The City of Berkeley invites you to apply for the position of Environmental Health Supervisor! In this position, you will assume an active leadership role in environmental health program planning, development, implementation, and evaluation. You'll supervise staff in environmental health and vector control programs, and develop training programs and procedures for the Environmental Health Division. Other responsibilities may include administering projects and programs and participating in the preparation and administration of the division’s budget.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college with major coursework in environmental health, sanitation or a related biological field and four (4) years of experience equivalent to Registered Environmental Health Specialist in a public health agency. Lead level experience is highly desirable.

Must possess a valid Certificate of Registration as an Environmental Health Specialist in the State of California. Possession of a valid Certificate of Registration in the State of California as a Certified Technician in Vertebrate Vector Control and Terrestrial Invertebrate Vector Control Categories A, B, C, and D is desirable.

Other Requirements: Must be willing to work such hours as are necessary to accomplish the job requirements. Must be willing to work with potential contact with toxic and hazardous materials. Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver’s license as well as a satisfactory driving record.

Position Description:

Under the direction of Chief Technology Officer, the Technology Portfolio Manager will manage the System Integration for Intelligent Transportation Systems unit and oversee a portfolio of $30M capital projects in the Comm/IT Capital Improvement Program. The Technology Portfolio Manager is responsible for maintaining fiscal, schedule and technical control of the project and maintaining strong working relationships with clients and technicians throughout the project. The Technology Portfolio Manager will be responsible for data solution operations through an in-depth understanding of hardware and software solutions and coordination of project managers and field technicians. This role will contribute to the strategic design process to identify more integration opportunities and is accountable for staff performance in managing the workload and quality control of the portfolio of projects.

• Provides governance & oversight of projects and programs to ensure project goals or objectives are accomplished within approved time frame, scope and budget.
• Responsible for the planning and on boarding of projects and programs.
• Maintains and communicates overall portfolio financials.

How to qualify

Minimum Qualifications:

1. Possession of a bachelor's degree from an accredited college or university; AND
2. Six (6) years of professional-level experience overseeing enterprise-level technology projects. Professional-level experience in the functional area consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of experience must include supervising professional-level staff that interpret laws and regulations, and/or exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Possession of an advanced degree from an accredited college or university may substitute for one year of the required non-supervisory experience listed above. This substitution may not be applied to the required three (3) years of supervisory experience.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

WATER POLLUTION CONTROL OPERATIONS MANAGER

REGULAR FULL-TIME EMPLOYMENT OPPORTUNITY

Under the direction of the Water Pollution Control Plant (WPCP) Division Manager the Water Pollution Control Operations Manager plans, organizes, directs, and administers the operation of the City's Grade V Water Pollution Control Plant; supervises and coordinates the work of subordinates to ensure compliance with federal, state, and local requirements for wastewater treatment, production of recycled water, and air emissions from plant processes. May direct the administration of the Water Pollution Control Plant in the absence of the Water Pollution Control Plant Division Manager or when so designated; and performs related work as required.
 

DISTINGUISHING CHARACTERISTICS
This is a management position which involves responsibility for the overall operation of the Water Pollution Control Plant in accordance with regulatory agency requirements and administrative procedures prescribed by the Environmental Division Manager.  Immediate supervision is exercised over assigned subordinate personnel. The position requires initiative and dependability with a willingness to be original in approach, adaptable, and to provide decisive leadership.

 

Essential Job Functions

(May include, but are not limited to, the following):

• Manages all functions associated with the ongoing operation and process control of the Water Pollution Control Plant.
• Provides leadership and direction for the Operations Section.
• Manages, develops, and monitors the Operations budget, and any related program budgets, and allocates resources to accomplish program goals and service levels consistent with the City's planning and budget system. Through the City's fundamental planning and budget system, a wide variety of processes are integrated and used for long range strategic planning, short term action planning, and performance reporting and evaluation.
• Establishes organizational controls to measure performance against approved performance objectives; ensure implementation of these objectives.
• Prepares and administers the operational budget and supervises expenditures from that budget.
• Recruits, selects and trains or facilitates training for Operations staff, including coaching and counseling; evaluates staff performance.
• Assigns and delegates work in order to meet performance objectives and provides guidance to assist staff performance.
• Motivates staff and recognizes and rewards exceptional performance; serves as mentor to staff to help promote their professional development.
• As needed prepares reports submitted to regulatory agencies.
• Evaluates, updates, and approves standard operating procedures (SOPs) and other documents used to guide subordinate personnel in the performance of their duties.
• Balance the Plant energy need and power generation with industry standard best management practices.
• Implements the safety program and energy and chemical conservation programs for the Operations staff.
• Ensures all process treatment units associated with plant operations and process control are in conformance with National Pollution Discharge Elimination System requirements, California Code of Regulations Title 22 requirements for recycled water production, and Bay Area Air Quality Management District requirements for air emissions.
• Implements safety rules, regulations, and emergency procedures, and ensures subordinates are properly trained.
• Keeps abreast of state and federal laws, regulations, and professional developments as they affect the operations program.
• Prepares official reports, studies and correspondence.
• Prepares and delivers formal presentations to City Council, governmental agencies and members of the public.

Other Functions

• May direct the administration of the Water Pollution Control Plant in the absence of the Water Pollution Control Plant Division Manager, or when so designated.
• Provides direction and guidance to subordinate personnel in the preparation of purchase requisitions and technical specifications for operations equipment and materials.
• Acts as liaison amongst plant operations, maintenance, laboratory, compliance inspection, and support services programs.
• Performs the functions of the Shift Supervisor as necessary
• Performs other duties, as required.

WORKING CONDITIONS
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books and documents weighing up to 10 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individual requiring and requesting such accommodation.

 

Minimum Qualifications

 

Education and Experience:

The minimum qualifications for education and experience can be met in the following way:

A Bachelor's Degree from an accredited college or university in a subject related to wastewater treatment; AND

Seven years of experience in the operation of a Wastewater treatment plant, of which at least two years has been spent at the level of Shift Supervisor or higher (as defined in the State Water Resources Control Board Regulations for Wastewater Treatment Plant Operator Certification and at a Plant Classification of Grade III or above).

OR

An Associate's Degree from an accredited college or university in a subject related to wastewater treatment; AND

Ten years of experience in the operation of a Wastewater Treatment Plant, of which at least five years has been spent at the level of a Shift Supervisor or higher (as defined in the State Water Resources Control Board Regulations for Wastewater Treatment Plant Operator Certification and at a Plant Classification of Grade III or above).

Thorough knowledge of:

• Modern Water Pollution Control Plant operation practices and techniques.
• State and federal laws governing the operation of Grade V Water Pollution Control Plant.
• Techniques of long-range planning and implementation of plans.
• Principles and techniques of leadership, management and supervision.
• Principles of public sector finance and budgeting.
• Principles of lab analysis for wastewater treatment and process control.
• Personal computers, spreadsheet management, word processing software applications.
• Computerized Maintenance Management Systems (CMMS) and their application to cost-effective operations and maintenance.

Licenses/Certificates

Possession of a State of California Water Resources Control Board Grade V Certificate is required and maintenance of Grade V certification is a condition of continued employment.

Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.

EXAM PROCESS

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. The Position: After School & Youth Camps Attendants work behind the scenes making all Recreation and Community Services excel! This job entails assisting with planning and leading program activities, supervising youth in arts, crafts, games and sports, performing participant check-in, reception duties, and assisting with equipment set-up, take down and housekeeping, chaperoning participants on field trips, and opening and closing facilities. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a Management Analyst in the Administration Department reporting to the Assistant to the City Administrator. As a Management Analyst, you’ll be a vital part of our team, working at the intersection of strategic management and community enhancement. This role offers a unique blend of responsibilities in identifying and managing process improvement opportunities across city operations, public service, and strategic planning. The Management Analyst (MA) position is a journey-level, exempt position in which the incumbent works independently, or as part of a team, on professional level work involving significant analytical ability.  This position requires both breadth and depth of use and application of theories, concepts, and techniques used, and a thorough understanding of policies and procedures.  Under general supervision the MA will perform a variety of budget, project, and program management, administrative, and research work.  Additionally, the MA may develop and evaluate management projects and policy issues and may be assigned to supervise full-time and part-time employees as well as volunteers.  The MA may rotate amongst different Management Analyst positions in different departments as needed by the organization. Therapeutic Recreation/ Old Meadows- Serving youth, teens and young adults with physical and intellectual disabilities

Part-Time position: up to 26 hours/week (may include evening/weekend hours)

Hourly Rate: $20.30-$24.67

 

Summary:
Under general supervision, coordinates, conducts and participates in the delivery of recreational program activities and executes day-to-day operations in assigned units according to established programs, schedules and standards; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Researches class ideas and structure and forecasts participation; organizes and implements various athletic, craft, social, cultural, instructional and community service programs.
• Instructs recreation classes to various age groups; modifies and adapts activities specific to specialized programs or populations; facilitates programming at onsite and offsite locations; provides pre- and post-event assistance.
• Develops interest, enthusiasm and fair play among participants; addresses challenging behaviors and follows proper channels to document contacts and results; recruits assistance and guidance from immediate supervisor when escalation is needed; reports all compliance issues per District standards.
• Establishes schedules; responds to general inquiries; assists with program registration; initiates payment and refund procedures.
• Oversees and supervises the use and care of equipment, supplies, materials and facilities; assists in initiating equipment procurement and maintenance; manages forms related to facilities and equipment use.
• Supervises special events, field trips and other group activities; ensures safety of environment and equipment for participants.
• May be assigned to camp programs.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: 
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED program, and at least 1,500 hours of relevant work experience, with at least 30 units completed in recreation or a related field preferred; or an equivalent combination of education and experience. Candidates must be at least 18 years old.

Language Ability:
Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability:
Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Reasoning Ability:
Ability to use common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers, participants and parents/guardians.

Certificates and Licenses: 

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance. For Therapeutics unit^: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).
• Department of Justice fingerprint clearance.

The Position:  Responsible for maintaining the coordination, implementation, and administration of designated after school program. The specific duties of the After School Program Site Lead include program and curriculum development and implementation, budget management, staff management, participation and coordination of staff development, and general oversight of the designated after school program. The position will provide a safe, nurturing, and well-supervised after school program; act as a liaison between the program and parents, stakeholders, school administration, and school district staff to provide for a collaborative, positive, beneficial program. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.

Share your passion by teaching students! Enrichment instructors lead a one hour class on-site after school. Enjoy the freedom to plan a curriculum on your area of expertise and share that knowledge with a class size of 5-15 students.

DEFINITION: Plan, organize and execute personal curriculum for elementary age children for a one hour onsite outdoor enrichment program. Program hours could include Monday, Tuesday, Thursday, Friday 2pm – 4pm and Wednesday 1:15pm – 3:15pm, preparation hours can be discussed.
