Summary
Under general supervision, provides professional, technical and administrative duties of a highly confi­dential nature for the General Manager, Board of Directors, and the Management Services Director; maintains District records and oversees response to public records requests; provides professional advice to management and the Board of Directors on compliance with Brown Act provisions and other legal notifications and disclosure requirements; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Provides clerical and executive support to the Board of Directors, General Manager and Manage­ment Services Director; coordinates and participates in preparing draft memoranda, correspon­dence, Board agenda materials and other documents and reports, often of a highly sensitive and confidential nature; ensures materials and reports for signature are accurate and complete.
• Screens and provides information in response to inquiries to the General Manager or Board over the phone, in person and online; performs public relations duties, provides information and handles issues that may require sensitivity and use of tact and independent judgment; researches requests or complaints and refers matters to appropriate staff and/or takes or recommends action to resolve issues.
• Coordinates the preparation and processing of Board and Commission agendas; ensures that Board and Commission packets are complete, including staff reports and related documents; coordinates the duplication, collation and distribution of agenda packets, and posts to the District’s web page.
• Understands and complies with provisions of the Brown Act; drafts and arranges for the legal publication of notices, postings, ordinances and public hearings; ensures compliance with legal requirements governing the conduct of closed sessions.
• Attends meetings and records proceedings; maintains the official records of all Board and Commission meetings and disseminates all actions including minutes, ordinances, resolutions, leases, agreements and deeds; ensures compliance with other local, state and federal laws pertaining to public records, and statements of economic interest, and advises the Board and General Manager regarding the requirements of such legislation.
• Receives, reviews and prepares responses to Public Records Act requests in compliance with all legal requirements and mandated deadlines; consults with District management and legal counsel as necessary in collecting and redacting data in accordance with legal provisions.
• Coordinates District Board election and Committee appointments and assists interested candi­dates with respect to filing procedures, campaign disclosure forms, regulations and applicable laws; notifies affected parties of Fair Political Practices Commission (FPPC) requirements and deadlines.
• Maintains or oversees the maintenance of the General Manager’s and Board’s calendars; handles or refers matters as directed; prepares and processes General Manager and Board member expense reports and reimbursement requests; makes travel arrangements for General Manager, Board of Directors, and other department managers.
• Assists administrative staff in the preparation, compilation, typing, duplication and distribution of the preliminary and final budgets, and prepares mailing of correspondence pertaining to the annual District audit.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• Acts as Notary Public for District matters.
• Participates in and provides work guidance in the work of other District administrative support staff; participates in prioritizing workload and monitoring work of other employees for complete­ness, accuracy and conformance with departmental standards; provides infor­mation, instruction and training on work processes, proper uses of equipment and safe work practices.
• Participates during disasters or when emergency response is needed.
• Exempt employees may be required to work nights and weekends.
• Performs related duties as assigned.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from an associate degree program supplemented by position-related specialized courses and five years of increasingly responsible administrative and/or secretarial experience with two years of qualifying local government experience; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret general business periodicals, professional journals, or governmental regulations. Ability to respond to inquiries or complaints from the public or regulatory agencies orally and in writing. Ability to write minutes for publication that conform to prescribed style and format. Ability to present information to top management and the Board of Directors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure. Ability to compute rate, ratio, percent, calculate figures and amounts such as discounts, interest, commis­sions proportions, and percentages and apply them to practical situations.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to research and analyze a variety of administrative problems and consult effectively with administrators and managers to develop solutions.

Certificates and Licenses: 

• Valid California driver’s license with a good driving record and current automobile insurance.
• California Notary License within six months of hire.
• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing, spreadsheets and database programs including utilizing information systems to extract data from databases for interpreting and communicating data.  Ability to exercise tact and diplomacy in dealing with sensitive and complex issues.  Knowledge of laws, regulations and District Administrative Code Rules and regulations for the noticing and conduct of public meetings and hearings including requirements of the Brown Act and parliamentary procedures. Knowledge of state and federal laws and regulations governing the creation, mainten­ance, use, retention and disposition of public records including privacy rights and require­ments for dealing with confidential records and copyrighted materials. Knowledge of applicable ordinances and laws pertaining to the conduct of Board elec­tions.

Maintain confidentiality of information and work products.

Supervisory Responsibilities: Provides lead work guidance to District administrative support staff.

The Toll Systems and Traffic Engineering Department is responsible for day-to-day operations, management and maintenance of VTA’s Silicon Valley Express Lanes Program.  The Department is also responsible for Transportation Technology (also known as Intelligent Transportation Systems), traffic engineering and traffic operations analysis for VTA. A key part of the Department’s Transportation Technology effort is to serve as the lead on Traffic Operations System (TOS) and ramp metering coordination with Caltrans.  The traffic engineering and traffic operations functions include leading VTA’s traffic and transportation engineering efforts with member agencies as part of VTA’s Congestion Management Program which includes running the Intelligent Transportation Systems Working Group and the Systems Operations and Management Working Group (which reports to the VTA Technical Advisory Committee).

Assistant Transportation Engineer
Definition
Under general supervision, an Assistant Transportation Engineer performs professional engineering duties in connection with the location, design, construction, maintenance, and operation of transportation systems and related projects.

Distinguishing Characteristics
This is the second professional transportation engineering level. Incumbents perform moderately complex assignments and exercise some latitude for independent judgment. Incumbents at this level may be assigned specific projects with minimal supervision. Additionally, incumbents may direct the work of lower level engineers, technicians, and others who assist in specific project assignments. Incumbents may occasionally lead smaller, short-term projects or studies of limited scope.

This class is distinguished from the entry level class of Junior Transportation Engineer in that incumbents of the latter class perform entry level professional engineering duties under close supervision.

Associate Transportation Engineer
Definition
Under direction, the Associate Transportation Engineer supervises and performs responsible professional, field and office engineering work in connection with the planning, design, construction, maintenance and operation of transportation systems and projects; and to participate in a variety of services and special studies requiring the application of professional knowledge and skills.

Distinguishing Characteristics
This is the journey-level class in the professional transportation engineer series. Associate Transportation Engineers typically perform more difficult or complex engineering work, using independent judgment, and typically serve as the project lead, providing lead supervision to lower level professional and technical staff on a project basis.

The Associate Transportation Engineer is distinguished from the next higher level of Senior Transportation Engineer in that the latter class has full supervisory responsibility over staff and consultants of a major unit or program.

In addition to the duties below, the Assistant/Associate Engineer will have the opportunity to: 

• Manages contractors and/or solution providers to deploy transit signal priority (TSP) systems. This includes assigning and tracking work activities and schedules, as well as delegating tasks.
• Coordinates with local agency staff in charge of traffic signal systems in the deployment of TSP systems, including during the operations and maintenance phase to address identified operational issues and required maintenance.
• Participates in the development and selection process for requests for proposals (RFPs) for new or expansion of TSP systems, including request for bids (RFB) for constructing supporting elements such as the installation of new traffic signal controller cabinets.
• Participates in the development of system engineering management plan (SEMP) for TSP systems, including for work tasks in the deployment phase. During the deployment, participates in ensuring system requirements and procedures for the verification plan meet the highest quality standards.
• Provide guidance in the development of project deliverables, such as scopes of work, technical approach, schedule, civil design collaboration, and deployment of TSP systems.
• Assist in the inspection of construction elements (e.g. traffic signal controller cabinet installations), integration tests, field tests, and performance evaluation for an expansion of an existing or a new TSP system.
• Prepare Board memos and presentations, as well as regular monitoring reports.

Salary
This position may be filled at different levels depending on the candidate’s qualifications, experience, and business needs. Title and compensation will be commensurate with the selected candidate’s background.

This classification is eligible for a 4% professional incentive pay for maintaining a valid Professional Engineer (PE) license issued by the State of California. The incentive will end if the incumbent leaves the classification or fails to maintain the required license.

 

Essential Job Functions:

Assistant Transportation Engineer
Typical Tasks:

• Performs drafting, engineering computations, research report writing, direction of field operations involved in the gathering and compiling of data for the planning, design, and construction of transportation systems and projects;
• Performs technical reviews of design plans and contracts specifications, engineering cost estimates, construction schedules and engineering studies of transportation systems and projects;
• Assists in the planning for and design of new, or improvements to, fixed guideways, transit, highway, bicycle, airport and other facilities by preparing plans, profiles, cross sections, making quantity estimates, computing stresses and strains and performing other professional engineering tasks;
• Prepares and review maps, right of way deeds and legal descriptions;
• Inspects the construction of projects;
• Takes field tests, and gather samples for laboratory tests of materials;
• Writes engineering specification;
• Makes cost and quantity estimates;
• Reviews and approves DBE work progress, contractor's payroll, contract compliance reports and extra work reports;

Associate Transportation Engineer
Typical Tasks:

• Performs professional engineering activities related to planning, design, construction maintenance and operation of transportation facilities including fixed guideways, transit, highway, bicycle, airport and other facilities;
• Reviews technical reports on transportation systems design submittals, reviews design submittals from contractors for contract compliance and recommends changes to existing planning and design criteria;
• Reviews documents prepared by subordinates, consultants, and other parties;
• Determines route alignments;
• Makes analyses to determine best design;
• Develops routes and schedules for transit system facilities;
• Supervises the design and construction of transportation system facilities;
• Directs other engineering personnel in preparing final plans and maps;
• Supervises the preparation of detailed drawing and specifications;
• Writes reports and makes estimates of a specialized nature in connection with various transportation projects;
• Makes preliminary designs and estimates for determining budgetary needs for construction and maintenance activities;
• Performs related work as required.

When assigned as a project manager, subject to general review:

• Responsible for technical details of an entire project, such as planning, design, and contract documents, typically involving project coordination and administration;
• Resolves technical problems concerning the planning, design, construction, maintenance and operation of transportation facilities;
• Performs other related duties as required.

Minimum Qualifications:

  • Graduation from an accredited college or university with major work in engineering or possession of a valid Engineer-In-Training certificate and two years professional engineering experience on transportation systems or projects.

DEFINITION: Under general supervision the aide assists in planning, organizing, and implementing preschool programming for children ages 3-5 years old. Program hours are M-F PM 8:30am – 1:00pm and/or MWF 8:30am - 1:00pm. Approximately 15 – 30 hours a week. Substitute and floating positions also available 8:30am - 1:00pm.

Key Responsibilities include, but are not limited to:

• Coordinate and conduct labor relations investigations, including investigatory meetings and detailed written reports; develop analyses and draft confidential communications.
• Interpret and apply MOUs, policies, procedures, regulations, and labor laws to ensure consistent and compliant application across the organization.
• Serve as a key point of contact for Valley Water management, providing guidance on performance management, disciplinary matters, and grievance resolution; collaborate with bargaining units to proactively resolve concerns.
• Develop and maintain labor relations data reports to identify trends and training opportunities; make informed recommendations and deliver training to staff.
• Partner with internal HR units including EEO, Talent Acquisition & Career Pathways, Workforce Development, Recruitment, and Total Rewards to align labor strategies with broader HR goals.

Labor Relations Unit (Position Code 834) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

The Assistant District Secretary reports to the Deputy District Secretary and provides administrative support for the Boards of Directors and committees for the San Mateo County Transit District(SamTrans), Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA).

Essential Functions & Duties

• Provide administrative support, which includes preparing agenda packets for the Boards of Directors and committees.

Supervision:
Works under the general supervision of the Deputy District Secretary, who establishes goals and objectives, monitors and evaluates performance.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s Degree
• Two (2) years of full-time progressively responsible experience providing professional administrative support.

Preferred Qualifications:

• Experience performing duties in support of Boards of Directors, Councils, or Commissions that operate under the Brown Act.
• Experience in records management.
• Proficiency in Microsoft Office Suite.
• Able to attend Board and Committee meetings outside of regular working hours (evenings, nights, and rarely weekends and offsite)
• Effectively communicate both orally and in writing.

DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.

• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

 

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

Ability To:

• Analyze complex personnel and organizational problems, and develop effective resolutions, and implement effective courses of action.

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

And

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.
