The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The ideal candidate will have solid information management experience, strong interpersonal and communication skills, strong management skills, strong collaboration skills, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues. A team leader, team player, and positive attitude are essential to this position.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.
• Planning, organizing, scheduling, and coordinating work related to Development Services applications and systems, ensuring efficient utilization of resources.
• Providing advanced technical leadership to integrate complex existing or new information system technologies.
• Maintaining Development Services Technologies and technical documentation to high standards to support planning, building, code enforcement, fire prevention, and related services.
• Hiring, selecting, training, directing work assignments, and evaluating staff performance to accomplish tasks and established objectives.
• Acting as a technical expert, analyzing complex development services business needs, recommending technological solutions, and managing implementation of complex projects with other City departments, project teams, and agencies.
• Researching complex commercial products and technology solutions and participating in the development of project scoping documents, performing vendor management and contract management duties, and preparing and evaluating Requests for Proposal (RFPs).
• Overseeing the creation and deployment of Power BI reports, Yellowfin reports, and Crystal Reports.
• Participating in all aspects of the software development cycle: Requirement Development, Planning, Design, Code, Test, Implementation, and Integration.

Please note that the Business Automation and Development Services Supervising Applications Analyst (SAA) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Supervising Applications Analyst (SAA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Supervising Applications Analyst (SAA) classification is represented by the City Association of Management Personnel (CAMP) . Education: A Bachelor's Degree from an accredited college or university in a relevant field.

Experience: five (5) years of increasingly responsible professional/ level experience. in computer applications, systems, networks, or telecommunications work, of which at least two (2) years include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

Position Summary

The District processes payroll and processes 64 pay periods in the year.  This equates to payroll processing every other week and once a month.  Upon general supervision, this position is responsible for documenting, calculating analyzing and processing payroll for District employees each pay period.  It imports data into the general Ledger each week from various timekeeping sources (Kronos, HASTUS).   It also ensures adherence to District policy and union agreements by making certain personnel are appropriately compensated for time worked, special pay assignments, holidays, various leaves, etc. It also handles trust & pension reporting, compliance and payment; as well as processing adjustments for any corrections.   The position also performs additional work as assigned.

Essential Responsibilities

• Process bi-weekly and monthly timekeeping/payroll cycles for all bargaining units.
• Calculate and process rate changes, retroactive adjustments and special pay assignments.
• Apply appropriate payroll taxes and deductions according to state and federal guidelines and procedures. 
• Processes all garnishments and wage assignments.

Minimum Qualifications

• Requires a minimum of four years' full-time position-related experience working with payroll and timekeeping responsibilities.
• Demonstrate an advanced proficiency level in Microsoft Office products.  
• Experience reading, understanding and applying Memorandums of Understanding (MOU’s) and other Policies.
• Knowledge of and familiarity with Enterprise Resource Planning (ERP) systems – i.e. Oracle, Tyler, Sunguard, etc. – other than QuickBooks.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.

Salary Range:        Day Shift:               $54.28 per hour
                                Swing Shift:           $54.28 per hour + 10% differential pay
                                Graveyard Shift:    $54.28 per hour + 15% differential pay

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.
• Maintains all work areas, special tools and equipment used in performing maintenance function, in a clean and orderly manner.
• Operate a forklift and other equipment/vehicles safely.
• Interacts on a regular basis with vessel operations personnel.
• Adheres to the safety and health rules and safe working practices applicable to job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

Education and/or Experience: 

• Completion of a four (4) year apprenticeship program, or approved equivalent as a heavy equipment or marine mechanic OR four (4) years of progressively responsible journey level full-time work experience performing to the maintenance and repair of heavy equipment which should include mechanical, electrical or welding repair, and at least one year in an industrial environment.
• Experience in corrective and preventative maintenance records using a computer-based maintenance management information system
• Experience in utilizing MS Windows based software for data entry, work order processing and materials requisitioning

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record (Operates District Vehicles).
• No DUI’s or Reckless Driving codes within the last 7 years. 
• No more than two moving violations within the last 3 years.

Required Tools:

• Must have a full set of journey level hand tools to accomplish assigned work.

Hours:

• Shifts are scheduled based on seniority.
• The Ferry Maintenance Department operates 7 days per week, except Thanksgiving, Christmas, and New Year’s day.
• Must be available to work all shifts; some overtime maybe required to handle emergencies.

Physical Requirement:  

Requires frequent and extensive physical activities such as: lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Work around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment. Ability to work in a constant state of alertness and in a safe manner. Ability to wear a respirator and be fit tested. Must wear hearing protections when performing certain duties.

Required Knowledge, Skills and Abilities

Knowledge of:  

• Occupational health and safety rules and working practices applicable to this position. 
• Monitoring and inspection of propulsion and auxiliary machinery and other supporting systems (i.e., electrical, plumbing, electronics, hydraulics and HVAC in a commercial application.

Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following: 

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers. 
• Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed.
• May receive, process and track all incoming case management, outreach, and counseling referrals as needed.
• Represent the City of Union City in the name of AC Probation, Centro de Servicios, Tiburcio Vazquez, Malabar House/Eden Counseling Services, NHUSD school administrators – principals, teachers, student services staff, UC Family Center,  Fremont Resource Center, (Fresh Lives for Youth (FLY), Filipinos  Advocates For Justice (FAFJ), MidPen Housing, Bay Area Community Health (BACH),  Safe Alternatives To Violent Environments (SAVE) to continue to develop and maintain relationships with these social welfare agencies and organizations. 
• Prepare and give presentations to youth, parents and community members.
• Conduct outreach to promote programs and services.
• Generate and maintain appropriate records, client files, and accurate statistical/monthly reports.
• Participate in weekly and monthly department and community meetings, trainings, and workshops as necessary.

Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.
Key duties include but are not limited to:

• Collaborating with the Budget Office to understand their Oracle PBCS requirements.
• Translating business requirements into technical solution designs.
• Developing new calculations and performance-tuning existing rules.
• Creating and updating existing Financial Reports and Management reports. Creating Smart View ad-hoc sheets for troubleshooting, data analysis, and reporting.
• Applying business expertise in budgeting and planning and functional knowledge in administrating Oracle PBCS.
• Providing recommendations to enhance and accelerate Budget business processes.
• Assisting with configuring data integration, process automation, and interfacing activities.
• Developing materials, documenting technical and functional processes, and providing training to power users.
• Designing, developing, troubleshooting, implementing, and administering the City's Budget applications required to meet the City's planning and reporting needs.
• Ensure the Budget Office applications adhere to IT and the City's Cybersecurity Security policies.

Please note that the Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) position is currently on a hybrid telework schedule - working remotely and onsite is subject to change.
Salary Information: The actual salary shall be determined by the final candidate's qualifications and experience. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 - $172,645.20

The ESTA classification is represented by the City Association of Management Personnel (CAMP) .
(These qualifications are typically required. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.)

Education and Experience

A Bachelor's Degree from an accredited college or university in a relevant field, AND four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of electronic business systems/solutions, or application development and/or support.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis up to two (2) years.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience which include lead technical work in development, implementation and maintenance of electronic business systems/solutions or application development and/or support.

Required Licensing (such as driver's license, certifications, etc.)

• Possession of a valid State of California driver's license may be required.
