The Department

The Housing Department supports two of four City Council Focus Areas:
» Reducing Unsheltered Homelessness; and
» Attracting Investments in Jobs and Housing.

Since the Housing Department was established in 1987, the City has been a leader in affordable housing, creating more than 21,000 new housing opportunities for San José residents through funding affordable apartments, overseeing the Rent Stabilization Program that provides protection to both renters and mobile homeowners, and implementing innovative programs to preserve unrestricted affordable apartments. The Housing Department also strives to make homelessness in San José rare, brief, and one-time through the implementation of the Community Plan to End Homelessness. The Plan is a collaborative public-private partnership with the County of Santa Clara's Office of Supportive Housing, the Santa Clara County Housing Authority, and Destination: Home, a nonprofit partner. The Housing Department manages four U.S. Department of Housing and Urban Development Programs entitlement grants in addition to numerous state and local grant programs. The City Government

The City of San José is a full-service Charter City and operates under a Council-Manager form of government. The City Council consists of ten (10) council members elected by district and a mayor elected at large. The City Manager, who reports to the Council, and her executive team provide strategic leadership that supports the policy-making role of the Mayor and the City Council and motivates and challenges the organization to deliver high quality services that meet the community's needs. Department heads are appointed by the City Manager with confirmation by the City Council. The City actively engages with members of the community through Council-appointed boards and commissions.

In addition to providing a full range of municipal services including police and fire, San José operates an airport, a municipal water system, a regional wastewater treatment facility, some 200 neighborhood and regional parks, and a library system with 24 branches. While the Deputy Director provides leadership across the Housing Department, the position plays the integral role leading and sustaining an accomplished team in supporting the Reducing Unsheltered Homelessness City Council Focus Area. The Deputy Director reports to the Director and works collaboratively with Housing Department Leadership and City Management.

The Ideal Candidate

The Deputy Director will be an energetic, self-directed, forward-thinking leader who has a keen eye for details, is very organized, is an excellent writer, and understands or is curious about financing regulations. The Deputy Director will have a high legal, ethical, and moral compass and is one who thrives in a fast-paced, often-changing, and very busy environment. The ideal candidate will be comfortable talking in public to various audiences and conducting community engagement. Equity and inclusion will be a regular consideration for the ideal candidate and will have experience leading change with these areas in mind. The Deputy Director will be a mentor and coach to staff, autonomously overseeing direct reports while regularly working collaboratively with the Director and Deputy Directors to push the Housing Department toward its goals. Education : A bachelor's degree in from an accredited college or university in planning, public or business administration, civil engineering, or a related field. Master's degree in business administration or closely related field is desirable.

Experience : Six (6) years of increasingly responsible, directly related experience in senior level administrative and/or analytic work in a public or private agency.
 

• Ten (10) or more years of commercial lending, banking, or financing experience is strongly preferred.
• Ten (10) or more years' experience with rent subsidized multifamily or senior real estate development or redevelopment projects that achieved financial closing is strongly preferred.
• Experience managing a business unit equivalent to a major division within a public or private agency is strongly preferred.

Possession of a valid license authorizing operation of a motor vehicle in California may be required.

The Deputy Director salary range is currently $154,506.30 - $249,425.80 placement within this range will be dependent upon the qualifications and experience of the individual selected. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:
 

• Support the administration of power purchase agreements (herein, referred as "contracts"), including monitoring and ensuring compliance with contractual obligations.
• Review, understand and interpret contracts; Support development of processes to ensure that the contracts are managed and settled timely, accurately, efficiently and in compliance with the contracted terms.
• Prepare, review and verify the accuracy of settlement statements and invoices for contracts.
• Support the administration of contract prepayment transaction activities related to invoices settlement.
• Interpret, analyze, communicate and resolve issues that arise during contract administration and support the dispute resolution process.
• Identify and flag any problems related to administration of existing contracts and suggest improvement for future contracts. Support implementation of process improvements in contract management.
• Review and verify weekly CAISO settlement invoices and resolve disputes in case of discrepancies.
• Support development of procedures for settlements and invoice verification.
• Collaborate with internal and external parties during negotiations and execution of contracts and advise on implications to settlements process.
• Support the manager in development of analytics to validate settlements, measure contract performance and compliance.
• Analyze settlement and market data to address management questions and provide insights.
• Maintain an understanding of existing and new regulatory laws related to California energy regulation that could impact power procurement and settlements function.

 Paid intern positions are available within the Environmental Services Department. The positions are an excellent part-time opportunity for an individual with GIS skills wishing to obtain work experience in the Environmental Studies field. Current student enrollment is not required.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking on level, uneven, and slippery surfaces, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in using a computer keyboard and certain tools. The position also requires near and far vision when reading written work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag, carry, and push equipment, tools and supplies up to 50 pounds is also required. Salary ranges for this classification are:

 

• Electrician I: $ 110 , 313.84 - $ 134 , 228.64 approximate annual pay
• Electrician II: $115,861.20 - $140,955.36 approximate annual pay

The City of San José , Public Works Department is seeking to fill five ( 5 ) full- time Electrician vacancies . The department's tight-kn i t team of E lectrician s work collabo ra tively and intra-departmentally to ensure electrical components and systems are installed and m aintained throughout city facilities such as community centers, l ibraries and public park s.

Electrician I is the entry-level class in the Electrician series. Incumbents are provided with training and experience to develop the knowledge, skills, and abilities necessary to perform the full range of installation, maintenance, and repair of electrical systems and equipment.

Electrician II is the journey level class in the installation, maintenance and repair of electrical systems and equipment, working independently under general supervision.

Electricians are responsible for installing, maintaining , testing, troubleshooting, repairing, and operating high and low voltage/amperage electrical components, systems and equipment including locating problems; determining appropriate courses of action; and coordinating repairs with affected parties. They design, fabricate, and install electrical systems and components and install wiring and electrical equipment, ensuring code compliance. Electricians review work orders, maintain activity logs, prepare requisitions and obtain approval for various projects. Duties may also include purchasing electrical supplies, including filling out paperwork; coordinating purchases; and, choosing vendors. They are responsible for responding to occasional emergencies, evaluating and taking required actions and determining if support is needed. Public Works electrician duties also include:

 

• N ew construction, remodels, small tenant improvement projects ;
• L ighting retrofit projects ;
• M aintenance of pump stations (includes motor controls and PLC's and computerized alarm and monitoring of pumps, etc. ) ;
• Maintenance of E mergency generators, fire alarm systems, vehicle gate operators, badge access controls, lighting control systems ;
• E lectrical building distribution systems and equipment up to and including 12kv ;
• I nstalling cat 5 and fiber optic networks and maintenance of all City buildings ; and
• Setting up t emporary power for special events and public address setups.

The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households. 

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Manager to provide professional, technical and administrative asset management duties in support of a portfolio of Agency owned assets. The Asset Manager ensures compliance with programmatic and financial regulations, oversees property operations, and works with property management to ensure the physical, financial and social well-being of affordable housing assets.  The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of property maintenance, construction project management, capital planning and systems management, budget preparation and financial modeling to analyze portfolio performance. 

 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and
• A minimum of four (4) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.
• Low Income Housing Tax Credit (LIHTC) experience is desirable.
• Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position. 

 

 

A Dance Instructor (Program Specialist) will plan, prepare and instruct recreation activities. Activities may include art, cooking, dance, pre-school program and other program areas. Programs are designed for children ages 4-17 (primarily 5-12) years of age.

Dance programs may include ballet, tap, jazz, hip-hop, ballroom, folkloric, salsa, and rhythmic international styles.

EXAMPLES OF DUTIES (These duties are a general description and are not all inclusive.)

• Develop and submit lesson plans including class content and material needs.
• Lead organized activities to develop and strengthen youth academic, recreational, and social skills.
• Plan lessons and activities so they are appropriate to students with various abilities.
• Ability to requisition supplies and/or purchasing program supplies within City guidelines
• Evaluate and provide constructive feedback on the activities, camps and events
• Conduct creative and safe class meetings; instruct students on the safe and proper use of supplies, tools, and equipment
• Participate in cleaning and maintaining the facilities and equipment
• Interact professionally and appropriately with parents, students and staff
• Communicate with supervisor regarding classroom needs
• Attend staff meetings and trainings
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by a program coordinator or Recreation Supervisor. The Program Specialist may supervise a part-time aide and/or "counselor in training" in a classroom environment in daily activities.

MINIMUM QUALIFICATIONS

• Must be a minimum of eighteen (18) years of age
• Different program areas will have different skills and knowledge requirements for the position; check with Recreation Supervisor. (For example: 6 ECE unites required for pre-school instructor)
• One school year teaching experience
• At least one year's experience working with children in an academic setting
• Must be willing and able to work days, nights, weekends, and holidays as required

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR & First Aid from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

SELECTION PROCESS

The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.
