The County of Yuba is currently recruiting for the flexibly staffed position of Public Works Maintenance Worker I/II in the Public Works Department within the Community Development and Services Agency. Depending on experience and the needs of the department, the position may be filled directly at the Public Works Maintenance Worker II level. The primary responsibilities under this position are to learn and perform semi-skilled and skilled work in the construction, maintenance and repair of roads, bridges, rights of way, parks and related County infrastructure in a centralized or rural location; operate and perform basic maintenance and adjustment to light and heavy equipment in the performance of the work; install street and traffic signs for County roadways and perform related work as assigned.

About the Public Works Department:

The Public Works Department is responsible for maintaining, repairing, designing, and constructing County roads, bridges, parks, and storm water drainage systems in accordance with local, state, and federal laws/standards, and in a manner that maximizes public safety. Due to the mountainous terrain in the eastern half of the County, road maintenance often includes snow plowing. The Yuba County Maintained Mileage for roads consists of 653 miles, 76 bridges (greater than 20’ in length), and numerous culverts/drainage structures. The department also reviews and approves land development projects as they relate to the County road, drainage, and park systems. Public Works performs administration and maintenance of the County parks and County Services Areas.

• Collect delinquent accounts and other fees related to Muni Water, Recycle Plus and Storm & Sanitary.
• Collect on Environmental Services Department accounts through the City's Revenue Collection system (RevQ)
• Cross reference between data sources to ensure accuracy and completeness.
• Send delinquent accounts to collection agency.
• Ensure payments are received for Homeowner Associations (HOA)s, city owned properties and government accounts.
• Review outstanding debts to issue requests for payment or letters of satisfaction.
• Interpret City policies and procedures, including City Ordinances and other various City municipal codes.
• Prepare and present delinquent invoice cases in Small Claims Court on behalf of the city.
• Participate in Appeals Hearing Board meetings on behalf of the city.
• Conduct internal audits, as needed.
• Produce Quarterly reports.
• Issue, review, and monitor payment arrangement agreements.
• Administer lien process for delinquent solid waste accounts
• Responsible for Special Assessment 0803 Garbage Liens sent to Property Tax

• Review and approve low income / vulnerable customer registrations.

• Investigate prior billings Muni Water and Single Family Disposal(SFD)
• Assist internal and external customers on questions and concerns

Investigator Collector I

• Education and Experience: Two (2) years of undergraduate course work from an accredited college or university (equivalent to 60 semester units or 90 quarter units) and two (2) years of experience dealing with the public in enforcement, inspection, investigation, or customer service.
• Licenses and Certification Requirements: Valid California Driver's License (Incumbents may be required to use their personal vehicles in performing the job duties.)

Investigator Collector II

• Education and Experience: Any combination of training and experience equivalent to two (2) years of undergraduate coursework from an accredited college or university and two (2) years of experience comparable to that of an Investigator Collector I.

Housed within the City Manager's Office, the Office of Economic Development and Cultural Affairs (OEDCA) leads implementation of San Jose's economic strategy. OEDCA and has four integrated divisions: Business Development, Workforce Development (work2Future), Real Estate, and the Office of Cultural Affairs.

OEDCA's Business Development Division is the primary contact for the City's business community. Annually, the team interacts with over 350 of Silicon Valley's most dynamic and innovative companies - large and small, helping them succeed and grow. In addition to proactive outreach with business, the team is responsible for management of the City's economic strategy, business support programs, foreign direct investment strategy, business communications and marketing, and downtown development, as well as providing leadership and support across the City's Community and Economic Development Service Area.

As part of its response to the effects of the COVID19 pandemic, the City established the Small Business team within the Business Development Division.

The Small Business Executive Analyst is one of the 7-member Small Business team within the Business Development Division in OEDCA responsible for small business engagement and support. The position requires spoken and written fluency in Spanish.

The Small Business Executive Analyst is the project manager for the City's support to the vendors located at the Berryessa Flea Market. This requires maintaining an effective working relationship with the members of the Flea Market Advisory Group, working with OEDCA colleagues evaluating potential sites and related property issues, managing consulting contracts and other services, responding to information requests and drafting reports to the relevant City committee and City Council.

In addition, the position will support small business team colleagues on direct business outreach, support neighborhood business associations, manage contracts and grant funded services, provide access to information and services, and be a conduit to partner organizations.

The position will be required to work collaboratively with business professionals, existing team members, senior City staff and elected officials, and will likely be required to speak or present at events and public meetings.

The position also supports the broader work of the Business Development Division including:
 

• Providing connections and information to businesses on local, state, and federal programs,
• Policy development that supports the strengthening the San Jose business ecosystem,
• Development and dissemination of business communications and collateral,

Education and Experience

Executive Analyst I

Bachelor's Degree from an accredited college or university in business or public administration or a closely related field.

Bachelor's Degree from an accredited college or university in business or public administration or a closely related field; and two (2) years of increasingly responsible professional staff analytic or administrative experience at the level of Executive Analyst I with the City of San Jose.

Acceptable Substitution

Experience as a Staff Specialist with the City of San José may be substituted for the education requirement on a year for year basis.

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

Definition

Under direction (I) or general (II) supervision, performs a variety of work in the construction, repair, maintenance, and replacement of Town infrastructure including water, sewer, streets, parks, facilities, and drainage facilities and systems; uses and operates a variety of tools and light to heavy equipment; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direction (Maintenance Worker I) or general supervision (Maintenance Worker II) from assigned Public Works Supervisor.  Exercises no direct supervision over staff.

Class Characteristics

Maintenance Worker I: This is the entry-level classification in the Maintenance Worker series.  Initially under direction, incumbents learn Town infrastructure and use of tools and equipment.  As experience is gained, assignments become more varied, complex, and difficult; direction and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.  Positions at this level usually perform most of the duties required of the positions at the Maintenance Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.

Maintenance Worker II: This is the fully qualified journey-level classification in the Maintenance Worker series.  Positions at this level are distinguished from the Maintenance Worker I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This class is distinguished from the Lead Maintenance Worker in that the latter is responsible for providing technical and functional direction to lower-level maintenance staff and performs the most complex duties assigned to the series.

Positions in the Maintenance Worker class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Maintenance Worker II-level.

• Performs construction, maintenance, and repair activities of Town water utilities systems, including; repairs concrete including sidewalk panels and temporary street patches.
• Performs water valve maintenance, including locating and raising unexposed valves, operating automated machines to exercise valves on an annual basis, and updating records following the installation of new valves.
• Flushes water mains to ensure water quality meets California State Water Resources Control Board standards.
• Performs water meter maintenance, including installing new meters, testing and repairing meters of various sizes, repairing leaks, and replacing meters as necessary; installs service lines for newly developed properties and accounts for the installation of meters for new homes; performs shut-downs of services, as required.
• Collects and tests samples, following established protocols, from sampling stations located throughout water distribution system to measure system performance and to ensure compliance with water quality standards; schedules testing and sampling conducted by external agencies for compliance and reporting purposes.
• Operates and monitors the Supervisory Control and Data Acquisition (SCADA) system; assists with maintaining water flow and levels throughout the system.

In addition, when assigned to the Sewer Division:

• Performs inspection, construction, maintenance, and repair activities of sewer collection systems; inspects and maintains pump stations.
• Cleans sanitary sewer lines in the collection system by means of hydro-cleaning, flushing, vacuuming, and rodding.
• Coordinates the and/or performs the inspection of underground sewer collection pipes, lateral connections, and associated appurtenances using closed-circuit television equipment.

In addition, when assigned to the Streets and Storm Division:

• Performs construction, maintenance, and repair activities of Town streets, roadways, curbs, sidewalks, and drainage infrastructure; maintains and repairs asphalt pavement, concrete, traffic and street signs, and pavement markings.
• Inspects, cleans, maintains, and repairs storm drains and catch basins.
• Trims and prunes bushes, trees, and shrubs and removes weeds to provide clearance of roadways, easements, sidewalks, and signs.
• Performs street sweeping duties and other cleaning activities on public sidewalks, streets, parking lots, roadways, parks, Town Hall, and town-owned facilities.

Education and Experience:

Maintenance Worker I/II: Equivalent to completion of the twelfth (12th) grade.

Maintenance Worker I: No previous work experience is required.  Previous experience in the field of maintenance or construction is highly desirable.

Maintenance Worker II: Two (2) years of experience in construction, maintenance, and/or repair of utilities, streets and roadways, traffic signs, and/or related facilities, systems, and appurtenances equivalent to that of a Maintenance Worker I with the Town.

Licenses and Certifications:

Maintenance Worker I/II:

• Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
• Possession of, or ability to obtain, a valid Grade I (D1) Water Distribution Operator Certificate issued by California State Water Resources Control Board or Grade I Collections System Maintenance certificate issued by California Water Environment Association (CWEA) within twelve (12) months of appointment.

Physical Demands

The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

Qualifications

Utility Worker I ($27.00 - $33.76/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($28.48 - $35.60/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. The City of Lincoln is hiring for the position of Financial Analyst in the Finance Division. Under general direction, the Financial Analyst performs a variety of professional duties in governmental budgeting, financial analysis and accounting involved in the formulation and maintenance of the City’s budget and develop budget documents; assist in planning and completing long range financial analysis; assist in administrative and technical support relative to the planning and organizing of the City’s financial programs.

DISTINGUISHING CHARACTERISTICS

The Financial Analyst is an advanced journey level class responsible for the full range of assigned duties. This classification is distinguished from the next higher classifications of Budget Manager and Finance Manager in that the latter positions are responsible for management of their respective divisions.
