Human Resources is a division of the Administrative Services Department. Administrative Services is comprised of Human Resources, Finance, and Information Technology. Human Resources supports eight municipal departments and a workforce of approximately 500 regular and temporary employees. Working collaboratively with the City’s leadership team and City employees, Human Resources programs and services include Labor Relations, Recruitment & Selection, Employee Benefits Administration, Employee Development & Training, Classification and Compensation Administration, and College Intern/Volunteer Administration. Human Resources strives to provide professional Human Resources support to the City departments to ensure they have the talent and resources they need to provide city services.

THE POSITION

Under the general direction of the Human Resources Manager the Senior Analyst will be responsible for a wide range of the most complex Human Resources activities. An Example Of Responsibilities: Oversee the day-to-day functions of assigned programs, including data collection and analysis. Resolve grievances or disciplinary issues. Perform complex research and analysis on topics including ADA, CFRA, FMLA, and FLSA. Complete advanced classification and compensation studies and make recommendations following best practices. Assume a lead role in labor relations and labor negotiations. Serve as an active member of the City’s negotiation team. Manage the full-scale recruitment process for hard-to-fill and Executive positions. Utilize sound human resources strategies, practices, and techniques to solve complex employee and organizational issues, and effectively plan for and manage the city’s workforce. Prepare written reports, memos, letters, and policies. Represent the City in meetings with employees, employee organization representatives, and outside business partners. Major Human Resource Initiatives Develop a Diversity, Equity, and Inclusion Program for the City of Livermore. Develop an employee wellness program. Serve as an active member of the City’s labor negotiations team. Assist with citywide compensation study.

THE POSITION

The Human Resources Manager, an at-will position, under general direction of the Assistant City Manager, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to assigned human resource program functions, such as benefits, classification and compensation, recruitment and selection, among others. Consults and collaborates with City departments, employees, labor organizations, commissions, advisory boards and the public on relevant aspects of assigned program area. This is a management classification located in the City’s central Human Resources Division with overall responsibility for the day-to-day operations, which has Citywide impact. The Human Resources Division is comprised of 4.0 FTE (1) Human Resources Manager, (1) Senior Human Resources Analyst, (2) Human Resources Analysts, who come together to support the full-service City-wide efforts of over 200.75 FTE and approximately 30 – 120 PTE.

Duties may include, but are not limited to the following:

• Interview, select, hire, train, supervise, and evaluate program staff.
• Write and review policies, procedures and methods relative to assigned program; formulate, recommend and/or implement actions for program improvement;
• Meet with department management and staff on human resource issues.
• Interpret and explain provisions of applicable laws, rules, policies and agreements to City management, employees, employee organizations and the public.
• Assist in the selection and management of vendors, consultants and service providers; oversee compliance of consultants and vendors with contract provisions.
• Advise managers and employees on City procedures, benefits, and existing policies relative to assigned program.
• Coordinate and administer program activities such as open enrollment, Citywide classification studies, and executive recruitments, among others.
• Participates in the establishment of strategic short-term and long-range program plans.
• Assist in the development of the program budget.
• Prepare detailed and professional reports and other written communications, including policies and procedures, policies, executive summaries and statistical data.
• Prepare and deliver oral presentations designed to educate and explain program services.
• Meet and/or negotiate with representatives of employee organizations.
• Collaborate with information systems staff to identify and evaluate assigned program's system/database needs and implement new systems or changes as necessary.

DEFINITION

Manages the Town's transportation program, including engineering, planning, budgeting, construction and maintenance of the Town's traffic network and transportation infrastructure system and a team of professional personnel.  Oversees multi-modal transportation projects, traffic safety and congestion reduction programs, traffic studies, and initiatives.  Provides supervision to assigned staff.  Maintains effective working relationships with Town employees, community members, state and county agencies, and appropriate others in support of assigned duties.

Receives direction from the Development Services Director.  General supervision is exercised over professional staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned division; interprets and complies with all applicable local, state and federal regulations (e.g. MUTCD, etc.).
• Develops and monitors the division’s budget; oversees financial well-being of the division by analyzing cost effectiveness and directing cost control activities.
• Oversees the budgeting, planning, engineering, and construction of Town’s transportation capital improvement projects.
• Oversees and directs workflow for multiple programs and functions (e.g. Neighborhood Traffic Management Program, etc.). 
• Evaluates, analyzes, prepares, reviews, and submits routine and specialized technical reports.
• Coordinate interdepartmental responses to transportation and traffic projects; work closely with engineering, maintenance, planning, and police staff on a wide-range of municipal transportation and traffic issues.
• Oversees transportation review of the traffic and transportation requirements for land development projects; prepare scope of work for traffic impact studies; reviews traffic impact studies, makes comments and recommendation for approval.  
• Oversees the operation and maintenance of the Town’s traffic, bicycle and pedestrian signals and related infrastructure, including inspections, troubleshooting, and contracting for major repairs.
• Review accident reports and prepare collision diagrams. 
• Review and comment on new traffic signal plans and assist with field inspection of new traffic signals; monitor traffic signal operations and make proactive field adjustments and enhancements. 
• Apply highway design standards, criteria, and policies; utilize accident and traffic volume records and traffic control device inventory to produce a complete and creative solution to traffic problems.
• Apply for and secure funds for targeted transportation grants.
• Makes presentations to Town Council, boards, commissions, and citizen groups.
• Staff liaison to a number of multi-agency Joint Powers Authorities and Regional Committees to ensure multi-agency collaboration on regional issues and programs are met and that multi-agency services are being provided efficiently and effectively; collaborates closely with Town Council liaison to the Committee(s), as well as other agencies’ elected officials.
• Coordinates, corresponds and interacts directly with citizens, customers, staff, etc., for transportation engineering services (e.g. safety, traffic calming, sight distance, speed management, active transportation, etc.).
• Respond to citizen inquiries, suggestions, and concerns for safety and/or solutions to unique traffic problems by creatively utilizing acceptable traffic engineering standards.
• Represents the Town before boards, commissions, and committees addressing transportation issues in southwest Contra Costa County
• Performs emergency or disaster-related duties as assigned; and
• Performs other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles, practices, and techniques of transportation planning and traffic engineering.
• Fundamentals of traffic engineering, including human and vehicular characteristics, intersection and roadway capacity, transportation impact studies, traffic signal operations, intersection design, residential street design and traffic control, on and off‑street parking, traffic control devices; traffic signal operations at isolated intersections and coordinated signal systems, and site planning.
• Recent developments, current literature and sources of information regarding transportation planning and traffic engineering.

Ability to:

• Prepare clear and concise written reports and correspondence.
• Make presentations before the Town Council and other organizations.
• Apply transportation planning and traffic engineering knowledge to specific technical problems.
• Layout and design a wide variety of traffic implementation plans.
• Deal tactfully and effectively with the general public, civic and community groups, public officials and consultants.

EXPERIENCE AND EDUCATION

Five (5) years of progressive experience in civil engineering, traffic engineering, transportation planning, or closely related field including at least two (2) years of supervisory experience.

A bachelor’s degree in transportation planning, traffic engineering or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Registration as a Traffic Engineer is desired but not mandatory.

What You’ll Do

• Support the preparation, implementation, and monitoring of a comprehensive risk-based emergency management and community preparedness program.
• Prepare and maintain municipal emergency operations plans, annexes, appendixes, checklists, and other supporting documentation.
• Respond to the Emergency Operations Center when it is activated.
• Design and administer communication plans to enable effective municipal and community response to a disaster situation.
• Continually monitor and assess municipalities’ training programs and research methods to increase community outreach.

VTA’s Real Estate & Transit-Oriented Communities (RETOD/C) team is seeking a dynamic and motivated individual to join our team as Associate Transit-Oriented Development Project Manager (Associate Real Estate Agent – TOD). The Associate TOD Project Manager will play a crucial role in creating vibrant, equitable, transit-oriented communities throughout Santa Clara County.

Definition
Under direction, the Associate Real Estate Agent, Transit-Oriented Development (TOD) performs a variety of pre-development, planning, transactional, project management, and program support work for Transit-Oriented Development on VTA-owned sites and Transit-Oriented Communities (TOC) and in surrounding station areas.

Distinguishing Characteristics
This is the journey level classification in the Real Estate Agent, TOD class series. Incumbents at this level work independently on complex real estate functional areas including planning, development negotiations and agreements, and general administration. The primary duties and responsibilities of this class include day to day project management of TOD projects; support of management and coordination of planning, community and stakeholder engagement, and predevelopment activities for TOD and TOC projects; agreements related to TOD projects and TOC, including transaction-related documents, ground leases, grant agreements, cooperative agreements, memoranda of understanding, and assistance with administrative functions of the Real Estate & TOD Department; and program management duties related to real estate acquisition for capital projects, asset management, and revenue generation for VTA.  
 
This classification is distinguished from Associate Real Estate Agent in that the former focuses on TOD and TOC project management, whereas the latter focuses on real estate acquisition, appraisal, relocation and related dues in support of VTA capital projects.

VTA Real Estate is responsible for acquisition of property interests and management of VTA property rights and related agreements. VTA Operations' Facilities Maintenance is responsible for physical maintenance and ongoing repairs and improvements to properties that VTA owns and uses, including the River Oaks Headquarters, Bus and Light Rail Yards, Transit Centers (including Milpitas and Berryessa), and transit right-of-way. BART is responsible for operations and maintenance of the VTA BART Silicon Valley Extension tracks and wayside facilities and BART Stations pursuant to the VTA-BART Operations & Maintenance Agreement.

• Oversees and performs work related to major TOD and TOC projects that encompass residential, commercial, and other types of real estate development, including review, evaluation, and approval of architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced for VTA as well as by other parties;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities.  
Development of the required knowledge and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, finance, real estate, planning, or a related field, and two years of increasingly responsible experience in real estate project management, acquisition and planning, development, property management, or interagency agreement and financial transaction development, with at least one years in a project lead or supervisory capacity.  Project management experience for real estate projects is preferred. A graduate-level degree in a related field may be substituted for one year of experience 
Experience in public-private development on public property is desirable.  Possession of a valid California driver’s license at the time of appointment is required.

• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

About Way, Power & Signal Maintenance
Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.

• Signal Maintenance: Signal Maintenance maintains, performs preventive maintenance, inspects, repairs, and services signal systems, crossing gates, fare machines, SCADA (Supervisory Control and Data Acquisition) controls, and station audio/video equipment.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. The City of Auburn is hiring to fill two part-time Bus Driver II positions!

Auburn Transit is looking for qualified individuals with a valid CDL to join our transit team. These positions are seasonal, part-time and each has a maximum of 999 hours of work per fiscal year. The incumbent's schedule will be based on the designated bus route shifts and may vary to accommodate community transit needs.

WHAT YOU WILL DO

The Bus Driver II operates a variety of transit and General Public Paratransit (GPPV) vehicles to transport passengers in a safe, courteous and reliable manner. This position will primarily transport passengers on commercial motor vehicles, but may provide transit services through Auburn OnDemand, the City's ride-share service.

Auburn Transit provides fixed and on-demand transportation services to the community. In addition to designated bus routes, Auburn Transit works with other local transit agencies to ensure adequate services are provided for school needs and special events. REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Operates a bus or other General Public Paratransit (GPPV) vehicles on City streets and highways in all weather conditions to transport passengers on established routes with designated stops, on-demand rideshare services, field trips and special events.
• Ensures passenger safety by observing passenger behavior, verifying safety belts are secured and rendering aid to passengers in an emergency.
• Assists passengers boarding and deboarding as needed or requested, including senior citizens, individuals with disabilities and care-dependent persons.
• Operates a smart device and two-radio to respond to transit dispatch and on-demand rideshare requests requiring adjustments to existing schedules and routes.
• Operates automatic wheelchair lifts, collects fares, issues passes, secures wheelchairs and other assistive devices.
• Promptly notifies management and completes reports regarding accidents and incidents involving vehicles and passengers.
• Conducts mandatory daily pre-trip vehicle inspections adhering to state and city regulations before each route, including reporting inspection results, daily trip logs, and required vehicle repairs and maintenance.
• Performs minor maintenance, repair and cleaning of transit vehicles and fleet storage facility.
• Adheres to all public transit federal, state and local laws, rules and regulations.
• Maintains a valid California driver’s license and passenger certifications required by the state vehicle code, Department of Motor Vehicles, Department of Transportation and other applicable standards.
• Performs related duties as assigned.
