EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and

Wastewater Operator II

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Position Summary

Under general direction, oversees the daily operation of assigned terminal/s (Larkspur, San Francisco, Sausalito and Tiburon) and coordinates with associated vessel/s.  Responsible for safety of passengers and crew, terminal security, and ticketing procedures.  Provides work directions for personnel assigned on said locations.  Regulates concession operations at terminals and aboard vessels; coordinates maintenance staff responsible for cleanliness and maintenance of terminals; makes recommendations; enforces policies and procedures relating to Ferry and terminal operations; and perform related duties as required.  This position requires the ability to establish effective professional relations with peers and subordinates. The Ferry Operations Supervisor must be able to direct others clearly, make decisions, set goals and standards to provide excellent customer service, and develop plans for achieving them. This position will require weekend, night and holiday schedules.

Essential Responsibilities

• Supervises staffing of terminals relative to vessel schedules and passenger demand to include relief crews.
• Monitors staffing of scheduled vessel crew and coordinates necessary relief crew members to ensure timely boarding of passengers and scheduled vessel departures.

•    Performs major rebuilding, repair, manufacturing and/or removal replacement of mechanical  components on machinery and equipment, including engines, transmissions, gear boxes, planetary drives, clutches, differentials, torque converters, pumps, hydraulic systems, valves, electrical systems and associated parts
•    Operates and refuels portable air compressors, front end loaders, travelling scaffolds, air compressors and equipment and other machinery and equipment that the District owns or rents
•    Responsible for normal and reasonable care of all District owned property, equipment and tools provided.  Adheres to shop and equipment safety and housekeeping practices as required by District policy and agencies such as Cal OSHA and Industrial Safety

Minimum Qualifications

• Four years' recent experience with two and four cycle gasoline and diesel engines, air compressors, differentials, brakes (mechanical, hydraulic and air) and DC electrical; operation, lubrication, service and minor repairs to front end loaders, drawbar graders, air compressors, bulldozers, backhoes and equipment towing vehicles, Operation of machine shop tools common to repair shops such as drill presses, grinders, valve reseating and re-facing tools, lathes, presses, reamers, cylinders hones, etc.  Laying, rolling and handling of asphalt (building of roadways, bike paths, etc.).  

 
Required License:  

• Must be able to obtain a Class A Driver’s License within the probationary period and continue to maintain a satisfactory Class A Driver License.
• No reckless driving and DUI within the last 7 years. 
• No more than 2 moving violations within the last 3 years. 
• Operates District vehicles on a regular basis.

  
Physical Requirement:  
Work outside in cold and other inclement weather. Able to stand for long periods. Position requires frequent bending and reaching. Ability to lift up to 50 pounds. Climb ladders. About the Engineering Group Manager - Facility
 
The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. This position is responsible for directing and leading collaboration on master planning, design development (including technical analysis in support of preliminary engineering and final design), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), and coordination with project stakeholders within VTA and the community.

The Department: 

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

The Position: 

This is a paraprofessional supervisory position in the classified service. The Library Circulation Supervisor is the highest level in the paraprofessional class in the Library Department, providing supervision and management for the largest number of work unit staff in the department, as well as day to day library operation. The Circulation Unit is the first line of staff that meets the public, and customer service and satisfaction are essential. The Circulation Unit is responsible for customer accounts, cash handling, effective material circulation, distribution and shelving, resource sharing, and daily delivery to all library and city locations as needed. The incumbent manages the schedule of the team, maintains standards of strong customer service for the library system through well-developed circulation processes and procedures that emphasize access and equity, and is responsible for the overall supervision of the Circulation Unit, as well as the safe operation and maintenance of circulation technology, including automated materials handling sorters and self-check machines. This position involves coordinating staffing and service procedures with the branch libraries, library bookmobile, as well as working closely with Technology for equipment support as well as with multiple vendors. The Circulation Supervisor is a member of the Library Management Team, and often acts as supervisor-in-charge. Strong communication, management and leadership experience and executive practice in fostering positive working environment, ability to work independently and within a team, supportive personnel practices, troubleshooting, patience, and flexibility will be key characteristics of this individual.

Acceptable Substitution: 

• Completion of a two year Library Technology Associate of Arts degree may be substituted for one year of paraprofessional library experience.

License/Certifications: 

• Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for the duration of employment.

 Paid intern positions are available within the Environmental Services Department. The positions are an excellent part-time opportunity for an individual with GIS skills wishing to obtain work experience in the Environmental Studies field. Current student enrollment is not required.
 
 Enrichment Opportunities

• Learn and work with the City’s GIS and Office 365 suite of applications.
• Learn concepts of engineering problem solving, data analysis, data management, and GIS database design and development.

Hours: the selected candidate will work under supervision on weekdays between 8:00 a.m. and 5:00 p.m. The specific days and hours will be decided by the hiring manager in consultation with the selected candidate.

• Organize and digitize information from existing documentation to build a digital Operations & Maintenance (O&M) record repository.
• Review available O&M records and collaborate with users, supervisor, and administrators to define database features and functionality.
• Assist in creating and organizing Excel and GIS database for record storage.
• Assist users and supervisor with designing and utilizing GIS database, including using GIS model builder to automate data import/export.
• Assist and train users to use the GIS database.
• Assist with creation of training materials and how-to guides.
• Scan, label, and/or bookmark historical data into logical, searchable pdf files and/or Excel spreadsheets.
• Help identify ways to clean up the existing database content and presentations.
• Work effectively with City staff, consultants, administrators, and the general public; the candidate is expected to conduct him/herself in a highly professional manner at all times while representing the City.
• Assists City staff with other duties as desired, including some administrative tasks as needed. 

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking on level, uneven, and slippery surfaces, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in using a computer keyboard and certain tools. The position also requires near and far vision when reading written work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag, carry, and push equipment, tools and supplies up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

 License/Certificates:

Position Summary
Under general direction of the Director of Training and Safety for the Bus Transit division, contributes to
the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.

Essential Responsibilities
Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
Performs individual evaluations of student operators progress in the training program.
Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.
Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
Develops and implement minimum standards for bus operator trainees.
Monitors progress of trainees and provide periodic counseling and progress evaluation.
Conducts refresher training for bus operators returning to work after extended absence.
Testifies on training or related fields at bus operator hearings, arbitrations, or trials.
Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.
Compiles and maintain "Training Subjects Manuals."
Obtains and maintain appropriate certifications.
Works with appropriate staff in the recruiting and selection process for bus operators.
Works with passenger relations and planning department to provide ADA training for persons with disabilities.
Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
Instructs and monitor operation of G.F.I farebox and radio systems.
Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
Issues infractions and/or discipline for violations of safety policy and procedures.
Ensures employees under their supervision follow established safe work practices and obey all safety rules.
Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
Knows and follows the safety and health rules and safe working practices applicable to his or her job.
Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
Performs additional related duties as assigned.
Regular and reliable attendance and performance are required.

 
Minimum Qualifications
Education and Experience Equivalent to:

Bachelor’s degree in transportation studies, public administration, education, or related field; Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement. A written statement A written statement detailing qualifying experience must be submitted with the application.  
Must have three-years’ (3) or more experience as a full-time Bus Operator.
Must have two-years’ (2) or more experience of classroom training and/or instruction experience including counseling, coaching, training, motivating and disciplining others.
Must have proficient computer skills including, but not limited to, Word, Excel, and Power Point.
Computer aided dispatching software experience is preferred.
 
License(s):
Must possess and maintain a current, valid California Commercial driver's license (class A or class B), with a Passenger and Air Brake Endorsements), and satisfactory driving record.
Must be able to obtain certification from the Department of Motor Vehicles, to administer the Commercial Drivers’ Road Test during probationary period.
Must be able to obtain Instructor Certification in the Bus Operator Training Course, from the United States Department of Transportation (DOT), Transportation Safety Institute (TSI), during probationary period.
No more than one moving violation and no “at fault” accidents within the last 3 years.
Operates District vehicles on a regular basis.
 
Physical Requirement:
Must be able to lift 50 pounds. Reach above your head, bend at the waist, stoop and kneel.
Sit at computer workstation and use the computer to type reports, manuals, etc.
Long periods of standing and walking.
Must be available to work weekends and nights.
Required Knowledge, Skills and Abilities
Knowledge of:

Coaching & Counseling principles and practices.
Labor and Union working agreements.
Comprehensive knowledge of Smith System driver safety principles and procedures.
Working knowledge of geographic area served and of transit lines and schedules.
District policies and labor agreement (MOU) provisions.
Occupational health and safety rules and working practices applicable to this position.
 
Skilled in or Ability to:
Motivate new students and operators returning for re-training.
Teach driver safety.
Learn basic mechanics of transit equipment
Analyze emergency situations accurately and reach decisions quickly.
Be enterprising and ingenious in dealing with the students, co-workers, outside agencies and/or the public.
Write clear, complete, and concise evaluations, operational reports, bulletins, and memos.
Communicate in English in both verbal and oral form clearly, concisely, and correctly.
Operate any bus equipment owned and operated by the District.
Interpret and enforce District policies and labor agreement (MOU) provisions.
