THE POSITION

The City of Daly City is seeking a highly skilled, business-oriented Senior Management Analyst with strong accounting, budgeting and financial management background to assist in budget development, projection and implementation of Citywide budgets.  This position reports to the Assistant Director of Finance and plays a critical role on the City’s budget, working in partnership with other departments.

The successful candidate will prepare budget reports, complex financial forecast and analyses, update budget forecasting model, monitor revenues and expenditures, make presentations, and provide staff assistance in support of Citywide activities.

The position requires a dedication to customer services, teamwork, excellent communication, interpersonal, presentation and writing skills, ability to effectively prioritize and multi-task while delivering quality results, and a commitment to maintain high level of ethical integrity, timeliness and accuracy.

The ideal candidate will possess a strong accounting and financial background, a solid knowledge of municipal finance, governmental accounting and budgeting practices and procedures.  Public Agency experience is highly desirable.

DEFINITION

Under general direction of the Director of Finance & Administrative Services, performs a wide variety of responsible, professional, administrative, staff assignments; administers a wide variety of interdepartmental and City-wide projects and programs; assists Director and Deputy Director of Finance & Administrative Services as needed; and performs related work as required.

EXAMPLES OF DUTIES

Assists in program, policy and budget development, implementation, coordination, revision, review, evaluation and monitoring; provides support services for the City Council meetings and speaking before the City Council; participates in interdepartmental task forces and committees; researches, collects, compiles and analyzes complex financial and other data; prepares recommendations for budget requests, grants, new programs, modification of services and equipment; plans, organizes and coordinates assigned city-wide projects and monitors departmental projects; analyzes, interprets and explains City policies and procedures.

TYPICAL TASKS

The following tasks are typical for positions in the classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed.

            1.  Determines need for and gathers information from various departments and from outside sources in order to research proposed programs and projects.

            2.  Analyzes data in order to assess cost, operational feasibility and other aspects of proposed programs and projects.

            3. Prepares reports and presentations on all pertinent aspects of proposed programs and projects including budget projection.

            4.   Make presentations on assigned projects and programs to the City Council and others.

            5. Monitors and coordinates execution of approved projects and programs including preparing all required reports and supervising all related record keeping.

            6.   Recommends changes in program emphasis or execution.

            7.  Assists in the development and implementation of goals, objectives, policies and procedures.

       8.  Confers with operating staff regarding the implementation of programs and the interpretation and application of policies and procedures.

MINIMUM QUALIFICATIONS

Knowledge of: Comprehensive knowledge of the principles, practices and methods of municipal budgeting, finance, public administration and organizational development; modern management of departments and organizations; pertinent legislation; interpersonal behavior dynamics.

Ability to: Write and present reports and recommendations; speak before groups; properly interpret, explain and act in accordance with laws, regulations and policies; demonstrate competency in research and analysis, decision making, and management skills; and tactfully relate to the public, departmental managers, employees, other organizations and outside agencies; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a four-year college or university, with major course work in Public or Business Administration.

Experience: Three to five years of responsible work experience in a fiscal or administrative capacity; or an equivalent combination of related training and experience.

License: Possession of a valid Class C California Driver's License.

The City of Foster City is looking for an experienced and dedicated Management Assistant to perform a wide variety of responsible, complex, and confidential administrative duties. This position requires considerable confidentiality with sensitive information, initiative, mature and independent judgment, and strong interpersonal and organizational skills. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of high school. Post high school or specialized administrative support training is desirable.

Experience: Four years of increasingly responsible experience providing project management support; at least two years of administrative support to a manager at an executive, division, or department head level. One year of supervisory experience is desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training, and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The City Manager's Department will make the hiring decision.

Under the direction of the Controller, provides accounting and fiscal support, including budget tracking, income and expenditure reports, revenue billing and collection, payroll, reviews and reconciles a variety of complex financial transactions for the Peninsula Library System and its multiple contracted agencies.

Distinguished from the Accounting Assistant I by the amount of accounting experience required. An Accounting Assistant II works under general supervision and, within a framework of established procedures, is expected to perform a variety of more complex accounting duties with only occasional assistance.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. This classification may also oversee general financial functions such as cash flow management, audit procedures, payroll processing, coordinate assigned activities with other departments and outside agencies, supervise finance professional, technical and clerical staff, and related work as assigned.  A hybrid/partially remote schedule may be approved by the department.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible experience in finance, budgeting, or accounting work.
• The equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, economics, finance, or related field.
• Supervisory experience is preferred.

Customer Service:

Qualifications

Ideal Candidate Service Office Assistants will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. At least one election cycles worth of experience in Candidate Filing is preferred as well.
 
Critical Skills include the ability to prioritize work, coordinate several activities organize, and maintain accurate files and records, and understand and carry out oral and written directions. As an Office Assistant it is also integral to have a positive attitude and demonstrate good leadership to assist other members of the team and help ensure day to day operations run smoothly.
 
Office hours are 8:00 am to 5:00 pm, Monday through Friday. These positions may require weekend and evening work assignments. The selected individuals must be available for the entire employment period until the completion of their assignment.

Examples Of Duties

The Elections Specialist II, under general supervision, provides a broad range of office, technical, and specialized support to the election process. This is a great opportunity for an interpersonally effective, innovative, and hard-working individual to contribute to the elections process by:

• Compiling sample ballots, specialized election documents, and similar materials with accuracy, completeness, and correct English usage.
• Schedule and manage teams of personnel for function testing, operating voting equipment, ballot retrieval, couriers.
• Coordinate the deployment and recovery of Vote Centers between Elections units and vendors.
• Train warehouse and field technicians on warehouse safety, secure equipment setup and usage, etc.
• Researching and assembling various election related information.
• Maintaining files, updating databases, and generating reports.
• Leading temporary workers in performing elections related work.
• Providing clear and accurate information regarding elections, voter registration, and related policies to the public.
• Contributing in the education of voters and training of temporary elections workers through various outreach activities, events, and classes.
• Processing a variety of forms and documents, such as registration affidavits and absentee ballots in a high-speed electronic setting.
• Proofreading sample ballots, specialized election documents, and similar materials for accuracy, completeness, and correct English usage.

Qualifications

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is equivalent to two years of general clerical or office support experience.
 
Knowledge of:

• Basic California election laws, regulations, and procedures.
• Basic inventory control methods and techniques.
• Office administrative practices and procedures, including filing and the operation of current office equipment.
• Basic business data processing principles and the use of office or online computer applications.
• Business arithmetic, including percentages and decimals.
• Recordkeeping principles and procedures.

• Perform technical, specialized, and complex election support work.
• Read, interpret, and apply rules, polices, and procedures.
• Organize, research, and coordinate election files and databases.
• Use initiative and sound independent judgment within established guidelines.
• Operate standard office equipment, including typing with enough speed and accuracy to produce correspondence and enter information into a computer system.
• Establish and maintain effective working relationships with those contracted in the course of the work, which include high-profile candidates, elected officials, temporary workers, and other agency personnel.
• Overseeing testing functions of electronic voting equipment.
• Inventorying and moving voting equipment and Vote Center supplies.
• Overseeing delivery, connection and testing of voting equipment at Vote Centers.
