The Town of Moraga is seeking a dynamic Administrative Assistant to provide support to the Town Manager.  Under general supervision, the Administrative Assistant performs a wide variety of routine to complex office, administrative and technical support tasks requiring the ability to apply specialized functions or services in order to support an assigned department; assists the public personally or directing by providing information to requests according to established procedures; sorts, logs and maintains records and other documents; follows policies, procedures and work methods associated with assigned duties; and performs related duties as required in a manner that is responsive, cost effective, and innovative. 

DISTINGUISHING CHARACTERISTICS:

The Administrative Assistant is the journey level in the Administrative Assistant series, in which employees are assigned the full scope of duties in an assigned department with only occasional instruction or assistance as unusual or unique situations arise. Incumbents perform a full range of administrative support duties, including organizing and coordinating workload; preparing reports; coordinating and assisting with the development of technical documents; and explaining Town ordinances, all requiring considerable department/program knowledge. This classification is distinguished from the next higher classification of Senior Administrative Assistant in that the latter performs the most difficult and responsible types of duties assigned to classes within the series.

ESSENTIAL FUNCTIONS

• Performs a wide variety of routine to complex office and administrative tasks and duties in support of a department director and department activities, including organizing and coordinating work; sets priorities and meets deadlines.
• Maintains liaison between the Town Manager and department staff, other Town staff, officials and staff of other agencies to obtain and relay information and coordinate activities.
• Assists the public by phone and receives visitors at the counter; listens to and receives complaints; demonstrates an understanding of applicable policies, procedures and work methods associated with assigned duties; responds to questions and concerns from the general public; represents the Town to all callers and visitors in a professional and customer friendly manner.
• Coordinates and sets up public hearings, meetings and workshops on a regular basis. This requires agenda preparation, meeting set-up (whether in person or in an online portal), preparation and distribution of meeting minutes and agenda packets, coordination with staff, and technical proficiency in running Zoom meetings and webinars to provide public access to meetings.  This position requires attendance at meetings to provide support to staff in conducting the meeting.
• Maintains a variety of databases for tracking operational, financial and statistical information; generates reports.
• Interprets and applies Town policies, procedures, and administrative directives, and communicates laws and regulations in response to inquiries or complaints; refers inquiries as appropriate.
• Participates in special projects as assigned; collects and compiles a variety of department information; prepares report of findings.
• Develops, revises and maintains operating and administrative procedures; develops forms and reports for departmental use.
• Assists in the tracking of a department budget and project budgets; prepares budget reports; monitors and classifies expenditures; tracks and reconciles bills; produces budget reports; researches and resolves discrepancies.
• Researches data and compiles information to be used in special projects and comprehensive reports.

We are seeking experienced 9-1-1 Police Dispatchers with a passion for public safety and effective communication skills to join our fast-paced Police department providing essential and impactful service to our community. Ability to hire above starting pay based on relevant experience. This is a demanding yet rewarding position which performs a variety of dispatching duties for emergency and non-emergency calls, dispatches police officers to calls for services, and operates a variety of communication equipment including radio, telephone, and computer systems.

Working shifts for this position consist of a 4/10 (varied) work schedule including nights, weekends, and holidays. Schedules rotate every four months and may change to a 3/12 when needed.

Pay range for this position is $29.09 - $37.12 hourly, plus additional night shift pay, and amazing benefits!

Our Minimum Qualifications for consideration are:

Education:  Equivalent to the completion of the twelfth grade. Additional specialized training in communications or a related field is desirable. 

Experience: Two years of increasingly responsible communications or dispatch experience; or two years of law enforcement support experience utilizing one or more of the following systems: California Law Enforcement Telecommunications Systems (CLETS), Computer-Aided Dispatch (CAD), National Crime Information Center (NCIC), and/or Criminal Justice Information System (CJIS).

• Supports the preparation, issuing, and evaluation of solicitations for long term renewable energy, energy storage services, Resource Adequacy, energy and other power products, including overseeing or supporting consultants.

Salary Information:

The total annual salary range for a Power Resources Specialist I is $93,868.32 - $114,397.92.The total annual salary range for a Power Resources Specialist II is: $102,145.68 - $124,444.32. These ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual pay shall be determined by the candidates' qualifications and experience.

This process includes preparing daily toll revenue entries and monthly toll revenue and traffic reports; reviewing trial balance from the Regional Customer Service Center to record into BATA financial statements; researching and investigating variances; recording and analyzing the data; working with the Electronic Toll Collection (ETC) unit, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting; reviewing and reconciling the general ledger accounts; and performing other job-related tasks or assignments as required.

• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.

• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.

• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Accounting Section Director, the essential duties and responsibilities of the Assistant Director include, but are not limited to, the following:
 
Examples of Essential Functions

• Manage internal accounting controls for General Ledger. 
• Oversee all month end, quarterly, and annual G/L journal entries. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements. 
• Prepare monthly financial statements and related reports for the Agency and all its component units and Commissioners and Boards of Directors; as well as various external reports such as State Controllers and National Transit Database. 
• Plan, organize, and perform assessments to ensure administrative, accounting, and internal controls exist and are properly functioning. 
• Manage all external financial and governmental/grant audits including the preparation of Annual Comprehensive Financial Reports and Single Audit Reports. 
• Work cooperatively and collaboratively with MTC staff and external stakeholders;
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including, establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Ensure EEO policies and procedures are followed. Coordinate staff training and professional development. 

Examples of Duties

• Monitor and ensure timely identification and compliance with evolving governmental accounting standard pronouncements, provide Generally Accepted Accounting Principles (GAAP) interpretation and prepare technical memorandums that document issues in a clear, logical, and comprehensive manner. 
• Research, interpret, implement, and enforce GASB standards and pronouncements. 
• Oversee the accounting and reporting of capital assets and projects and grant transactions. 
• Ensure compliance with federal and state grant accounting regulations and conditions. 
• Review accounting journal entries and ensure the accuracy of information. 
• Oversee the production of monthly financial statements/reports. 
• Oversee compliance with audit recommendations. Maintain records and audit reports for follow up audits and to monitor compliance with recommended changes in policy and procedures. 
• Review the Annual Comprehensive Financial Reports for all business units and update the report with the various notes as they relate to each of the business units. 
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested.
• Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities. 
• Perform other job-related duties as needed or assigned by the section.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location.  This position can primarily be performed remote. On-site attendance as required based on in-person meetings or work assignments.
