Interpret the application of design criteria; check plans and specifications for accuracy of design and completeness; supervise right-of-way engineering work; review subdivision maps, improvement plans, and other engineering designs for compliance with City standards.
• Determine the need for materials, supplies and equipment, and prepare requisitions and requests. Prepare cost estimates for labor, equipment, and material to accomplish various maintenance projects.
• Administer the encroachment permit process, including issuance of permits and inspection of the work for compliance with City standards.
• Make presentations to the City Council, City Commissions, and various public agencies and community groups.
• Assist in budget preparation and administration. Supervise, train and evaluate professional and technical subordinates.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering.
• Modern methods and techniques used in; the design and construction of a wide variety of public works engineering projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable laws and regulatory codes relevant to design and construction in the area of assignment.

Ability to:

• Plan, assign, determine priorities, and supervise work of sub- professional and professional engineering personnel; ability to make independent investigations in the review of engineering problems; ability to determine adherence to engineering specifications on a variety of public works improvement and construction projects.
• Explain technical issues to non-professional people and to deal effectively with developers, civil engineers, consultants, City staff, City Council, Commission members and general public.
• Interpret diagrams, drawings, specifications, contracts, technical journals and other information pertaining to assigned areas of responsibility.

The City is seeking an Assistant Engineer to perform and assist varied civil engineering work in the design, review, construction, and inspection of a variety of municipal and development projects, and to act as a general assistant to senior level departmental staff.  The ideal candidate is committed to public service and excels in and fosters a team environment.

EXAMPLES OF DUTIES

Under direction of the Public Works Director or designee, duties may include, but are not limited to, the following:

• Coordinate the development of plans, specifications, and estimates (PS&E) for construction and major repair of public works systems.
• Confer with supervisors and staff regarding project priorities and major repair of public works systems.
• Check subdivision plans for conformance to City standards.
• Administer construction contracts by coordinating with consulting engineers'; inspect project sites to assist in solution of difficult problems; and interpret specifications.
• Participate in the preparation of special engineering studies and reports.
• Coordinate public works systems activities with other City departments, divisions, and sections and with outside agencies.
• Assist in the preparation of the division's budget.
• Review and check tentative and final land division and subdivision improvement plans and agreements for accuracy and conformance with City codes, ordinances and policies.
• Participate in the development of Conditions of Approval for private development projects.
• Assist in the preparation of the Capital Improvement Program (CIP).
• Attend City Council meetings and represent division as required.
• Attend engineering meetings and conferences to keep abreast of current municipal engineering techniques.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering as applied to public works and construction projects.
• Methods and techniques used in the design and construction of a variety of public works projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable federal and state laws and regulations.
• Applicable laws and regulatory codes related to development and construction.

Ability to:

• Plan, direct and coordinate public works engineering projects.
• Communicate clearly and concisely, orally and in writing as an agent of the City with residents, business partners, and elected officials.
• Prepare specifications, cost estimates, work schedules, plans, maps and reports.
• Make complex engineering computations and check, design, and inspect the construction of a wide variety of public and private facilities.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

• Experience:  Two years of experience in the performance of engineering work.
• Education:  Equivalent to a Bachelor's degree from an accredited college or university with major course work in engineering.      

LICENSE OR CERTIFICATE

Possession of, or ability to obtain, an appropriate California driver's license, and a satisfactory driving record.        

COMPENSATION AND BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program. For detailed benefit information, please review the Memorandum of Understanding between the City and Professional & Confidential Employees Association.

• Sign-on Bonus:  One-time $5,000 bonus.  $2,500 on hire and $2,500 after successful completion of 1 year probation. The bonus is subject to taxes and is not reportable to CalPERS.
• Monthly salary: $7,718 to $9,974 and appointment will be based on the qualifications and experience of the selected applicant.  Effective 11/1/2024: 3.25% COLA and Step G added to pay schedule ($7,969 to $10,555/month).  Effective 11/1/2025: 3.5% COLA ($8,248 to $10,924/month).
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental & Vision Coverage: City-paid for employee and eligible dependents.
• CalPERS Retirement: Enrollment in either 2%@60 (Classic Member) or 2%@62 (PEPRA New Member).
• MissionSquare Retirement 457 Deferred Compensation & Roth IRA Plans: Voluntary plans available to all employees.
• Retirement Health Savings Program: City contributes $75/month.
• Life Insurance: City provided life insurance coverage ($50,000).

The ideal candidate will assist with meeting scheduling/coordination, summary preparation, project research and filing, database administration/management, public noticing requirements, community engagement, support for in-person and online meetings, budget preparation and reporting, bidding and contracting requirements, presentation materials, and interfacing with a variety of stakeholders, including consultants/contractors, other governmental agencies (e.g. official document filings), and members of the public. 

Real Property/Engineering & Construction (shared)

In Real Property you will assist with title/escrow transactions, recording documents, database management, and interfacing with the Counties on real estate matters.

In Engineering & Construction, work will include working with project managers and staff on projects that will provide public access and protect some of our most precious and threatened open space resources. The ideal candidate will assist with meeting scheduling/coordination/note taking, summary preparation, project research and filing, database administration/management, public noticing requirements, bidding and contracting process, presentation materials, and interfacing with a variety of stakeholders, including consultants/contractors, the Counties (e.g. official document filings), and members of the public.

ADMINISTRATIVE SECRETARY

SUMMARY DESCRIPTION OF POSITION

Under direction, provides high-level administrative assistance to a department head; performs a full range of varied complex, sensitive, highly responsible, and confidential office administrative, secretarial, advanced clerical, and programmatic support functions of a general or specialized nature with only occasional instruction or assistance; exercising judgment and initiative, relieves department head of technical, as well as general administrative details; serves as a liaison with other City departments and staff, outside agencies, and the general public; and may assign and review the work of assigned clerical personnel.

DISTINGUISHING CHARACTERISTICS

The Administrative Secretary classification is the advanced journey level in the administrative support series. The Administrative Secretary classification is distinguished from the Secretary class in that incumbents in the Administrative Secretary class perform more difficult and complex administrative support tasks involving a thorough knowledge of the policies and procedures for their functional areas with a significant degree of independent judgment. Incumbents in the Administrative Secretary class are assigned significant responsibility for carrying out administrative and office secretarial duties, frequently of a complex, highly sensitive, and confidential nature in an assigned functional area, often in a rapidly changing environment. Incumbents may also lead a small number of staff and perform technical duties in support of assigned operations.

REPRESENTATIVE DUTIES 

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a wide variety of varied, complex, sensitive, highly responsible, and confidential office administrative, secretarial, advanced clerical, and programmatic support functions in support of assigned department with only occasional instruction or assistance; relieve department head of administrative work including investigating and answering complaints and providing assistance in resolving operational and administrative problems.

2.      Plan and organize work activities; recommend improvements in work flow, procedures, and use of equipment and forms; implement improvements as approved; develop and revise office forms and report formats as required; organize and maintain filing systems.

3.      Draft and/or type, word process, format, edit, revise, and process a variety of documents and forms including reports, correspondence, memoranda, agenda items and reports, agreements, ordinances, resolutions, technical and statistical charts and tables, and other specialized and technical materials from rough drafts, dictation, modified standard formats, and brief verbal instructions.

4.      Proofread, verify, and review materials, applications, records, and reports for accuracy, completeness, and conformance with established standards, regulations, policies, and procedures; ensure materials, reports, and packets for signature are accurate and complete.

5.      Serves as liaison between assigned office and the general public, City staff, and outside groups and agencies; provide general and specialized information and assistance regarding assigned function that may require the use of judgment, tact, and sensitivity and the interpretation of policies, rules, and procedures as appropriate; explain programs, policies, and activities related to specific program area of assignment; receive and screen office and telephone callers; calendar appointments; respond to complaints and requests for information relating to assigned responsibilities; refer callers and/or complaint to appropriate City staff for further assistance as needed and/or take or recommend actions to resolve the complaint.

6.      Develop, revise, and maintain standardized and master documents; compose correspondence, reports and informational materials; assist in designing and producing technical information handouts; copy, disseminate, and post documents and information as appropriate.

7.      Participate in the collection, compilation, and analysis of information from various sources on a variety of specialized topics related to assigned programs; participate in the preparation of reports that present and interpret data, identify alternatives, and make and justify recommendations.

8.      Maintain accurate and up-to-date offices files, records, and logs for assigned areas; develop, prepare, and monitor various logs, accounts, and files for current and accurate information including manual and computer logs other specialized or technical documents processed; maintain and process payroll records.

9.      Compile, prepare, and enter data into a computer from various sources including accounting, statistical, and related documents; create and maintain computer based tracking information and reports including assigned databases, records, and lists; create standard statistical spreadsheets; input corrections and updates; assist in the compilation of reports.

10. Utilize various computer applications and software packages; develop, enter data, maintain, and generate reports from a database or network system; create and administer mailing lists; design, maintain, and utilize data to develop reports using spreadsheet software; create, format, and revise charts, graphs, flowcharts, worksheets, booklets, brochures, and forms using appropriate software.

11. Assist in assembling and preparing the annual budget for assigned area; monitor expenditures against budget; prepare purchase requisitions and requests for payment.

12. Attend to a variety of office administrative details such as ordering supplies, arranging for equipment repair, transmitting information, and keeping reference materials up to date; organize and maintain office and specialized files in accordance with the City’s records management program.

13. Maintain calendar of activities, meetings, and various events for assigned staff; coordinate activities and meetings with other City departments, the public, and outside agencies; coordinate and arrange special events as assigned; schedule meetings; coordinate arrangements and set up meeting rooms; notify participants; prepare and/or assemble meeting materials.

14. Coordinate, make, process, and confirm staff travel arrangements; arrange for transportation and accommodations for travel, check and process expense claims.

15. Prepare special reports and perform special projects that may require researching, gathering, and organizing information from a variety of sources.

16. Serve as secretary at meetings of City boards and committees as assigned; arrange and coordinate meetings for boards, commissions, and outside agencies; assist in preparing and distributing agenda packets and correspondence; attend meetings and take, transcribe, and assure proper distribution of minutes and verbatim transcripts.

17. Maintain departmental personnel files as assigned; prepare and type personnel documents; enter timesheet information in the City’s payroll system; distribute timesheets.

18. Process mail including receiving, sorting, time-stamping, logging, and distributing incoming and outgoing correspondence and packages.

19. Provide lead supervision and direction to assigned clerical and office support staff; prepare work schedules; provide work assignments, instruction, and training; provide information and feedback to appropriate supervisory staff regarding performance of assigned staff.
