The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

Job Description

Under the supervision of a pharmacist, the Pharmacy Technician supports the provision of pharmaceutical care to patients served by the San Francisco Department of Public Health. Assists registered pharmacists in performing nonprofessional duties in an institutional pharmacy; receives, inspects, stores, and fills orders for pharmaceutical supplies. Nature of work involves continuous close attention to detail and some potential exposure to hazardous substances.

Under supervision, the Pharmacy Technician performs the following essential job functions:

• Accurately prepares unit dose medications, compounds a variety of pharmaceuticals under the supervision of a Pharmacist, including intravenous admixtures according to proper aseptic technique and in accordance with, professional standards and departmental policies and procedures, in order to maintain required levels of supply and to provide patients with needed medications;
• Prepares or repackages drugs and pharmaceuticals under the supervision of a Pharmacist, in amounts needed to fill written orders/prescriptions in order to provide patients with needed medication and to maintain required levels of supply;
• Prepares medication labels based on written orders from physicians and other professional staff according to California State Board of Pharmacy requirements;
• Records billing information for accurate and appropriate billing of patients for medications, involving use of desktop computer keyboard for entering medication orders and billing information;
• Maintains drug and pharmaceutical stock levels by counting and checking stores of drugs and pharmaceuticals against standard, pre-set stock levels, ordering and verifying deliveries against invoices to ensure accuracy; 
• Inspects and stores delivered stock in the pharmacy patient care areas by sorting and shelving them for optimal retrieval;
• Delivers, retrieves, and exchanges medications and pharmaceutical items to and from specified areas, or for dispensing by cart to ensure that clinical and patient needs are met;
• Provides information to patients, public and other healthcare providers within the scope of Technician activities through a variety of methods, including personal contact, at the Pharmacy window, in patient care areas, and by telephone or video.  This does not include medication counseling or providing drug information; 
• Orients and trains new personnel, pharmacy students, or others on departmental policies and procedures appropriate to a Technician’s scope of work;

• Accurately prepares, dispenses, and documents controlled substance orders, and maintains accurate inventory records.

Qualifications

Minimum Qualifications

1.   Experience: One (1) year (equivalent to 2,000 hours) of experience (in the last 5 years) assisting in the preparation of drug and pharmaceutical items in a licensed pharmacy;

Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

The Position:
Reporting to the Chief Financial Officer, the Payroll Manager performs professional supervisory work involved with managing and directing computerized payroll production for the District. The Payroll Manager develops, implements, and monitors procedures to ensure integrity of the payroll systems and to comply with applicable federal, state and local laws, regulations, and guidelines. The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:

• Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations

• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials

The Finance Department is seeking a Senior Analyst within the Utility Billing section of the Revenue Management Division. The Senior Analyst reports to the Program Manager and is responsible for ensuring accurate and timely utility billing for nearly $400 million annually in services (garbage, sewer, and water).  

Responsibilities for the position may include, but are not limited to:

• Serve as subject matter expert of the utility billing system (Customer Information System), and all related processes (from bill calculation through bill print/mailing;
• Ensure billing procedures conform with City’s Municipal Code, state regulations, and industry best practices;
• Ensure methods and procedures of tasks performed by the utility billing staff are documented in a concise and easy to understand format;
• Supervise utility billing staff by providing management guidance with emphasis on efficiency, adherence to City policy and providing excellent customer service;
• Provide thoughtful recommendations for continuous process improvements; 
• Mentor, provide guidance, recommend training of individual staff members and promote a positive work environment;
• Resolve and de-escalate all utility customer billing issues;  
• Reconcile revenue and accounts receivable by utility fund;
•  Oversee collections and lien processes for delinquent utility accounts;
• Communicate across all levels of management, including verbal and written memorandums and reports to implement the Revenue Management workplan.
